Council Meeting Regular meeting of the Council of the
City of Petaluma was called to order by
Mayor,-Putnam at the hour of 7:30 °o'clock
p.m.
Attendance Present; Councilmen Batt,aglia,. Brainerd,
Brunner, Cavanagh, Jr., Joerger,
Mattei, and Mayor Putnam.
Absent: None.
Invocation The invocation was given by the Reverend
Leonard S..Wal Neighborhood Church.
Approval of Minutes The minutes of June 15, 1970, page 5,
item 3 under "Linda Del Mar Subdivision-
No. 1 - Petaluma River•Bank Erosion Pro-
blem"., the name "Linda Del Mar" was added
before the word "suit ". The minutes were
then approved as amended.
Gasoline Bids Notice to bidders for gasoline was duly

Mr. Nolan recbmmended that the low bid be
accepted; whereupon, Resolution No. 5506
N.C:S., awarding contract to Texaco, Inc.,
for.-the furnishing of gasoline, was intro -
duced.by Couricilman Battaglia, seconded
by- Councilman Mattei, and adopted by 7
affirmative votes.

sentation, he reviewed the four basic
sections of the report; namely, Review
of Events Since. 1965 Report, The.Opera-
tion of the Existing Facilities, The Pro-
posed,Stage II Additions, and Cost'Estimate.

marized six recommendations contained in
the report which were based on the find-
ings and 'analyses developed 'from the study.
He recommended that on an interim basis,
the City negotiate a lease with Lerwick
Company for the continued the 30=
acre lagoon adjacent to the Treatment
Plant site for the disposal °of waste
activated sludge; and that -a sampling
'
program be undertaken.to locate sources
of. grease discharge to the, system.
Upon conclusion of•the report, Director
of.Public Works David Young. suggested
that the Council review the report for
discussion at a study session in.August
or September and proceed with leasing
the Gerwick property. He.noted that the
staff will be moving ahead with the.grease
checking program. Mayor Putnam directed
the City Manager to schedule a study , ses -

ing engineers..
A Community -Wide Mr.. E. W. Schneider, Chairman of the.sub-
Finance ject committee, appeared before the Coun
Report cil ana presented -a report of a study of
various methods of meeting the projected
deficit of revenues as outlined in the
September 1969 report entitled,- "'Ten Year
Projection - Revenue and Expenditures as
Prepared by Robert Meyer, City - Manager,.
and C.,G..Gealta, Director of Finance ".
Mr. Schneider highlighted the various rec:-
ommendations contained in the report. Upon
conclusion, he stated that the Committee
felt a 5_percent - utility tax and a Charter
amendment to the $1.50 maximum rate
ad valorem tax two possible sources of
revenue that would produce suff,clent funds
to overcome the projected deficit.
Mayor Putnam thanked Mr. Schneider and
members of the Committee for their time
and effort,devoted to the study and report.
City Manager Robert was• asked to
schedule a study session to review'
report.

chi, attorney representing the appellant,
appeared before-the Council explaining
that the State Map provides the appeal
to be•heard when it is filed with the Coun-
cil; whereas,, the local ordinance provides
that •the City Council •shall. not later than
at its next regular meeting following the
filing of any appeal set -such appeal for
- hearing to be heard within 21 days there-
after. He requested that -the matter be
heard at the Council's adjourned meeting
on Thursday.. The Council agreed to con -

tinue the appeal at 2,:30,on Thursday,
June 9, 1970.

Casa Grande Road -

explained that the Petaluma Hi•gh;Sch:ool
District'is requesting County particpa
tion in the construction of Casa Grande
Road at the future liigh school.site, and
that.a plan has been concurred by the.
County Engineer and School authorities.
It was recommended by the County Engineer
that the City Council of Petaluma adopt
a Resolution of°Intention to require
that future development of the other
half-of Casa Grande -Road will be as per
the geometric sect -ion and include the
16 -foot median. The plan of the.propo.sed
geometric- street section for Casa Grande
Road was distributed by Mr. Young to the
Council',fbr 'review. Said plan was sub -
mitted and filed.. Resolution No. 5511
N.C..S. intention was introduced by
Councilman B'attagiia, seconded by Coun-
cilman Cavanagh,-Jr., and adopted by 7
affirmative votes.

City Manager Robert 'Meyer stated that
he has received a report,from the Plan -
ning Director of the AD -HOC Committee
on Beautification of Railroad Rights =of
Way heldlon June 11,, 1970, and
that the PUC is holding a conference on
July 15, 1970; to' further discuss. the
matter. Mr.-Meyer. informed.the Council
that Recreation and Parks Director Shol-
lenberger wi`ll� represent the City at
this conference.
In response to Council request for a
report on the-use 'of title company ser-
vices in Petaluma,, Finance Director Gealta
*stated that during the last fiscal.year
the City acquired' three pieces of pro -
perty - two were processed through the
Redwood Empire- Title Company,for.$350 -80,
and one through the Sonoma Title Guaranty
