Council`Me Regular meeting of the Council of-the City of
Petaluma was,called to order by Mayor,.Putnam
at the hour of 7:30,0: clock p.m-.
Attendance Present: Councilmen Brunner, Cavanagh, Jr.,
Clecak, Daly, Mattei, Perry Jr.,
and Mayor Putnam.
Absent:. None.
Invocation The - invocation was given by the Reverend Roger
Giese, St. John's Lutheran Church.
Approval of Minutes The minutes of July 10, 1972, were approved as
recorded.
The minutes of July 17; 1972, were approved
with`the.following addition: Page 1 - Approval
of minutes before'the' last's:entence "(The Coun-
cl doe;se not have,a. policy.re reimbursement of
expenses for those members with a minority
point of view; This perhaps could be a matter

Chief Joe Ellwood, submitted and filed.
This being the time set for public hearing of
protests and comments on Superintendent of
Streets' Report df Cost of Weed Abatement, the.
Mayor declared the hearing opened. The City
Clerk announced that no written protests were
received.
In response.to Mrs. Wlma Grant
Avenue, Fire Marsh'al'Clyde.Thomas stated that
the weeds are's,prayed.on lots at the request.
-of the property owner . and.the type of spray
used is noninjurious.to..aniznals and to humans.
As no. -other comments were heard, the hearing
was, closed. .

dent. -of Stree -ts' Report of ' �o.f Abatement
of Weeds, Rubbish, and other nuisances ordered

Mr.0 Leroy Lounibos attorney representing the
appl icant, Mr. Norman Rollins, appeared before
the Council and,spoke in support of the rezon
request'claiming:no 'conflict between t Environ-
mental Design Plan and the General Plan. He
reviewed the application and its relation with
the E.-D.P. He,als'o r.e,fe,rred to Section 65860(a)
of the G&vernment'Code, which - states that the
County or•City-or.dinances shalL be consistent
with the General Plan by' Januarys• 1 , -1973 He
urged the Council to approve the proposed rezon-
ing proposal - in order -to preserve the validity
and integrity of the E.D.P,,.,

decided' to remain neutral the issue and

Councilman Daly reported that the Planning Com-
mission raised a question regarding City
policy on construction of the,.public improve -
ments. He•stated that th.e'developer, according
to city policy,, is. required to construct public
improvements on a parcel fronting Mt. Ave-
nue.and abutting the proposed development, but
n:ot,owned - by the applicant. Said parcel is
Iodated.in the County:. The Planning Commission
felt the requirement unjust and referred the
matter to the Council for further review -and
consideration..
Mr. Jim.- .Knudson, representing the subdivider,
appeared before t-he -Counc -1 to discuss the re -
quirement.. He did not object to the principle
of .the policy, but asked for relief through a
reimbursement arrangement. He - added that various
proposals have -been offered. to the property owner
of the parcel in que,s.-tion, but the developer has
received'no cooperation whatsoever.
Following - consideration of the.matter, the City
Attorney was directe'd'- , to'meet with Mr. Knudson
and develop a suitable payback agreement.

It was agreed that the Council review and study
the public improvement.policy for pos'sible in-
cdrporaton of 'a reimbursement plan.
