PETALUMA, CALIFORNIA, June-14, 1971 Council-Meeting Adjourned meeting of the Council of the City of Petaluma was called to order by Mayor Putnam at the hour of 7:30 o'clock p.m. Attendance. Present: Councilmen Brainerd,, Brunner *, Cavanagh „Jr., Daly, and Mayor Putnam. Absent: Councilmen Battaglia and Mattei. *Councilman Brunner arrived at 7:35 o'clock p.m. Councilmen -Elect Mayor Putnam.recogni,zed the two newly elected Councilmen -who will take office July 1, 1971: William A. Perry, Jr.,'. '(four -year term) and Richard W. Clecak (two -year term),. Enforcement.of Letter, dated June 1, 1971, from Walter 3.33 Food Handling C. Clowers;, M. D., Sonoma County Public -� ordinance #960 NCS Health Officer-, regard -ing a situation which has.deve.loped in the City-of luma concerning.the enforcement of Ordi- nance No..960 N.C.S., as amended by Ordi -'. nance No. 1012'N.C.S.., wherein two.busi -. nesses who have operated during 1970 and 1971 in the City of Petaluma have failed to respond.to Health Department's request• to submit.the- appropriate application and prescribed fee in order to be.inspected for the issuance of the required health permit,.and that the City'Manager of the City of .Petaluma has requested that pro- secution of violations be handled by the District Attorney's.office, which office advises that the District Attorney cannot enforce City Health ordinances, read and filed. Dr. Clo.wers asked for course of action to be taken to ensure that all Petaluma establishments requiring food inspection services are subjected to ad- equate and uniform application of ord•i= nance requirements. In commenting on the matter, City Attorney Robert stated that he wrote to the District Attorney's office regarding the, City Mana- ger's positi,on,.,and..that he also suggested the Health Department avail itself of the Small Claims-Court to collect the out - standing fees. He added that a response' has•not been received.from the District Attorney's office.as yet. - Mr., Robert H. Reed, R. .S.., Supervising Public. Health Sanitarian, Sonoma County Division of- Environmental Health, appeared before the Council and spoke on the matter. Agenda item for-next Council meeting. 1 Jy:iP C'y r ,s' cU` 7 June 14, 1971 Indust-r.ial Waste Director of Public Works David Young Measurement, requested $1_,500 -.to provide for the - pur -' chase of sampling devices to the flow =rate .from 'industr,ial waste discharg- ers and to automatically -contro'1 waste samples being analyzed. He• explained, that in accordance with information,re= ceived from-the State.and the Regional Water Quality Contrbl Board a condition of future Federal arid State 'grants " fore _r waste water treatment projects will be that the City must demonstrate it has, ordinances to guarantee that industries pay - their fair 'share. of was -te treatment . costs,. but before any charges can be de'termined., technical data'is required.. In order to the technical data,' certain.equipment is needed to monitor and ,measure th'e flow of waste discharge.' A motion was< made by.Councilman.Bra_inerd and seconded by Councilman Brunner author - iz,rig $]_,500 - for' the purchase .of waste discharge measurement equipment. Motion carried unanimously. La .Tercera 'Architect-Don Campbell appeared before Preliminary the Council and presented a sketch of Park Plan the.preliminary_ plans for La Tercera Parka Mr :.Don Carey, of the Petaluma Valley Home Owners Association, addressed -the Council and stated -that the 'plan received the enaor,sement of the group. City'Manager Robert Meyer also informed.the Council that -"the plan was.•:.accepted by the Rec -. reation.,.,Music'and`.Parks Commission for - approval by the City Council; whereupon, a motion was made...,b.y Councilman Daly and seconded by Councilman Brainerd approving the - preliminary plan for La Tercera Park.
