Adjourned meeting of-the Council of -the City of Petaluma was'called_to order by Mayor Putnam•at the hour of 1:30. o p.m. Attendance Present: Councilmen..:Brunner *, Cavanagh, Jr., Clecak,.'Mattei, Perry, Jr., and Mayor`'Putnam. Absent,; Councilman Daly. *Councilman Brunner at 8:00'p.,m. Approval of Minutes The-minutes of June 19. 1972, were approved as recorded. Sub- reg.ional Letter, dated May 30, 1972, and filed with Sewer Study.. the City Council on June 19, 1972, from Larry F. Walker,, Project - Manager for the North Mdrin /.South Regional Water Quality Management.,Program-, stated that the purpose of producing the draft. summary report of the Pro - gram was to get input from each of the partici- pating agenc,ie.s prior to'finalizing the Report and..tha.t the Technical'Coordinating Committee agreed "that all,comment.s on the report should be in writing and submitted to the engineers on or before ' Jul,y 2A, 1-972," in order to meet . the sdhedule of November 1972 ;of submitting the;.final detailed report, to the sewerage agencies for adoption -. The f;o engineers were present: Carlton Yoder, John,.Je`nks; J. Warren Nute. Mr, John Jenks summarized the backg.round.of the study.,.the purpose and scope of•the study, and the fundame of the proposed three -phase program. A.recommended plan of Phase .I was .displayed...for- Council information. Discussion then ensued and the following ques- tions'were presented by the Council, and the City_ Manager Lf..the.City proceeds - with Phase I the Program, what assurance does it have that the dischar.ge,requirements will not be changed by 1980= 19.85? How..would.the more stringent discharge re- .quirements.affect- ...the reclamation phase of ..the program after 1980? Would completion - of - Phase I in - ' 1 -9'78 be so close to the 1980 - tertiary tr eatment.phas.e' that -there would not. be full bene:f "t from Phase I ?. (It was pointed out that both the pipeline-and the tertiary ,.treatment phases are needed,.) If•the City proceeds with,Phase I, will dumping into the Bay be prohibited and - an ocean discharge be requested to be installed? Water pollution control is of widespread concern. Has there - been any thought along the line of a broader agency which would 'de- de- si and : operate 'the system. and'- the City being a partic'ipaht ?': 1 The above'quest were discussed.by Mr. Jenks-and in some instances , . the consultants, were- •requested..to further information:. July 1, 1972, _to.June 30, 1973;' to establish certain reserve funds for future acquisitions; to provide for capital acquisition of equipment; to provide for certain improvement.proj'ects; and to pro- vide for the items o`f•the capital outlay pro - gram which exceed the value of $3,000 be ap- proved.and be. ordered commenced by resolution and to name the funds from which- a . particular outlay program shall be paid, was introduced by Councilman Clecak, seconded'by Councilman Cavangh, Jr., and ordered =,posted by 6 affirma- -tive votes, 1 absentee,..- Subdivision Ordinance Discussion was held Subdivision Ordinance Ord #1046 NCS #1046 N.C.-S. introduced at'the June 19, 1972, Council meeting. Particularly reviewed and clarified were:the provisions for the filing of tentative and final'.maps,.dedication of land for.park and recreational purposes,. and the environmental impact on an area. Mr'. Richard Brown, District Manager of the Pacific .Te'lephone .Comp,any , . and Mr. Don Marquardt, representative of the P.G. & E. Company, were p•resent­to- briefly discuss sections regarding utilities: Planning: Director William McGivern read changes recei.v.ed from P.G. & E:. Company re Sections 22.7.801 "and 22.8.113. The.City Manager requested. that the PUC Rules and Regu:- lation's be reviewed regarding undergrounding of _utilities . Mr: Norman Rol- lins,�a local developer, appeared before'the Council for clarification of a,num- ber- of points -in the ordinance; and following questions - raised thereon, Planning Director McGivern was asked,to contact Mr. C. Mocine of Williams and Mo_cine, consultants who, prepared the subject ordinance, for a precise definition of "Lot:" as described on Page 4 and fox clari- fication regarding.Sections.22 7.401. and 22.7.403 as to contradiction -with the Zoning Ordinanc e regarding• lot areas and dimensions and lot widths The Councll to be advised ­there'on.. The;fo.11owing changes and .additions were auth- orized': Page 4 - Add.to definition of Parcel Map Subdivision the following as -a. subparagraph: "The Parcel Map Sub- diV.ision does not include -cbriveyance or • transfer ,of `lands or interest therein to'any agency having the power of eminent domain." ,Page 7. - • Section 22:4-.300 Last - :line. Upon comp.letioh of the discussion,- a motion was made by..,Co,unci.lman C.lecak and seconded .by Councilman Perry, Jr.., that the Subdivision* Ordinance be modified and amended as outlined above for reintroduction and re,posting soon as possible. Motion carried unanimously.
