Council Meeting Regular meeting - o,f the Council of.the -
City , of Petaluma ,was called to order by
Mayor Putnam at the hour of 7:30 o'clock
p.m.
Attend Present: Councilmen Battaglia, Brainerd,
Brunner, Cavanagh, Jr., Daly,
Matte and Mayor Putnam.
Absent: None.
Invocation The invocation was given by the Reverend
Marvin,Barbee, First Assembly of`God.-
Approval of
The minutes of June 7, 1971, and June 14,
1971, . were approved as recorded.
Library .Board re
Letter, dated June 3, 1971, from Kenneth 6
Architectural
Wightman, President of the Board of Library
Study.
Trustees-, that the matter of adding 5,000
square feet -of space to the rear of the ex-
istingiLibrary facility was discussed with
several,architects, and it was determined
that a study and schematic plans -could be
developed for a.fee of $2,000; and in order
to proceed with the program, the Board is
requesting'Council consideration for the
necessary funds, read and filed. Mr..Wight-
man was present to further detail the study.
After -,a- .brief discussion, a motion was made
by. Counci Battaglia' and seconded by
Councilman Brunner, approving�$2,000 for
an architectural study of'an.addition to
the Library, Motion carried unanimously.

those required 'by the Planning Commission

Robert' s - opinion. th`a:t the City = Council
cannot at the time of - submission of-.a final
mapkmpose additional requirements. over and
. above..those ' requirements of the,.Planning
Commission made..at the time of approval of
the tentative map. For Council information,
Mr:.Robert summarized his opinion.
In order to resolve the problem regarding
the ad j.acent._Andre,sen parcel, Mr. ' Robert
suggested that.the City'acquire.the' parcel
by eminent domain procedure and obtain order
of.immediate possession,.and then upon .issu-
ance of a building permit thereon, require
that the.public improvements be, installed.
Mr. Arthur Lafranchi, Attorney representing.
Mr. Rollins,- was ,present again objecting . to
the City Engineer's requirement•that the
improvement pl;ans.be revised to.include pub-
lic impr•,ovements•on the southeasterly corner
of Magnolia-Avenue - Cherry, Street intersec-
tion across-.the Andresen property, He
claimed that.the.City Engineer cannot legal-
ly.add cond.i.tions.to the•.final map, and re-
quested-the Council require the firial'map.

Upon:.conclusion of the discussion, Resolu-
tion No. 5780 N.C.S., approving final map
of Rollins Subdivision (without requiring,
as requested,.by the City -En.gineer,.con-
struction improvements at this
time on lands not under the subdivider's
control -.the Andresen parcel), was intro-
duced by Councilman Br:unner;. seconded by
Councilman•Cavanagh,'Jr., and adopted by
6 affirmat 1 negative. Council -
man Brainerd- .voted "NO "._ Mr. Rollins spoke
to the Councill., pointing out the need for
clarifica:tion,of .the subdivision ordinance.
The..City Attorney was requested to proceed
with the.acquisition of the Andresen parcel.
