Mr. Gordon Miller,.Chief Engineer Sonoma � O

Petaluma River
Council and reviewed the Flood.Plain Re-
port for.the Petaluma - River, prepared by
M: Hdd Civil Engineer:.Copy
submitted and.filed. Mr. Miller stated
that the-report resulted _f_rom . a ,special
study of flood plain information that was -
conducted- -of the and financed through
Zone.2A funds. The study,, he coritinued
by saying, . was ,or.iginate'd , at•...the request
of the Petaluma City .Council as ,a - prelude
to the.devel'opment of a Master Plan for
flood control and drainage dn'the area.
A map was described depicting,.Case in...
the study and showing -the natural channel
section downstream - of U. 101 with no
detention.upstre ' m of Corona Road. Mr.
Miller indicated•that,this was.the most
logical net end for.the';Petaluma Project
that'it will eventually end with.a por-
tion of•.Denman Flat area being developed
and.removed from- flo.oding and that the
marsh landsremain as`marsh.lands and be
maintained as a'wildlife` refuge.

Mr. Arthur Lafranchi .ap.peared .on .behalf
of the , appellant, claiming ,that at the .
time the Planning'Commission-he,ard the
rezoning was improperly
impaneled and that the Planning-Commis
sion!.did not make any' findings -to , the,
Council with regard to. ,its decision.a•s
required in Section 21.70 of the Zoning.
ordinance. He- further added that the.
rezoning application meets the objec
tines of. the Zonirig Ordinance , and :the,
guidelines . es.tablish6d - with regard to
mobilehome parks. He pointed-..out' that
the developer is.fully aware of.the
growth problems facing the community,
particularly with regard to the sewer
facilities; however, he urged the..Coun-
cil to consider the application on its
merits,.and if granted,, matters relative
to schools, recreation, sewer facilities,
etc.,- be'con_sidered at the public
hearing•for. the Use Permit.
Mr. Lafranchi directed the Council's
attention to requirement;.of one
year for reapplication 'if the request
were denied - He- pointed out that, if
the were denied because of
transitory ,problems. and,these .problems
are resolved near future, ,new
mobilehome applications then could.be
granted,., .. thereby, using up the permis
sible number mobilehome units by
the time applicant is allowed to
reapply. He. re'quested a'90 -day contin
