' - - ' It is the Council''s understanding that following the study of these broad general concepts, the _ Committee will.make recommendations to the Council for improvements in downtown area. Computer Study = Councilman Matte 'rep`orted on the Computer Program Corrc tt its recommendation that - the City.not,proceed'any further into Phase II of the Computer Program Study. In its letter - of -July 18, 197,3; Gottfried Consultants, Inc., recommended to the Committee seven alternatives - -; such as- consolidation -o -f the. Water Billing De- partment ,and'Finan review O f bookkeeping procedures, etc.,.preparation for Computer as- ultimate goal and con - _ tinuation into Phase II of'the Study. - However, Councilman Mat tei suggested that a meeting be -held with the Committee, Gott - fried - Consultants, Inc., City Manager Robert Meyer, and Director of Finance Cecil Gealta: to discuss utilizing Phase I. to update pr.oc'edures and to. prepare for computerization in two o three years. Chri stian Church -- Counc:ilman•Daly reported -on the Citizens' Naming 56� I/� , Building' Committee's suggestion that the Christian Church - Building be named "Five Corners Community ' Center." A motion was -made by Councilman Daly, seconded by Councilman`Harberson, naming the Christian Church Building "Five.Corners Community Center Motion-carried unanimously. Board;_ addr:es,se -the- Council re the proposed libraryacorisultng services offered by Robert S — Meyer and Ass'ociates and a brief discussion -ensued:; whereupon, Resolution # 6407 N.C. authorizing of an agreement with Robert Meyer and. Associates for library con -' suiting services was' introduced by Councilman Harberson,' by Councilman.Daly., and. adopt °ed'by 5 affirmative votes, 2 absentees. Showcase Theater City Attorney - Robert informed the Council of 6 ? c Marquee the lack of . eom'pliance, to - date by Showcase - - -_ Res #6408 NC Theater owner - Da n ie l F. Tocc in removing the theater .marquee encroaching on the Washing- ton Street right -of -way". He requested Council aut ho r ization to commence abatement proceedings. Mr-. Daniel Tocchini .questioned the City's l,iabil-ity involved with removal of the marquee. He.felt the marquee had only become a problem since -the widening Street. ' the Lions'' Club -for the completion of the picnic area of,McDowell Park, submitted and filed., City Robert Meyer advised the Council of two funds available for McDowell Park improve- ments - -the General Park Fund and,La:Terc.era;Park A.
