HomeMy WebLinkAboutMinutes 01/29/1973MINUTES OF MEETING - -0F CITY.COUNCIL PETALUMA,, CALIFORNIA January. - 29, 1973 Council Meeting Adjourned meeting of - .:the Council of the City of Petaluma was.called to order by Mayor Putnam at the hour of -7:30 o'clock p.m. - Attendance Present: Councilmen,-Brunner, Cavanagh, Jr., Clecak, Daly, Mattei, *Perry, Jr., and Mayor Putnam. Absent: None. Mr. Young pr.e,sented -a slide of the .proposed project showing.the.roadway. section and a diagram of-'traffic counts in the area The counts indicated a large volume of.steady traffic during 'the day. Lampma_n and'Associates, engineers for the City's Traffic- Device_Inven ory made an analysis of Washington Street and recommended that signals be installed on•Washington�Street at Howard Street and.at Kentucky Street, but not at Keller Street an_d _at Liberty Street. Band diagrams were presented by Mr..Young to illus- tra:te the fact that .. signals, at the recommended intersections provided the best solution to the traffic flow problem. Sound measurement were taken by the En'gine,ering Division for inclusion in the Enviro.nmental,Impact Statement Negative Declara- tion-on_the block of Washington Street between Petaluma Boulevard North and Kentucky Street to'detect.any appreciable increase'in sound. Although sound.levelsT may not be desirable, it is conceivable -that 'less noise, will develop because of the smoother flow of traffic from installation of.the 2 signals. The estimated,cos.t of,the project was outlined by, Street construction and widening to be.funded'by- gas.tax monies -- $8.5,000. Two signal systems: Portion be funded 'by TOPICS Fund $38,000; balance from gas tax monies- - $28,000. Because the City has applied for .TOPI.CS Funds with the State of California for the signal system a public hearing is required to be held on the.proposed.project. It was i=ndicated that loading zones will be desig- _ : side streets to accommodate businesses and that nearby alleys- could be -used. Mr. Art, Weller, 'Who maintains .a, .furniture warehouse `ori the.' no.rth� side -..of Washington Street between Keokuk ; and- Howard Streets, also raised questions regarding loading zone removal. 'It, was suggested that consideration be given to -unloading nierchandise'between'midnight and 6;00 a.m.. as a possible s;ol,ution to the problem, but Mrs. Vo,-lpi pointed. out the impra`ctica ities " involved. Following-some general discussion, the Mayor declared the publie',hearing'.closed. Planning Commission at its regular meeting ,of January 3, 1973, :., the Environmental - Assessment Statement - and �.s,uppl:emental Environmental Impact Report as ._beng'correct-and having no significant environ- .mental impact and, therefore, it is recommended to'the City.Council that the Environmental Assessment Statemen;t'and the Report be accepted as approved by the . Planning ,Commission, submitted and filed. By,Yconsensus;:.the Council accepted the Environ- mental- Assessment Statement and concurred that an'Env Report is not required. Mr :,% Mc'Givern.-.reyiewed:' the history of the 26-acre parcel and the applicant's proposal for a condo- minium type de've.lopmen't. -He noted that F.H.A. indicated the easterly.third of the site would not- be'acceptable for development because it is „ in .the flight.:pattern of the airport. This portion of_.the.,deveiopment has been removed from _ - the.'.developmen,t plan. - and is not a part of the proposal �at..-this _time.. He also reviewed the staff: report -- showed a number of considera- -tiona - the findings . He pointed out that the•:Planning'.Commission recommended the PUD map -.be .. appr-oved with a,-density of 9.4 units .per _ acre, .which would `.reduce the number of units in the, , propos,ed�. plan .and provide more open -space -- and .:parking An ,th6� ,deve,lopmient . ..Mr, Fr:ank•.LaPointe, President of Sunco Develop- ment Coiporation,.:introdUced Mr. K. L. Poulsen, President, U. S. Egii t-ies Inc. , who addressed the Council ..- regardin'g,.-the application. He showed •slides.of various developments to illus- trate to,the Council the type and design of the area proposed for.;Sun Te rrace-Park.- 'Drawing were,presented to show the layout' of the streets and` ; housing and the -proposed parking and land- scaping, of the. park, as well as the creek that cr .the, subdivision.. He added that the creek traversing the, property will be,...left in its ; natural state and will be open to'.. -the public .,if permitted by Sonoma County Flood Control Agency. The app.lican- t- strongly 'objected to the 9.4 density.° recommendation and cl'amed that the limitation was :economically ..unfeasible -. It was requested by �Mr. - LaPointe that the' proposal of ` 11.4 density be considered for approval. Dis- cussion followed at length-on this matter. 6Z. Z� January 3-6, 1973 Rezoning - -East In the discussion 'that a typographical Washington Street =Ely• error was noted ih the Planning-Commission's Boulevard North Area- legislation and the point was clarified that Sun_Terrace Park the proposed rezoning to PUD applies to''the- (Sunco Development total 26 acres and 'not to a portion of the Corporation),' parcel. The proposed ordinance for.;Counc:il Ord #1075 NGS intreduction•refl'ects the cbrre-ct - rezoning of (continued) the comple e' parcel. After considering the density issue, a motion. was made..by Councilman Dal y'and seconded by. Councilman Perry, Jr., that the density be-7 units . per ,acre for the entire• '26 ..- acres, •but upon further discussion the motion was amended to accept the recommendation of..the'P_ lanning Commission limiting the density to 9.4-units .,per acre': Motion -carried by . 6 affirmative and 1'negative' votes. Councilman,Cav Jr., voted `, No . " Ordinance #107`5 N'..0 . S . amending Zoning Ord-._ nance #1072 N.C'.. by rezoning A..P.4149- 110 -1 from an R- M - 1,500' (:Multi- Family Residential) Dist�r:ict to a'Planned Unit Development District located 'at the northeasterly corner of Ely Boulevard'North and East.Washington Street, was introduced -by Councilman Daly, seconded by. Councilman Perry, Jr., and order published by 7 affirmative votes. Councilman ,Daly was asked. to contact the appli- cant concernin - g the numerous questions he raised in reviewing applicant's proposal.' Refund 197`0 Municipal Let ter , dated Januar;y;19, 1973, from Mr. Herman Improvement Bonds B. Zelles, vice- Pres- ident,. •Stone and Youngberg, Municipal Finan;c:inq 'Cbnsu7tants ,, Inc .: ; proposing that the 1970 Municipal Improvement'Bonds be refunded in order to derive a savings for the City of .Petaluma, submitted and filed. Mr. :Zelles was present and explained the details of the ref unding .pro'ce( ure. which would realize a 7gros in.terest of $328,000.. Upon_conclus:on of a short discussion, a motion was made by Cbun Brunner and seconded by Councilman Perry Jr., authorizing the; Bond Counsel to prepare. the,neces.sary hegislation for the refunding of the: bonds for Council- consideration on'Februar.y. S, 1973. Motion carried unanimously.
