HomeMy WebLinkAboutResolution 2007-197 N.C.S. 11/19/2007 Resolution No. 2007-197 N.C.S. of the City of Petaluma, California RESOLUTION RATIFYING MEMORANDUM OF UNDERSTANDING EXECUTED BY THE DULY AUTHORIZED REPRESENTATIVES OF THE CITY AND THE AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES, LOCAL 675, FOR EMPLOYEES OF UNIT 1 (CONFIDENTIAL), UNIT 2 (MAINTENANCE), AND UNIT 3 (CLERICAL/TECHNICAL) WHEREAS, the City, through its duly authorized representatives, and the American Federation of State, County, and Municipal Employees (AFSCME), Local 675, through its duly authorized representatives, have concluded their mutual obligation to meet and. confer in good faith with respect to terms and conditions of employment for the employees of Units 1, 2, and 3 in accordance with the Meyers-Milias-Brown Act and the City's Employer-Employee Relations, Rules, and Regulations (Resolution No. 5512 N.C.S.); and, WHEREAS, the duly authorized representatives of the City and AFSCME, Local 675, have executed a Memorandum of Understanding pursuant to Section 15, Resolution No. 5512 N.C.S. and recommend its approval by the City Council; and, WHEREAS, the City Manager, pursuant to Section 28, City of Petaluma City Charter, and as the City's Municipal Employees' Relations Officer (Resolution No. 5375 N.C.S.) is required and empowered to make a recommendation to the City Council on matters related to employees' compensation; and, WHEREAS, the City Manager has reviewed and concurs with said Memorandum of Understanding for Units 1, 2, and 3 and does recommend that the City Council ratify said Memorandum of Understanding. NOW, THEREFORE, BE IT RESOLVED that the Memorandum of Understanding, being in the best interests of the City, is ratified and the terms and conditions of said Memorandum of Understanding (as attached) shall be effective July 1, 2007, through June 30, 2010. Under the power and authority conferred upon this Council by the Charter of said City. Page 1 EXHIBIT A Summary of Changes to the Memorandum of Understanding Between The City of Petaluma and the. American Federation. of State, County, and Municipal Employees, Local 675, for Employees of Unit 1 (Confidential), Unit 2 (Maintenance), and Unit 3 (Clerical/Technical) A complete copy of the 2007-2010 Memorandum of Understanding (MOU) for Units 1, 2, and 3 is on file in the City Clerk's office.. SECTION 1. 1. Salaries: Effective July 2, 2007 4% increase Effective June 30, 2008 2% increase Effective December 29, 2008 2~ increase Effective June 29, 2009 2% increase Effective December 28, 2009 2% increase 2. Salary Compensation: The City has agreed that the position of Deputy City Clerk shall be benchmarked to the Administrative Technician position. 3. Special Compensation -Boot Allowance: The boot allowance has been increased to $200.00 from $150.00. SECTION II, 1. Benefits -Health Plan Contribution The City agrees to continue to make a health plan contribution in the dollar amount of CaIPERS Health Premium amount for Kaiser-Bay Area/Sacramento less the City's one- hundred dollar ($100) Public Employees' Medical and Hospital Care Act (PEMHCA) contribution times ninety-five percent (95%) for each employee and his/her family members for calendar years 2008, 2009, and 2010. Employees shall contribute to his/her CaIPERS Health Premium in the amounts less the City's one- hundred dollar ($100) PEMHCA contribution and less the benefit dollar amount in effect and paid by the City. 2. Benefits -Dental Insurance The City agrees to amend the plan to allow for 3 teeth cleanings per year from 2 teeth cleanings per year. 3. Benefits -Life Insurance The City agrees to increase the life insurance benefit amount to $75,000 from $50,000. Resolution No. 2007-197 N.C.S. Page 1 SECTION .III. 1.
