This being,the time set for hearing of protests
and comments, on the subject abandonment, the
Mayor the hearing open.
The City Clerk reported that no written com-
m ents or protests filed.
Under'oral comments,..City Manager Robert Meyer-
explained Councilman Daly that the work to
be done the.developer with regard to remov-
ing the protruding curb ,.etc., from the City's
right-of-'wa'y at,the En co Service._Station site
on South McDowelil is guaranteed'by
the bonds posted, at ts- he'time the Subdivision-
Ag "reement was:executed and that it is unneces
sary,to delay the abandonment until such removal
is accomplished.
Director of Public Works David Young showed
a drawing of`•the proposed.abandonment and ex-
pla. ined that the - abandonment was requested to _
provide for a lbading - facility and that the
easement will be substittted-at another location
within thb,subdiyisi
Upon.conc'lusion of hearing comments, the Mayor
declared the public hearing :closed.

d.uce by Councilman - Daly, seconded by Council-

noted Robert Meyer - that a
Memorandum of Utderstanding.c'overing Shollen-
berger.River Park is.being developed by the
County Counsel, and the City Attorney, and when
completed will,be submitted to the Council for
review'-.
After some discussion, Mayor'Putnam referred
Dr. Ni-zi°bian's letter to the Recreation Commis-
sion; 'and directed that "when the Memorandum -'of .
Understanding.is.prepared, a joint.meetng be'
scheduled with the County,and-,all interested
parties to review the entire matter.

that he felt the - offer was not in order, but
would,i accept the cost. figures, .
Consideration.of the negotiated compromise
and alternatives fo.116i4ed. in' the discussion,
Councilman Daly - pointed out .tlfat Council_ policy
is not-a law, but•a gu-ideline., and if' changes
ar:e• made- ..f.or a particular case, the guidelines
still exist:, He added that an applicant should
be informed.of.the opportunity to file an appeal
with: the < Council i -policy is not agreeable.
Upon conclusion of the deliberation, a motion

Councilman - Perry, Jr.., that Mr:. Knapp' be required
to put. ';in `the° curb, gutter and :sldewalk for an
approximate cost,of $600. Motion carred

Taxicab Committee- Councilman Cavanagh, -Jr.; reported that the
Taxicab Committee gener-;ally -, ag,reed to recom-
mend a .sl-ight .increase in the meter rates, but
the owners of - the - single ope'r.ating taxicab
company in the City indicated preference to
maintain the present'r.ates'. The Chief Police
was dire -cued to- contact the ta'xic'ab -company
and inform thew operators - -that the rates will
remain the, same as existing at the present- time.
Jitney Bus Councilman Cavanagh.,,Jr:, reported that the
Operations Jitney 'B,us ; Commit'tee has not thoroughly dis-
cussed.the .financial.problems of-.the jitney
bus operations. Mr..Graveson owner of the
�i,tney.;bus service was'present and indicated
an interest 'in continuing the. service on a
profitable ,basis , Councilman - .Cavanagh, Jr.,
was asked to have the.Commit'tee meet with.Mr.
Graveson as soon. as pos.'sible to explore the
possibilities of assisting -the firm and the
cost factors involved.
Water Bond D rector.o.f Public-Works -David Young. reported
Ordinance #1 -- tha the. - Water Commis - s�ion adopted a motion at
Elections Costs its. last meeting. recommending to the Council
that a - protest be filed With the Sonoma County
Board of Supervisors of its - action in charging
costs of 'the -June Aqueduct Bond Election to
the County Water Agency rather than to the
County as a. whole.. The City Attorney was di-
rected,to- prepare a- resolution of protest for
the next - ,Council meeting..
LAFCO . State -wide Mayor Putnam -reported -that she attended ' .the,
Conference State- -wide, Local Formation Commission
Conference in Newport , Beach- - on September ,14 -1:6 - ,
1972, with C. Lawrence. Andrew, Chief Executive
Off:cer,.,So.noma. County Local Agency Formation
Commi'ss,ion, and Richard Ergo of the County
Coups - el's Office. She highlighted the special
addresses given and the main topics discussed.
A presentation was'made at the conference of
the Petaluma 'Environmental Design Plan and the
Residential Development Control System. Both
were well received.-
Bay Area Sewer-, Mayor: Putnam reported.that.due to: a lack of
Service Agency quorum at the Sonoma County Agency Selection
Committee meeting on' 11, 1972, no
business was transacted the matter of
nominati,ng.an alternate candidate-to the Sonoma
County Board of Supervisors for its considera-
tion as an alternate appointee to the Bay Area
Sewer Service Agency will be scheduled for an-
other meeting by the Sonoma - County Clerk.
Royal,Air Force -- Mayor.Putnam briefly reported on the Royal Air
Battle of Britain Force commemora_ti:on ' of the Battle of Britain
held in S,an Francisco on Sunday, September 17,
