PETALUMA,•- CALIFORNIA July 13,., Council Meeting Adjourned meeting - !of the Council of the City of Petaluma was called to order by Mayor. Putnam:at the hour of 7:30 o'clock p.m.' Attendance P.r.esent: Councilmen Battaglia, Brunner, Joerger -, Mattei, and Mayor Put - nam. Absent: Councilmen Brainerd and Cavanagh, Jr. Appeal - Letter, dated.July 10, 1970, from James Monarch- Pacific L. Luis,. Controller, Atlantic and Pacific Units 8, 9, &.10 Building Corporation, requesting that the Tentative Map appeal filed 18, 1970, of Monarch-- Pacific, Units 8, 9, and 10 tentative map, Conditions 1A, 1B, 1C, and 9, set forth by-the Planning Commission June 16, 1970, be withdrawn, read and filed. Budget Study Study of the.1970 -1971 Preliminary Budget 1970 -1971 continued .from - previous study sessions. Section .322 (travel and meeting expense) for each "department was considered. Coun- cilman_Joerger suggested that this section be reduced 50 percent and that.the City Manager.submit a recommendation to the Council. After some discussion, the City Manager was,directed to schedule a study session with the Council and staff members for the purpose of reviewing Section .322. Councilman Councilman:Cavanagh, Jr., entered the meet- Cavanagh, Jr. ing at 8:00 o'clock p.m. Budget Study Animal Control Officer William Matthews 1970 -1971 appeared before the Council to discuss (continued) the operations of the Animal Control Cen- ter. He,reque'sted two full -time employees along wi.th.the Animal Control Officer for the Animal Control Center. In discussing ser- vices, City was directed to contact the.Sonoma Board of Super- visors for possible County contribution of services:.rendered to the County area . by the Petaluma.-Animal Control Center. The request fo:r to employees was deferred until Council consideration of-additional personnel. Departmental Capital Outlay requests were reviewed and approved following appropriate deletions. The matter of the street tree planting program was referred to the Rec- reation and Parks.'Commission for a report. 60 July 13, 1970 Executive Session The meeting was; adjourned at 9:45 - o'clock p.m. to an Executive Session to consider a report from the City Manager on employer - emp.lo.yee -. relations . Councilman:Br.unner. qualified his "NO' vote by .stating that the proposed salary exceeds.$ :10,.0.00 annually and requested. that &.determination be made of other fees_ _p:aid .to the City Attorney with the idea:to.explor,e the.possibility of employ- ing a full- _time.City. Attorney. Salary - Resolu.tion::No...5523 N.C.S., establishing City Engineer the salary of the City Engineer, effec- Res. #5523 N.C.S., tive J.uly..l_.,. 1970. was introduced by CouncilmanMatte-.,, seconded by Councilman Brunner, and adopted by the following vote.: AYES:. Salaries - Units Mayor.Putnam announced that the following 1, 3, 4, 5, & 7 legislation approves a 6.25 percent in- Res. #5520..N.C.S., crease in-salaries for five of the seven units . o.f :.City .employees . The two . units not_included are the maintenance and po- lice groups; whereupon, Resolution No. 552,0: N,. Brunner; and adopted by 6 affirmative. votes., Salary - Resolution No.- 5522 N.C.S:, establishing City Attorney the salary of the City Attorney, effective Res.. #5522 N.C.S. Commission Appointments 61 Resolution.No. 5524. N.C.S., establishing the salary:of the. City Manager, effective July 1, 1970, was introduced by Council= man Battaglia,, seconded by Councilman Mattei, and.adopted 5 affirmative,. 1 negative, and 1 absentee votes.. Coun- cilman Joerger voted ."NO". Mayor -- Putnam announced that.one Water Commissioner, one Recreation and Parks Commissioner; and three Planning Com- missioners are to be appointed by the City-Council.- -She requested the,assis- tance. of the press to inform those iri- terested in serving as .a Commissioner to contact the members of the Council, City. Manager, or her:. She added that eligibility requires residence within the City for one year. A list of names will then be prepared for selection by the Council. Mr. Lawrence Forney, 106 Washington Street, requested to be considered for appointment to the Recreation..and Parks Commission.
