The Council discussed Item #12 and its relation-
ship 'to the acquis tloh of land for a library

referral to the Council for further c.onsidera-
tion. Memo, dated August 31,1973, from Person-
nel John Nolan explaining Item #15,
$A3,699 for a 5% increase in retirement benefits
for employees retired on or before December 31,
1970, submitted and - filed. After a brief dis-
cussion, the Council approved the proposed

concepts:
1.. Analyze and- ,propose,. remedies to the. down-
town parking: problem, including a review
of the February 1968 Faustman Parking -Plan;,
determine feasible ..methods of f °financing,:
proj,ec'ts; get agreement of downtown ; me:rchants /
owners . on .pr:.oj ecta.
2. Recommend areas for improved•tra.ffi flow,
including a'r.ev:iew of the 1965 Faustman
Traffic Analysis and the traffic projects

3. Recommend projects , and - kinds -of . beautification.
4. Recommend : cowntown - :.area advertising and
promotion programs.

It is the Council''s understanding that following
the study of these broad general concepts, the

Committee will.make recommendations to the Council
for improvements in downtown area.
Computer Study =
Councilman Matte 'rep`orted on the Computer
Program Corrc tt its recommendation that

the City.not,proceed'any further into Phase II
of the Computer Program Study. In its letter

of -July 18, 197,3; Gottfried Consultants, Inc.,
recommended to the Committee seven alternatives - -;
such as- consolidation -o -f the. Water Billing De-
partment ,and'Finan review O f
bookkeeping procedures, etc.,.preparation for
Computer as- ultimate goal and con -

tinuation into Phase II of'the Study. - However,
Councilman Mat tei suggested that a meeting be
-held with the Committee, Gott - fried - Consultants,
Inc., City Manager Robert Meyer, and Director
of Finance Cecil Gealta: to discuss utilizing
Phase I. to update pr.oc'edures and to. prepare
for computerization in two o three years.

-- Counc:ilman•Daly reported -on the Citizens' Naming 56� I/�
, Building'
Committee's suggestion that the Christian Church -
Building be named "Five Corners Community
'
Center." A motion was -made by Councilman Daly,
seconded by Councilman`Harberson, naming the
Christian Church Building "Five.Corners Community
Center Motion-carried unanimously.
The•Citizens:' Naming"Committee was then dis-
bandedin •accordance with Resolution #6038,N.C.S.

City Attorney - Robert informed the Council of 6 ? c

Theater owner - Da n ie l F. Tocc in removing
the theater .marquee encroaching on the Washing-
ton Street right -of -way". He requested Council
aut ho r ization to commence abatement proceedings.
Mr-. Daniel Tocchini .questioned the City's
l,iabil-ity involved with removal of the marquee.
He.felt the marquee had only become a problem
since -the widening Street.
After a:brie discussion, Resolution #6408
N 'C.S. direc:ting "the City Attorney to'abate
a public nuisance,,was introduced by Council-
man Perry, Jr., seconded by Councilman Harberson "
and adopted by -5 affirmative votes, 2 absentees.

Picnic Area _.
Memo,, dated August '31,.1973, from Director of
Recreat on. Jim,. Raymond requesting the City
allocate•$1 to match, .funds to be donated
by. ' the Lions'' Club -for the completion of the
picnic area of,McDowell Park, submitted and
filed.,
City Robert Meyer advised the Council
of two funds available for McDowell Park improve-
ments - -the General Park Fund and,La:Terc.era;Park
A. Fund... He ,- r the expenditure from the
La Tercera; Park AA Fund.
' Recreation Director Jim Raymond to

used until -spring of ..1.974 .
The Lions'. Club has already contributed $3,000
toward �developmerit • o.f the. Park picnic area
and has committed' - another $1,.200 to match the
City's..'contri but ion. ;. whereupon, a motion was
made by.•Cbunc,ilman Harbers;on, seconded by
Counc.lman.Mattei, to earmark $1,200 from the
'La Tercera Park.-A =Fund for improvement to the
McDowell- Park.picn e area. Motion adopted

Recreation Jim Raymond - $250 be ex-
pended to hire Mr.-Sid Lewin, designing architect
for Luc,che*i Park landscaping, to update the
cost analysis of the Lucchesi: Park plan, submitted

architect's proposal to include cost : estimates
of the community center; landscaping, and tennis
