Council Meeting Regular meeting of.the City Council of the City
of Petaluma was called to order by Mayor Putnam
at the hour 7:30 p.m.
Attendance Present: Councilmen Brunner, Cavanagh,.Jr.,

to discuss a matter regarding employee relations,

Mr..McCue appeared before the Council represent-
ing-Local 956, Petaluma City Emplb:yees Chapter.
of 'AFSCME,, to. discuss the impasse situation
existing between - -the g -coup and management on
two - is•s.ues salar=•y increase and shift differen-
tial. He- claimed that the 5% salary increase
agreed upon'wa,sl applied to an adjusted hourly
rate- which resulted in a 4 -1/2 %. increase and
les °s.. A Yiigher shift d- ifferential was, asked
fox, but rejected.
At this time Mayor Putnam read a stateme,ht on
the Council "s on the matter Copy*of
said statement submitted and filed. In summary,
the.statement outlined the meet and confer negoti-
ations held..by the City's negotiating team with
AFSCME; the impasse situation, and the opportunity
given to AFSCME to appear before the Council on
June-25th to discuss the disagreement; however,
no representative appeared. Without an- ,agreement
the Council, granted approximately 5 salary in-
1 cre:ase..for the group and approved increased health
-benefits for employees and - dependents'. It was

Following a brief consideration of the matter,.
the,Council_agre:ed to wait until the Council
meeting on.August 20, 1973, for necessary action.

In reviewing the comments, Mr. Meyer pointed
out a portion as follows: "If your City has
not had.'a estimate in fiscal year
19:73, you - are. eligible to have the number ,certi-
fied. to the Controller under Section 2107.2,
Streets. and Highways .Code, without .-; bu -t
only at, ,the request . of the Chief . Administrative

Meyer in- formed the Council that clarification
of "without cost" would be obtained and an im-
