Council Meeting Regular meeting -of the Council of the City
of Petaluma was called.to order by Mayor
Putnam at the hour of 7:30 o'clock p.m.
Attendance Present: Councilmen Battaglia, Brainerd,
Brunner, Cavanagh, Jr., Joerger,
Mattei, and Mayor Putnam.
Absent: 'None.
Invocation Due to-the absence of the Reverend Kenneth
Russell, St. James Church, no invocation
was.given.
Approval of Minutes The minutes of October 19,- 1970, were
approved as recorded.
California Regional Letter, dated October 14, 1970, from the
Water Quality California Re.gionaL -Water Quality Control q).
Control Board Board requesting comments and recommenda-
tions on.their tentative resolution re-
quiring cities and counties to notify
the Regional Board of the filing of the
development proposals which may involve
the discharge of waste, submitted and
filed...

Director of-Public Works David A.•Young
read a"letter, dated October 27, 1970,
from Mr.. Arthur-Cerini, Production Manager,
Petaluma Cooperative Creamery. Mr. Cerini
appeared before the Council stating they
are installing a cooling tower which will
eliminate'their� discharge of cooling water
into'the Petal "uma --River by January 1,
1971. He was-requested to work with
Mr. Young in answering-the Regional
Board's letter". A motion was made by
Councilman Joerger, seconded by Council -
man-Mattei to inform the.Regional Board
the discharge to -the River from the Pet-
aluma-Cooperative Creamery, -via the West -
ern- Avenue Storm Drain, would be abated
by 1, 1971. Motion carried un-
animously.

increased rate Will be $156.60 per-year.
A motion was made by Councilman'.
and seconded by Councilman Cavanagh, Jr.,
that the Cou:nci1. . 'approve' the additional
cost and have the lights installed immediate -
ly: Motion ca'rr:ed unanimously.,

Assn. Meeting
City Manager, Robert Meyer brought to coun-
cil attention.-the-Second Quarter Report of
Sales Tax ' for 1970 noting the increase in
revenue-from sales -tax in the City,of Peta-
luma.. The statewide increase was 2.710,
but -.the City'•s_ increase was 10.1%. The
increase.,per capita was-$.62- statewide
and $4.02 for the City.
City Manager Robert Meyer brought to the
Council's attention the study session to
be held Monday,..November 2, 1970. The
following items.are to be considered:
"A" Street.Parking._Lot, Fence Ordinance,
Park.Situation, Annexation Fees, and
Insurance.for Regired Personnel.

November - 12,_19.70, Mayors and Co,uncil-
men's Association- .,meeting in Cloverdale
would be Alan S: Hart:; District- Engineer,
of the Division of Highways.

meeting held November "2,,1970, was the
Council's proposed resolution on the
East .Washington Street.Interchange.
He- suggested- further discussion on the
subject..matter. -be delayed until -the item
appeared on the,agenda..
Mayor— Putnam informed the Council she
had been -in .contact with Mrs. Kullberg,
President of -the Old Adobe.School,Dis-
trict, and Mr. Fishman,.President of the
Petaluma School District,regarding a
joint -. ' i:n to ,be held with these
boards.and the City Council. They felt
a. _fu.11. ...scale meeting could not be held
until . Januar-;y.. 1971, .because of schedule
con,flicts.andthe.amount of data that
would,,have ' to.be- prepared for,such a
meeting .
