Peter Tscherneff, Petaluma: Spoke regarding two unsolved missing child cases from the 1980's. John FitzGerald, Petaluma, Petaluma River Festival: Thanked Council, especially Council Member Healy, for working with the National Parks Service on the arrangements for the ship Alma to visit Petaluma. Reconsideration of Action Taken at the January 18, 2005 Special Council Meeting: Review, Discussion, and Action on Selection of Contractor for Refuse Collection and Disposal Services and Authorization for City Manager to Complete Franchise Agreement Negotiations. (Nau) Tracy Swanborne, Hilton, Farnkopf & Hobson, LLC, presented additional material regarding their comparison of the three proposers. Public Comment Kevin Drew, Petaluma, spoke in support of awarding the contract to NorCal Waste Systems, Inc. Bob Figoni, Petaluma, NorCal Waste Systems, Inc. employee, spoke in support of awarding the contract to NorCal Waste Systems, Inc. John Glaub, NorCal Waste Systems, Inc. employee, spoke in support of awarding the contract to NorCal Waste Systems, Inc. Robert Stoneburner, Petaluma, expressed concern about the proposing companies' ability to efficiently recycle. Paul Paddock, Petaluma, Sonoma Compost Company, asked Council to look at individual aspect of proposals and ask themselves if they are really getting the best for Petaluma. Anastasia Nicole, Oakland, independent environmental consultant, spoke in support of awarding the contract to NorCal Waste Systems, Inc. Sam Braff, Petaluma, spoke about costs and seniors. Kim Hackney, Petaluma, spoke in opposition to awarding the contract to Empire Waste Management. Larry Kay, Petaluma, felt he would be "penalized for doing what's right by recycling." H.K. Pang, Business Agent, Operating Engineers Local 3, spoke of labor issues with Empire Waste Management. Frank Reed, Petaluma, spoke in support of awarding the contract to NorCal Waste Systems, Inc. Richena Johnson, Santa Rosa, Empire Waste Management employee, spoke in support of awarding the contract to Empire Waste Management. 10 Tommy Macias, Santa Rosa, Empire Waste Management employee, translated I I the Spanish statement of another employee of Empire Waste Management, 12 whose name was not given. Her statement was in support of awarding the 13 contract to Empire Waste Management. Mary Ann Hansen, Petaluma, Zero Waste Committee, wants to educate citizens about zero waste recycling practices; listed things Council should consider when making their decision tonight. Geoff Cartwright, Petaluma, spoke about monopoly contracts. Ernie Carpenter, Santa Rosa, spoke in support of awarding the contract to GreenWaste Recovery. Ron Kinyon, Petaluma, spoke about costs and recycling. Robert Reed, San Francisco, NorCal Waste Systems, Inc. employee, spoke in support of awarding the contract to NorCal Waste Systems, Inc. Saul Garcia, Santa Rosa, Empire Waste Management employee, spoke in support of awarding the contract to Empire Waste Management. Juan Paniagas, Santa Rosa, Empire Waste Management employee, spoke in support of awarding the contract to Empire Waste Management. Leonard Cox, Santa Rosa, Empire Waste Management employee, spoke in support of awarding the contract to Empire Waste Management. John Legnitto, NorCal Waste Systems, Inc., urged Council to award the contract to NorCal Waste Systems, Inc. Council took a five-minute break. Council Comment Council Member Torliatt Council Member Healy MOTION: Approve Resolution 2005-026 N.C.S. rescinding Resolution 2005-012 N.C.S. and Authorizing the City Manager to Negotiate Franchise Agreement Terms with Empire Waste Management at a 60% Diversion Rate, and Return to the Petaluma City Council for a Decision on the Franchise Agreement. Moved by Pamela Torliatt, seconded by Mike Healy.
