A" summary, of `the _Mayor's report was
submitted. filed and .follows:
November.16, 1970 .
School Board/City-Council: - .
Study Session re Growth .(continued)
"The schools •repo.rted - informally'on their problems. We learned
from.Mr. Magowan of Old Adobe-Distr'ct that.the district -is
not. compl,e.tely overloaded :- '.that 'building .was held up because
projected 'growth just wasn.'t there - ,at time•- that.the bond
market•. situation . kept them from, selling , •bo:n'ds - that now they
need 'every projected home----they.-.can couht.,in order'to fully
build - .Miwok. Present project is allo.wing.for'only one -half.
There - fore;. - they would like: strongest support possible to build
all of''Miwok.. (The - - problem here_is that the slowing down of
growth to lessen homes built - in.turn, would reduce need for
a fully developed Miwok.) Superimtendent:Magowan stated that,
doubl-e.sessions were grades l - 3. at LaTercera, grades 1 -
2 at Old Adobe,, and no double sessioh ; at ;Bernard Eldredge..
He also said that the double session's anticipated only
in the primary grades.
Superintendent. Meyer.of -Petaluma City reported that
the only'`elementary school crowding is- McDowell
that all the others are.-at the- .same.enrollment.or below and
that the children from-McDowell.-are being'..bussed to other
schools.. He also mentioned.that the overcrowding at the high
school level will be solved no later than •1972., The October
1970 house count. was - •assigned 'to',Cotati and the decision was
to build,Rancho- Cotate before building the easterly school.
(This - -actually accommodated Cotati.,and•Rohnert Park.rather
than Petaluma. As -a City 'we .have• concerns -on . this but no con-
trol*) He said -October 1971,square footage will,go to
Casa Grande..
The
City Council members ;p:ointed out:.problems . we. face with''
existing.housing,.those' already definitely.in planned stage,
and
the burden of-future ; -growt-b .
1.
As a •step toward .further..conside- ration:of solutions, Mayor
Putnam asked.that.the,ctwo.School S.up:erintendents,and the
City Manager.jointly - prepare a r.eport,:indicating' possible
policies, definition of problems, poss,ible.solution:
2.
Mayor Putnam also - suggested; that the School Boards get
together to see what•conclusi•ons they.could reach. If the
.,real aim is ,the .welfare of , .(and I believe it is''
everyone's aim,' it would , appear that' 'the Boards could work
.out . some plan_. for atteridance - .areas for *children . (The ul -
ti, mate .goal would probably best be served by a joining to-
gether of -the two _districts : )
3.
The -two School Boards aske.d -*the Ci•.ty .Council to determine-
.a year by -year -amount o.f housing,. so that school districts
Could plan.
4. Following Mr. report on the; defeat of legislation
wh ich would have allowed more , curr:en.t - .planning ; on the part
o.f Schoo.l Boards, Mayor Putnam urged that a right now plan
to ,
,push legis °la•.tion.again be developed recognizing; of
course that the .money., for.. schools must wisely spent.."
Upon , .c,onclus, ion,, .;Mayor Putnam asked for
participation on,a City -wide basis.in the
planning for, :the.January meeting. She
felt that each.s:egment- of•the total com-
munity should develop the general
