Council Meeting Regular meeting of the City Council of the City
of Petaluma was called to,order by Mayor Putnam
at the hour of 7 30.o'clock p.m..
Attendance Present: Councilmen Btunner,,Cavanagh, Jr.,
Daly, Harberson,.'Mattei, Perry, Jr.,

Approval of Minutes The minutes of September 17, 1973, September
25, 1973,, a.m.., and,September.25, 1973, p.m.
were approved as recorded.
CONSEN,T,CALENDAR Responding'to Cotng ilman.Cavanagh, Jr., Public
Works Superintendent Roy Kelly stated that.the
specifications ,covering.the two. four-wheel
self- propelled pick -up .street sweepers were
prepared to receive comparable bids even though,
all`•companies,,except ones will be required to
list - alternatives.to comply. A motion was then
made by Councilman Harberson and seconde.d.by
Councilman Mattei adopting the Consent Calendar.

-The Council, generally approved Mr. .King's

Loading 'Zone C. Tinney, representing Weller-Hopkins
Furniture Company, stating tha.t`the loading
zone created -by-- Council. action• September 4,;
1973, on Howard the..corner.from
the- furnture' warehouse at 41.6 Washington Street
as a solution,,to the unloading problem has•proved
unsati,afactory, and { requ:est'ing that the ;mattes
be discussed - at. the Counc'i,l meeting - October. 1,

Mr..Tinney was present-with Mr. Weller and ex-
planed the reason's as contained in the letter
for—the dissatisfaction and proposed a solution
of permitting trucks to unload in, front o
warehouse by- using `traffic cones to block the
traffic lane during trie unloading,time., Mr-.
Weller added-that the trucks are unloaded within
six minutes.._ Mr Tinney pointed. out that-the
cone system is usbd by City crews ''When working
one the street.
Police Chief 'Larry.Higgins reported that. the
loading zone,ha's been. observed by - the Police
Department and, a• number of warning. citations
have b,eern ,.•issued,, •but generally th'e zone i
free for the' furn`itur;e trucks 'and - is adequate
in length for,a 'truck. He presented, pictures
of the zone for Council - information.

Robert pointed, out .that. the Council would be
setting a ,precedent to allow trucks - to ,.unload
on :Wash ncrt "on Street in a no- parking_ .area and
in fact, would he ignoring the City's ordinance.
Considerable•discuss followed and upon con-
clusion, 'the Council agreed by. .consensus to.
:permit trucks,,. -on a trial basis, to unload in
front,, of ,Welle- r- Hopkins warehouse at 416 Wash-
" ington.Street 'by the cone system and that a
meter. maid be d spatched by the Police Depart -
ment'to location -to direct traffic; details

.Senior. Planner:Frank.Gr.ay presented a_graphic
- overlay of.Alderwood..Subdivision showing the
5.5 acres .o,f : creekside park to be dedicated to
the Sonoma. County Water .:Agency, 4 acres , of park
area. to. be dedicated,to the City of Petaluma,
and the area for.'the.�recreation facilities. He
pro;pos`ed three options for Council consideration
relating to the,requds:t: (1.) Require full fees;
('2.) reduce fees..as ,set -forth in Section 17.12,030
o the Petal.uma'Mun- icipal Code;.'(3) waive fees.
Mr..,Pou°lsen. appeared .before the Council on..behalf
of-his request and:;informed. the Council that the
._homeowners' covenants and-restrictions will be
amended..to include maintenance' of the creekside
landscaping., He added.that.the'creekside',park
will. .provde.a.;bicya e- pathway..for public usage.
A -conf;lct =was observed .by -City Attorney Robert
regarding the differ -ence between dedication and
maintenance,o.f. the: c,re'eksider; park and, it was .
suggested that the Council consider reducing the
fee to $20. per dwelling •unit:inste'ad of waiving
the . f;ee .
Although the-request was for a waiver, Mr.
Poulsen agreed "to a reduction in.fees.
A lengthy scuss followed in which Mr. Frank.
La_ - Pointe; owner. ,of ..the- .land of the subdivision,
-ob,iected .to paragraph-42 of Mr. Poulsen' s letter,
"'among: the items, we have agreed to is the dedi-
cation-.of ,a 4 - acre ,par to the City which we have
been . most happy to provide." He asked the record
to...sho.w that he ,is definitely -not in agreement .

Loagaker. The Chief also informed -the Council
'-that'a letter,has been requested from the school
ron'its position on the matter and that the
school,has.notified t�he of the children
attending the intersession of the change.
-As a -point Of information, -Chief Higgins stated
tha -t the`Publi'c Works Department has completed
- installation of the 4-way .stop sign and the
necessary street at the intersection.
Counc' l'members who do not have a copy of the
League-model anti- noise,ordinance were asked to
contact Assistant City Manager John Nolan.
in response to Councilman'Cavanagh's question
regard -ing- progress on the.matter of Norman
Rollins' offer to the City regarding
future Caulfield Lane-extenson, Assistant
City ; Manager John Nolan reported that the City
Manager received Mr. Rollins' approval to
conside -r the .proposal. upon. Mr. Meyer's return
from vacation. The Assistant City Engineer
indicated that the Public Works Department is
currently working on .the street alignment and
necass_ary rights -of -Way..
Councilman Brunner reported.that•he and Director
o,f Public Works D'a'vid Young attended the Sonoma -5'15 _ b
County Board of Supervisors' meeting September
2;4., '1973, on the proposed agreement for the pay-
ment of BASSA 's•assessment.'for Sonoma.County.
Mr, � Young. "presented ,facts at the meeting of the
City'` s• ,position re.gar-ding the inequities of the
county s. proposal to collect the entire County's
assessment of $31,259'.75 from the City of
Petaluma and 'tYfe 'Sonoma. Valley Sanitation Dis-
trict. ' Addition'ally,_ `Mr. Young pointed out that
the cost' should- be:' spread over the entire County.
The Board`�of Supervisors referred the matter to
the Sonoma County. Director of Public Works Don
Head for 'explo'r,ation of a more equitable* spread
And to, the County Counsel for investigation of
the basis ori which two other counties refused to
pay the asseasment,
Following some dis'cu'ssion, a motion was made by
Councilman Brunner and seconded`by Councilman
Ha- rbe -rson� , th'at - a letter be written to the Sonoma
County: Board of Supervisors that the City of
Petaluma is not going to pay this County assess-
m'en,t.• Motion carr'i'ed by , 6- affirmative and 1
negative votes. Councilman,Cay.anagh
voted "no." and -felt- that the City should pay -its
fair. share.
