the Mayor declared the public hearing open.

Planning staff report, dated..`December 18, 1972,
of the Planning istaff review,, City - .departmental
review and other governmental agencies' r.eview
of the Environmental Impact Report-pr.epared by
Qan•tas;Deve1opment Corporation for proposed
Greenbriar "Deve was-read by ,Planning
Director McGivern. Said report submitted and
filed.
The report indicated that the City staff found
the material in the report to be factual and
accurate with little exception (statements
relating to 'impact. on schools are di- s'counted
d. to the. school district's comments) .. It.
was recommended by th`e staff that the report
be accepted and filed.
The Petaluma Elementary School Distr. ct,, in
letter dated December 15, 1972, and made a
part of staff repo "rt, commented on the impact
stating that the'Dis_.tr.ict is opposed to placing
any students in the McDowell School
attendance area.
Following discu's,si.on by the Council on the
school problem, the Mayor- asked for comments
fr.om. the ". public.
Mrs.. Beryl Cas'azza 39.4 Albert Way,. and Mrs;.
Jc`an.Buchholz, 64.9' Albert Way, expressed. con-
cern of the,.overcro.wding problems of the
schools.
Mr. John Balshaw, Kearny Court and member
of the ;Planning Commission-:, . the school
problems p.ointed,out,.n the -report and asked
that the Council, when a_ccepting report,
accept it with the understanding that the,
alternatives proppsed.by the developer be a
matter for further_dis.cussion as well-as con -
cerns regarding the,rezonin,g and the develop -
ment.
Co.uncilman.Mattei objected to consideration
of. the - .map as presented to be a , part of the
rezoning and:felt that only the concept of the
Planned Community District be accepted. Because
Of Zoning Or.dinance,requirements relative
to a P.'lanned Community Development, Planning__"
Director McGivern - requested that the matter be
held and the interpretation clarified in
order to maintain the integrity of the ordinance.
The staff was directed to work with the, developers
on - the matter in an effort to solve the problem
involved-without for a Council study

Resolution #6188 N.C..S.., adopting the Environ-
mental Impact Report for Greenbriar Development
(incorporating comments made by the public
and the le -tter -from the Petaluma City Elementary
.School District), was introduced by Councilman
Mattel, seconded by Councilman Daly, and adopted
by 5 affirmative votes, 2 absentees.

Planned Community District was considered next.
Planning Director McGivern presented a map
illustrating the 3 zoning components proposed
for the area -- single- family, multiple family,
and professional offices. He pointed out that
the general.layout and boundaries of the 3 land
uses are established shown on the map, but
pr.ecIi,se details of the development are flexible
pending submittal'of subdivision maps and.xe-
quired development standards for the project.

the Council.make an in-depth study of controlling
the traffic on'West Street.
Mr'. Ron Nunn, the developer, stated that the
project is .;small and that the traffic problem
cannot be overcome: He added that the develop-
ment does com ply with the Environmental Design.

Mr. Smith stated that the 6 vehicles are avail-
able from State. General Services with variations
in specifications -and no trade -ins for a total
bid of $20,818.16.
_Police Chief Larry Higgins reported that the
bid was reviewed and found to be acceptable.
It exceeds the budgeted amount due to price
increase -.in the new models. He informed the
Council that lack of interest in trade -ins was
the main reason.for not receiving more local
bids. He recommended accepting the bid submit-
ted by Jim Rose; whereupon; Resolution #6190
N.C.S. awarding contract for purchase of 6
vehicles for the.Police Department was intro-
duced' by. Counci!.lman Clecak, seconded by Council-
man Daly.,'.and adopted by 4 affirmative votes,
3 absentees..
The City Manager asked the Council to consider
the possibility in.the future of offering vehicle
bids to firms outside the City. In.reviewing
maintenance. costs of- Police vehicles, Mr. Meyer
reported that the total cost, including insurance,
averages 11 -1/2 cents per mile.
Claims and Bills Resolution. #6191 N.C.S. approving claims and
Res #6191 NCS bills 41502 to #1614,, inclusive, and #1472 to
` #1506, inclusive, was introduced by Councilman
Clecak, seconded by Councilman Daly, and adopted
by.4,affirmative votes, 3 absentees.
Ambulance Service Report, dated December 11, 1972, from Fire Chief
Res #6192 NCSz Joe I Ellwood reviewing the Petaluma Ambulance' 71F
Service and recommending an increase in 2 of
the 8 categories of charges -- increase in the
base rate of $:3:5. to $_4;5 and increase in miles one -
way from $1 to $2,

Fire Chief. Jo,e'Ellwood added that the area of
the ambulance "service - remains the same as here-
tofore, but the operation has been updated in
the proposed resolution.

which time the matter of selecting a site for

selection at 'this time would be premature for
2 reasons: Capital outlay budgets of the de-
partments have not reviewed yet and the
Sonoma County Board- of Supervisors has asked.

It was agreed by the - Council to wait until these
2 matters haves -been `finalized before acting on

Planning Director McGi:vern.explained that the
report is,accompanied by a completed question -
naire relating tc 2 catecgories of the Spheres
of Influence -= Urbanized Areas and Urban Expan-
si_on Areas, and upon approval by the Council
is to be forwarded to : LAFCO. A graphic map
illustrating the narrative in the report was
reviewed by Mr. Mc.Givern indicating boundaries
of .tle. urban service- area, the urbanized expan-
sion area, and the present urbanized area.
.Upon conclusion of Mr.- McGivern's presentation,
Councilman- ,Ma.ttei suggested. that a statement
accompany.the report to LAFCO reaffirming the
City's position with-r-espect to the General
.'Plan and.the Growth Policy in the Environmental
Design P.lan. After a brief discussion, a
moti'on.was made by Councilman Ma.ttei and seconded
by Councilman Cle.cak approving a Spheres of
Influence Statement and Map as presented and,
in addit_ion,,include a statement that the City
intends to stay within the 1962 General'Plan
bo.undarie's and with City's growth projection.
