MINUTES OF MEETING - OF'CITY COUNCIL PETALUMA, CALIFORNIA March .1 ,..1971 Council Meeting :Regular meeting-of the Council of the City of.Petaluma was called to order by' Mayor Putnam at the hour of 7:30 o'clock P.m.. Attendance - Present: Councilmen Battaglia *, Brainerd, Brunner; Cavanagh', Jr., Daly, Mattei, and Mayor Putnam. Absent: None. *Councilman Battaglia arrived at -7:33 o'clock p.m. Invocation, The invocation was given by the Reverend Kenneth Ohstrom, First Baptist�Church. Approval of Minutes The minutes of February - 16, 1971, were approved recorded.. Beautification Award. Mrs. Agnes McG,ll.vra of Radio Station KTOB represented the City of Petaluma at the Awards Ceremony 'held by the._National Clean- up,.Fix- ,up.Bureau in Washington, D. C. on February 23,:1971. On behalf of Mrs. McGi1-lvra,,'who was unable be present at the Council meeting,.Mr. Pete Fisher, 'also'of KTOB, briefl'y'reported on'some of the-..outstanding efforts made by. participating in the contest. He displayed the trophy. won by-the City,of Petaluma in the_ cate - gory for cities.less than,25,0,00. The trophy was .presented to Mrs . McGillvra by Mrs. Richard at the.Awards Ceremony. :Mayor Putnam particularly. commended Mrs. McGillvra for her part . in-the accomplishment. Mr.'Lawerence Forney spoke in support. of the bond "issue:•• Upon conclusion of lengthy'general.- deliberation and expressions from Council members, a`motion was made by Councilman Battaglia -and.secorided by Councilman Brain - erd that the-Bonding Counsel�be directed to prepare the-necessary legislation cov- ering the''sewer bond measure,for the June 8, - 1971 election for .considerat'ion at tfie Council's March 15th meeting. Motion car ried,unan.imously. Councilmen Cavanagh, Jr., and Daly explained•that their "AYE" - vote does'not indicate an "AYE" vote,on the 15th of Mar•-ch. In.response.to Councilman Mattei, the. - Counci'l will'be furnished with informa- tion the facts of the bond measure before final.'action. American Federation Mayor'Putnam announced that the Council of City, County . & met earlier •this 'evening with City Mana- Municipal Employees-. ger' Robert Meyer, - negotiator for the City in matters concerned with the American. Federation of -City, County.and Municipal , Employees in a "Meet and.Confer session" for the speci.fic,'purpose of giving guidance to Mr. Meyer negotiating.with the group.: She.added that such session is authorized and within the.provi•nce of the. Meyers - Milias Act..
