Council Meeting Special meeting the.Council of the
City.of.Petaluma was called to order,
by_Mayor�Putnam at - the hour of 7:30
o'clock p.m.-
Attendance Present:. Councilmen Battaglia; Brainerd,
Brunner, Cavanagh, Jr.,, Mattei,
. -and Mayor Putnam.
Absent: -- None.

questing- .appointment of an interested mem

is being. taken under consideration.
Recommendations Referri'ng.to the report of "Recommendations
Concerning Growth Concerning the Growth of,the City of Peta-
luma",*, pre sented - Manager Robert
Meyer.-,at the November-16, 1970, _ Council .
meeting; Councilman Cavanagh,.Jr., ques-
tioned'the procedure'of presentation: He
felt.that-.such presentation preempted Coun-
cil authority as set forth 34 of
the City Charter.: Councilman Brunner con -
curred and. added ' -that `.the recommendations
should been a study ses-
sion,be- fore:pre.sentation at'the November
16, 1970,

was directed to prepare a resolution for

District,-but deleting last sentence,
in the.recommendation.-
Recommendation , . ' 2 :
Request ,., by resolution that the . Petaluma
Elementary School,' Board and the Old Adobe
School Board meet with concerned parents
in the .Val'ley side 'of the .community with '
an=:aim toward. adjusting 'their, school boon-
daries'so' that they are more'.reas'onable
and.serve.the best inter:ests,of -.
ren who attend these - schools This
would make,:,for.-:better !utilizat-ion of the
present;schgols as well `as future schools
that'.wll 'be: needed on the Valley . side of

"That the Petaluma High School District. Board
be - requested.. to , use - the - information' from t
October' 1970,; house count- for campus ex-
pans'ion of Casa Grande High School (sq, "ft.
new „classes): instead of as the plan for the
expansion, of Rancho- Cotate - Senior High • "and,
that they use,the'October,.1971, house count
for',the expansion projected ,at Rancho Cota-te
Senor.High.School,” Report,, dated'.November
30, 19.70 ,: entitled, "Review of Growth
Schools", was presented-and discussed ..by. - Mr .
Meyer. The report' contained statistics ccm

of, the' 1970 `:house.,counts , in Petaluma as a
bas,is`..for developing,the Casa.Grande Senior
Hugh. School.,instead of''using these house

A suggestion of developing a letter to
be.directed to the School Board with the
sta.tistical,information presented was
discussed. .Mr. Arthur Lafranchi; member
of Education, spoke from a
personal point of: view and ,indicated no
objection to-the letter. He also
gested.:that; -a representative of the
aluma School District be asked to
a Council meeting and discuss•plans of
development.

Mr. Thomas 236 Cleveland Lane,
addressed.the Council and suggested'that.
a Coordinating. Committee be,
created'with from the,City
and various school ;boards fbr''the purpose
of discussing mutual problems:. Mayor'Put-
.nam requested that Mr. Farrington submit
a *letter to,-the. Council thereon.
Upon - conclusion of the discussion, the.
.City Manager to develop the
suggested letter'and.include Lafran-
chils.comment's and suggestions.
Recommendation No.. 4:.
"That the City Council adopt a.resolution
supportin legislation that was intro-
duced at the last session of the-Legisla-
ture_doing:away with the antiquated method
of securing State aid for the construction
of schools by counting of .foundations, and
cal ling - on - the . School : Boards; to keep the
Council and the .citizens informed .of the
progress.'of this-Bill to the Legislature
so that : t•he support from the community
can _ expressed- =to the Legi_ slators and
their�local The City.
-Attorney ,was directed to contact the two
School Districts -to obtain the necessary
facts f_or. Council consideration `of support
before action is taken on the matter.
Recommendation No. 5:
"That the City Council direct the Planning
Commission - - to propose areas both within
and- without the City limits for rezoning
and prezoning -to -a lower density 'per -acre
than the 6,000 square: feet now - prevailing -
suggesting 10',000 square feet per`home
up to ' only two .homes .per acre."

the staff'be directed: to enforce Assembly.
