by Mayor Putnam-at the hour of 7:30'

Approval of Minutes
The.invocation was given by the Reverend
Charles O'Leary, St. James Church.
The minutes, of January 18, 19,71 , "were
approved as recorded.
Police - Reserve Chief of'Police Larry Higgins commended-
Officers Lieutenant. Karl Kohl, officer in charge
of the-Police'Reserve "Training Program,
and Sergeant Louis Lakatos and Sergeant
Michael .Bakalar,�who as.sisted,Lieutenant
Kohl.,. for -their fine work in administra=
ting , the traning. The five
officers who completed the training

Appeal - Hearing was opened regarding C & S En -°�
C &'S Enterprises terprises' appeal from the Board of Zon-

15, 19'70, denying site design for pro-
perty at 833 Petaluma Boulevard North.
The appeal specifically stated: "The
decsiori.improperly required the appli-
cant to provide. a 60 -foot street from

mended that the site design riot be approved,

Council objecting to 'the public street ` re -
qu rement;•, claiming that the City 'ha ^s no.
legal authority to require dedication of
property for. the ', servicing .of land . adj a- , .
cent' to it for ' fiztdr-e streets. Several
plans 'showing access to Magnolia Avenue
were 'discuss:ed' and a design of the complex
layout.w,as presented.. Mr. "Campi,, prin-
cipal in C & S Enterprises:, and Mr Robert ,
Severin, architect for the proposed develop —
ment, were present and spoke in objection
to the 60-foot. requirement..
Mr.'Art Cerini spoke in favor of the
