Council Meeting :Regular meeting-of the Council of the

Mayor Putnam at the hour of 7:30 o'clock
P.m..

Beautification Award.
Mrs. Agnes McG,ll.vra of Radio Station
KTOB represented the City of Petaluma at
the Awards Ceremony 'held by the._National
Clean- up,.Fix- ,up.Bureau in Washington,
D. C. on February 23,:1971. On behalf
of Mrs. McGi1-lvra,,'who was unable be
present at the Council meeting,.Mr. Pete
Fisher, 'also'of KTOB, briefl'y'reported
on'some of the-..outstanding efforts made
by. participating in
the contest. He displayed the trophy.
won by-the City,of Petaluma in the_ cate -
gory for cities.less than,25,0,00. The
trophy was .presented to Mrs . McGillvra
by Mrs. Richard at the.Awards
Ceremony. :Mayor Putnam particularly.
commended Mrs. McGillvra for her part .
in-the accomplishment. She also gave
special credit to Jim Morris and•the
Junior,High School'studens in his'art
classes.

sewer bond measure to enlarge the Sewer
Treatment. Plant_:
"In July of 1965, , the City receiwed.the.recommendation of Yoder and-
Asso,ciatds following'a study of collection, treatment, and.disposal
of waste waters These recommenda.tions.clearly pointed to the need
for adding.to our•sewer I treatftent The recommendations
were implemented , . and the, .matter : of expanding - our Sewer .Treatment
Plant was =put to the people. The iss.ue•' required a 2/3 vote, .which
it received.. And we-moved ahead:
"However,.the City's growth has-been.more� than was anti.cipated..
In addition;"the°trend towar.d_.upg.rading: standards on a very
broad basis•( n'our� case, the San Francisco Bay'—Regional—Water Qual-
ity Control-Board). has intensified. .and.we..are 'finding a constant
pressure .to mainta.in...proper. standards. The time between a 'decision
to increase facilities and the.actual ;increased capability is a,mat-
ter of.several years. Building of facilities, is not an over - night
happening.,, There..fore, .thec authorized. an up- dating 'of lour

one. Consider the.problems we face. a City required - to maintain

deliberation and expressions from Council
members, a`motion was made by Councilman
Battaglia -and.secorided by Councilman Brain -
erd that the-Bonding Counsel�be directed
to prepare the-necessary legislation cov-
ering the''sewer bond measure,for the June
8, - 1971 election for .considerat'ion at tfie
Council's March 15th meeting. Motion car
ried,unan.imously. Councilmen Cavanagh,
Jr., and Daly explained•that their "AYE" -
vote does'not indicate an "AYE" vote,on
the 15th of Mar•-ch.
