PETALUMA, CALIFORNIA June 15 1970 Council Meeting Regular meeting,of the Council of the City of Petaluma was called to order by Mayor Putnam at the hour of 7:30 o'clock p.m. Attendance Present: Councilmen Brainerd, Brunner, Cavanagh, Jr., Joerger,.Mattei, and Mayor Putnam. Absent: Councilman Battaglia. Invocation The invocation was given.by the Reverend Marvin Barbee, First Assembly of God. Approval�of Minutes The minutes of June 1, 1970, were approved as recorded. Fire Pumper Notice to.bidders for 1,0 GPM Fire Pump - Res. #`5492 NCS er was duly published. Report, dated June 12, 1970, from Fire Chief Ross Benton of the bia opening June 4, 1970 and recommen- dation, submitted and filed. Chief Benton reviewedthe following bids received from three firms: Name Amount American LaFrance $34,465.20 American LaFrance (Alternate) 33,034.05 Howe Fire Apparatus 33,503.40 Van Pelt Fire Company 33,571.65 He recommended accepting the bid of Van Pelt Fire Company-because it meets speci- fications in all respects. Mr. Chet Bailey of Van Pelt Fire.Company was present and stated that the bid includes five percent California sales tax, but is subject to any increase in State sales tax. Chief of Police Larry Higgins reported that the request of the Petaluma Church of Christ to use Walnut Park for a Folk Song Performance was withdrawn. Letter, dated June 1, 1970, from Senator Randolph Collier, requesting Council ac- tion to oppose diversion of gasoline tax, read and filed.. Mayor.Putnam informed the Council that this matter was discussed at the Mayors'-and Councilmen's recent agenda meeting, and in order to obtain more information, it was decided to in- vite Senator Collier as guest speaker at--, the September meeting so that individual cities could take action thereafter. City Attorney Robert - pointed out that Coll'ier's concern is the fact that this - is a Constitutional amendment matter pro.po'sed to be on the November ballot, and by- ;Septem- ber, the State Legislature has acted. Karl Kohl Lieutenant Karl Kohl a Life -time Vocation a Teacher's Credential Certificate is =sued by the Sta -te of California Standards and Design Subjects. . Chief Higgins pointed out that the certificate qualifies Lieutenant Kohl to teach in science. -Mayor Putnam congratulated Lieutanan-t Kohl for his achievement: 1 3 9 June 15, 1970 AB 19,71 City Manager Robert briefly reviewed proposed As sembly Bill 1971 which extends the area of,jur-isdiction of the Bay Conservation and Development Commission. .•�'� This includes the Petaluma River in Marin.and Sonoma "Counties to a point just below the Petaluma Boat Launching Ramp. Mr.! Meyer rioted that the Board of Supervi- sors Sonoma Codrity recently took action opposing this Bill. Following a brief dis- cussion, a motion was made'by.Councilman Cavanagh, Jr., and seconded by Councilman Joerg:er opposing.Assembly.Bill 1971. Mo- tion carried unanimously. Mayor Putnam directed that = 'a.letter be forwarded to Assemblyman Knox, Chairman of the Committee on Local Government, with a copy to the Board of Supervisors of•Sonoma County. Police Chief City Manager Robert Meyer announced.that. Larry Higgins Chief of Police Larry Higgins has been invited by J. Hoover to attend the -. 86th Session 'of tYe F. B. I. National Academy, beginning 10, 1970, -for a 90 -day course: A motion was made by Councilman Cavanagh, Jr., and seconded by Councilman,Brainerd, to send Chief Higgins to the F. B. I. Academy... :.Motion carried unanimously. Chief.Higgins was commended for the honor. Linda Del Mar Councilman Mattei reported on the meeting Subdivision #1 -. held with - property owners on June 11, 1970, Petaluma River regaraing Petaluma River bank erosion Bank Erosion "problem. In attendance were Councilmen Problem Brunner and Joerger, City Engineer David Young, Flood Engineer-Gordon Mil - ler,.and l2 residents. From the discussion at the meeting, the following three points were reached: 1. The'.County to investigate the possi- bi'li.ty of for Federal Flood Insurance. 2. Follow -up on the - proposal to dump rubble.on the areas. The - City Engineer_ suggested at the meeting that the residents would be notified i-f­such rubble would be available through demolition per - mits obtained at the City. 3. Cherry Valley Summary -of petitions for Cherry Valley Assessment District Assessment District, submitted and filed. Director of Public Works David Young re- ported that the petitions have been ana- lyzed,.and calculations indicate that 65 percent of the land area within the boun- d'aries submitted by the proponents favors proceeding with the preliminary assess- ment report. Petition results: 182 - signe.d, 15 - renters, 7 - not in favor. The balance represents 65 percent of the land area in favor of a district. For Council information, Mr. Young outlined the procedure of the Council to employ an Engineer of Work, and following sub- mission of a.preliminary report and assessment spread, hold informal meetings with the property- owners to discuss the individual assessment estimates. After these meetings,'the Council would then get an indication from the property own- ers whether or not to proceed with the - .district. Those in the audience who spoke were: A. Norman Rollins Director of Public Works David Young pre- Building Perm -t seated a map showing Parcel No,. 1, portion St. Francis Drive of property owned by Norman Roll-ins,-and Park Site Parcel No. 2, owned by T. Andresen., located Ord. #980 N.C.S. at the corner of Magnolia and Cherry Street. He explained that ".Norman Rollins applied for a building permit to construct a duplex on.his property, and in 'accordance with Council policy, Mr. Rollins is required to construct street improvements on Magnolia Avenue. Mr. Young added that these: improve- ments would be located in the area.:equired for future street widening. .He recommended that the Council at this time purchase the neces °s°ary. right.-of-way involving approx- imat'ely 5,500 square feet for future street widening purposes from the owners' of Parcels .1 and 2. He pointed out that if the right - of -way was not purchased until the, street is wi d e1e d, the a cquisitio n cost would be c considerably higher for property developed with street improvements and,a structure.. Mr. David Traver-si, attorney representing Mr. Rollins, was present and gave a brief history of the background. He stated that the building Permit was applied•for on May 26, 1970.
