Putnam at the hour of 7:10 o'clock p.m. Present: Councilmen Brunner, Jr., Daiy, Harber'son, Mat tei, Perry, Jr. and Mayor Putnam. Absent: None. The Council retired to an Executive Session at 7:12 o'clock p.m. The meeting reconvened at 7:50"- o'clock p.m. carried unanimously.' A motion was made by Councilman Cavanagh, Jr., and-seconded by Councilman Daly, adopting the Consent Calendar,.Agenda Item #1. Motion Agenda Item #1 Ordinance #1106 N.C.S. adopting.a revision, Petaluma publication, and codification of certain ordi- Municipa-1 Code nances the City of`•Petaluma in accordance Ord #1106 NCS with requirements of.Article'VII,, Section 53, of the Petaluma City Charter as done by Book Publishing Company of Washington, and substituting the same for the Petaluma City Code of 1958, was ordered published. Denman Annexation #6 Resolution #308 of the Sonoma County Local Agency Res. #6381 NCS Formation Commission making determinations and r conditionally approving the proposed annexation �— of territory designated—as "Denman Annexation #6" to the City�of,Petaluma, submitted and filed. Resolution #638'1 N.C..S. setting time (September 4, 1973). and. place for hearing protests to the proposed annexation of territory. -known as "Denman Annexation #6" to the City of was intro- duced by, Councilman Harberson., seconded by Council - man Daly, 'and-adopted-by 7 'a.f.f_irmative votes. Proposed Library, City Attorney Robert explained to the Council }7-Cq Parks and that request to the Sonoma County Board of Recreation Supervi'sor,s for consolidation of.the proposed Bond Issues bond issues with the Special State Election on November 1973', is required to be submitted no late -r. than Monday, August 20', 1973; and if the Council decides-on the bond issues, it will be necessary for'the Bond Counsel to prepare legislation.and for the Council to :adjourn to a :meeting and act on the matter this week to meet the time schedule.-, Mr. Her -man Zeller of Stone and Youngberg, City Financial Consultants,- appeared before the Council and-'discussed the .City's bonding capa- city, the bond market, and details regarding the proposed 1.2 million dollar bond issue for the Library and 1'.5 million dollar bond issue for Parks and Recreation. 450 August 13, 1973 Proposed Library,, Parks and Recreation Bond Is sues (continued) Mr. Kenneth••Wightman, President -of the Library° Board, accompanied by members Duncan :.Olmsted and Dorothy Bertucci, together w,it'h City Librarian Alice .Hanna, addressed the Co.uncl:r,egarding the Library B.ond pro posal. It was the - ge'neral feeling of - the Board that an'election in November would not allow suf,ficient develop a program that would adequately promote the issue, and. it was also felt by the Board that would be detrimental to submit two measures on one bal- lot: ; , It 'was also _indicated thatfurther ex ploration with the Council on•a commitment,' regarding Revenue-Sharing Funds and with the County on a County -wide Library were matters to �be .concluded before deciding on a bond, issue., Mr: Ray Boccaleoni, Chairman of the•Recreation Music, and Parks Commissio.n,. accompanied Commission - members. John 'Dado and' Dan Loncgaker, together with Parks and Recreation Director James'Raymond•, addressed Council and spoke. against a bond issue in November. It was recom- me' a nded. by the Commission to hold election for'a.1.5 million dollar bond issue (primarily for.Lueche;ssi Park development) - in February of 1;974 as a, separate issue and.-not to be combn any other bond issue.. J City Attorney Robert questioned the time.period as.required.,by State law between two special elections and he asked to clarify this.' legal point. He was also asked to check -into the cost for a s- pec`ial election,: Following considerable discussion with the two-groups, a motion was 'made ,by Councilman Harberson and seconded :by Councilman Daly,.that the Council goes on record, if legally possible, to hold a special election in February, 1974,. - for a bond issue for Parks and Recreation. Motion carried unanimously. In response to the Library Board's request, the Council set 7:30 a.m., Wednesday, August.22, 1973, for a..join -t study session with the Library Board to- further explore all avenues concerning a library f:acil -ity, site study, etc. Mrs. B.. D. Buchholz, 649 Albert Way, addressed the Council and 'suggested the possibility of locating a library- •faci•lity Lucchessi Park. The suggestion was directed to.be included in' the study of 'a .library site. f� Five -Year .Capital City'Manager Robert Meyer requested the Council Outlay Program to individually complete the information needed on the.Five- Year•Capital Outlay Program list in order to reach.a conclusion on the proposed projects. A ;number, of 'additions and changes , in projects -and amounts were made-and the Council authorized. 'a $75,0 expendittir.e from Contingency Fund for a proposed.' "s,prinkler "' ordinance study to be* made by -the Delta Fire Protection., Inc.. It was decided by the Council to hold a study ses:s;ion on Monday, Augusa 27, 1973, at 7:30 o' clock .p,.m,. to further discuss' the Capital Outlay Program.
