Council'Meeting Regular meeting of the Council of the City of
Petaluma was called to order by Mayor Putnam
at the hour of 7:30 o'clock p.m.
Attendance Presenti Councilmen Brainerd, Brunner,
Cavanagh, Jr., Joerger,.Mattei,
and Mayor Putnam.
Absent: Councilman Battaglia.
Invocation The invocation was given by the Reverend Edwin
Horstman, Church of the Oaks,.Cotati.
Councilman Councilman Battaglia entered.the meeting at
Battaglia 7:35 o'clock p.m.
_Approval of The minutes of April 20, 1970, were approved
Minutes as recorded.
Additions and Notice to bidders for the subject project was
Alterations for duly. published. City Manager Robert Meyer re-

Mr. Meyer "stated that the Fire Chief recommended
the Counci -1 accept the of -Co Con -
struction Company for $53,000', plus Alternate #-2
for $1,000 and Alternate No. 3 for $2,200, for a;
total of $56,,200. Mr Richard Lieb, Architect,
concurred with the recommendation. M-r. Meyer -also
informed the Council that additional: expenditures
from.the $200 bond issue will be needed to
complete- the" subject, project, but assured.
Council that $120,00'0 will be available from the,
bonds to construct Fire House No. 3. Assistant
Fire Chief Joe Ellwood pointed out that the low
bid is less than.the_ original estimate;, whereupon;.
Resolution No 54 56 N'.C.S,., awarding contract to
Colombini Construction Company. in .accordance with
the plans and ; specifications entitled - "Additions
and Alterations for Fire Station No. 1, ''D' Street,
Petaluma, California was introduced by Council -.
man Brainerd,, seconded by Councilman Matter, and
adopted by 7 affirmative .votes'.
Fire Chief Benton Mayor.Putnam announced the tragic loss_ of "Fire
_15 Chief' Benton's wife who was killed in-a critical
automobile accident on :Sunday. She mentioned
that during this tragic 'time, the Chief never
lost sight of the bi%d opening; award scheduled- for
tonight. She concluded by stating that he serves-
_ the City well.
Human Resources Mr. Dudley C. Cameron, Coastal Area Administrator,
Development Office Department of Human Resources Development, appeared
before the Council and discussed the'proposed clos-
ing of the local Human Resources:. Deve.lo.pmei�t office

.Human Resources in Petaluma. He explained that upon a directive
Development Office from the Director..of.the Department in Sacramento,
(continued) to review the .System, a survey was made-to deter-
mine from-an economic and con "ven ence stan'dppint,
which offices in the area - to close. A re;commenda-
tion was submitted to close the Petaluma office on
September 1; 1970. Claims and job placements would
'then be processed either at the Santa Rosa o San
Rafael office. Mr.. M'. Kun -itan , District'Supervi-
sor, accompanied Mr. Cameron. Mr: John Fox, Direc-
tor of the local office, was present to discuss
details.
Mr'. Jim McCaffrey, . President, Board of Directors
of the Chamber of Commerce, was present with
percent of the Directors to support opposition of
the recommendation. Mr. Jeff Cohen Adminstr•:ative
Assistant to Senator addressed the Council
offering' the Senator..'s ass.is'tance in way possible.
Telegram from Assemblyman Bagley was read by Mayor
Putnam indicating his great concern about the,propos,ed
closing and that he will make his views known prior
to any decision being made that would adversely
affect the area. Said telegram submitted.and filed.
Mr. Cameron responded to Councilman Battaglia, that
protests of the termination may1

priate approach of opposing the.recommended closing
