Council Meeting Regular meeting of. the Council of the
City of Petaluma was called to order
by Mayor Putnam at the hour of 7:30
o'clock p.m..
Attendance Present: Councilmen Brainerd, Brunner,
Cavanagh, Jr., Daly, Mattei,.
and Mayor Putriam.
Absent: Councilman.Battaglia..
Invocation The invocation was given -by the Reverend
Fred Rusk.., First Presbyterian Church.
Approval of Minutes The minutes of May 17, 1971, and May 24,
19 71 , ,were - approved as recorded.
Creekside Creek Box. Notice to'-bidders on the.subjeet project
Culvert and East was duly published.' Director of Public
Washington Street Works David Young reviewed the following

Mr. Young explatined that Schedule 2 in the
amount of $21,.460 covers the City's share
of the project -, and that Schedule 1 in the
amount of $32 ,490• includes an amount of
$11,030 for-work- requested by-the adjacent
property developer, Garrison & Associates.
Mr. Garrison _was present-and indicated
approval of the $11,030 amount for the
developer'•s share.,. Mr. Young further
stated that an agreement.will be•developed
by the.City ,Attorney with Mr. Garrison re -.
'garding -the, terms- of the •agreement prior
to sign- in . g•of,the contract by the contrac-
tor. He recommended that the low bid,
Schedule 1, submitted by Ghilo.tti Bros.
be accepted.

Petaluma Estates Being the first application for partial .
Mobilehome Park fee relief as, provided in Ordinance No.
Res. , #5754 N.C.S. 932 N.C:S. , 'ques.tions. we're raised by the
(continue,d) . Council -regarding,the; intent of the Ordi-
nance.. City Attorney Robert pointed out
that Section 7.1.specifically defines a
mobilehome park, and in view of this fact,
he'believed- the.word "subdivision" in
Section 7.3•would mean to provide for
"mobilehome parks and that said section
also p.rovidesfor a reduction to a mini-
mum of $20'per dwelling unit only and for
no other reduced amount. Considerable
concern was expressed by�Councilman Brain -,
erd that the.'intent of the Ordinance.was
to benefit the general public.
Mr. Albert Gardner of Caster Mobilehome
Corporation appeared before,the Council
on behalf of the partial fee relief re-
quest. 'He.discussed in detail the pro-
posed recreational facilities-to'be in-
stalled'and the costs, invo'lved. He
explained the landscaping plans ,for the
park.
Comments were heard from Mr. Clarence Hil-
geford, 735 Paula Lane, Mr.'Thomas Berry
of Petaluma Home Owners Association,,
and.Mr. Sydney Williams.of`Williams and
Moci,ne, City,-of Petaluma Planning Consul-
tants. Upon conclusion of.the delibera-
tion,.Resol,ution No. 5754 N:C.S., granting
Caster Mobilehome.Corporation relief from
payment of.fee.s authorized by Section
7 : I of '.Petaluma City Code of . 195 -8 ;• was'
