Sidewalk Letter, dated July 20, 1970, from Res. #5534 N.C.S. the Chamber of Commerce requesting permission to hold Sales and to close off.Kentucky Street between Washington Street and.Western Avenue on July 31, and,-August 1, 1970, read and filed. Letter, dated July 23, 1970, .from. Chief of'Police Larry Higgins., recommend- ing approval of event and requesting that:a 20 -foot emergency lane be main- taine'd for emergency vehicles down the center of the street, read and filed. Resolut No.. 5534 N..C.S., authorizing Sidewalk*SaIes on July 31,. and August 1, 1970, and closing Kentucky Street between Western. Avenue and Washington Street on July "31, and August 1,.i970, between the hours of - 8:00 a..m. and 10:00 p.m_,:was introduced by Co.uncilman,Mattei, seconded by Councilman Brainerd, and adopted by 7 affirmative votes. ABAG - Mayor Putnam reminded the Council of t y � Regional.Plan, the special meeting on ABAG's Regional Plan to be held Thursday, July 30, 1970, at'7:30 p.m., Hotel Claremont, Berkeley, California, in connection with the Gen - eral Assembly. All Council members were invited to attend. League of Mayor Putnam, Director representing the California Redwood Empire Division, League of Cali- Cities - fornia Cities, reported on the Quarterly Executive Board Meeting held in Long Beach, 22 - 24, 1970, of the League of California Cities' Executive Board, which was highlighted by a tour of the "Queen Mary ". She added that expenses for the Directors of the Executive Boa_rd.to attend the Quarterly Meetings are not the responsibility of the individual city but of the League of California Cities. The Quarterly Meeting will be the'League's Annual Con- ference in San Diego in October, 1970. ( Preliminary Plans - Architect Richard Lieb showed slides of 4 4 , Fire Station #3 the site of Fire House No. 3 located on South McDowell.Boulevard and of the exist- ing homes in the area to illustrate the predominating type of architecture. He then presented a_nd discussed the site plan designed to provide for future expansion of the structure. A floor plan with an alternate and Plan.A, B and C Frontal Elevation View were submitted for consid- eration. Mr. Lieb. explained that after Council approval of the floor plan and -2 July 27, 1970 V� - Preliminary Plans - elevation view, the site plan will be sub- / Fire Station #3 mitt_ed to the Planning Commission for site (Continued) design review. 'He requested Council action to,proceed with preparation of the final plans. Review of various plans followed.'It was agreed to accept the floor plan (.not the alternate) recommended by Fire Chid Benton: Plan B Frontal Elevation View�was approved by four AYES and three.NOES. C'oun= cilmen Brainerd, Brunner and Mattei voted "NO ". They favored Plan C. � - . Budget - Transfers �0? Resolution No 5535 N.C,.S., authorizing Res. _ #5535 N.C`.S. the transfer 'of appropriations between 1g respective budget-sections as appropri- ated by Ordinance'No. 904 N.C.S., as amended, was introduced by Councilman Brainerd', seconded Councilman Mattei, and adopted by affirmative votes. `nA Preliminary. Consideration of the preliminary budget �,� Budget for 1970 -1971 continued from'July 13, rte 1970 -1971 19.70: Departmental Capital Outlay Amended and approved for a total of $28!;1;'67. David'M. Browne Proposal, Dated June 1, 19,70., for Security and Backup. Program for Files and Records Audit for a Com bined•.Total $1,500 It was - decided to.accept only the pro= posal for records audit in the amount of $750, The matter of micro- filming' records for.a possible backup program was referred to the Purchasing Officer for quotations on micro- filming - . Sections .322, .324, and ..325: After some discus,s'ion, it was. decided to approve the'City`Manager's'recommenda= tions. In line with Councilman Brunner's suggestion, the -City Manages was 'direct'ed to establish a policy limiting.the.number of days in a yea -r for department heads to travel. The City,Manager was a -lso auth- or.2ed to use his-own discretion regard- ing outrof- state meetings .for department heads The matter of Coinm.ssion dinner meetings was referred to Couneil'representatives on the various Commissions 'for a recom- mendation 'the'reon'.
