Council Meeting Adjourned meeting of the Council of the
City'.of .-Petaluma was called to order by
Mayor.Putnam at -the hour of 7:30 o'clock
p.m.
Attendance Present:, Councilman.Battaglia, Brainerd,
Brunner; Cavanagh, Jr., Daly,
Matted, and.Mayor Putnam.
Absent: None.
Agenda Mayor Pu announced that Item No. 12
on the agenda "Supervisor Spomer - re North
Coast Area Planning and Development Com-
mittee" has'been deferred to a later
meeting.
Councilman Mayor Putnam.recognized Councilman Battag-
Battaglia, lia and Councilman Brainerd who are retir-

ment for-* the fiscal year `July 1, 1971 to
and.including June 30, 1972, was introduced
by Councilman Daly, seconded'by Councilman
Brainerd, and adopted.by 7 affirmative votes.
When.studying the preliminary budget, Coun.-
cilman,Mattei "noted that a suggestion was
discussed regard'irig the'possibility of
consolidating.all vehicles used the,City
under-one budget section.; The"City :Manager
was instructed to proceed with developing
such a program.__

that he expec =ts the three signed spoils

and specifications are submitted to the
Council.
The City Clerk was.asked:.to remind the
Council to approach the Sonoma County
Board of Supervisors' for assistance in
locating spoils sites whenever dredging
is done in the unincorporated area in.
the future._
Bicycle Ordinance'
Police Chief Larry. - Higgins explained to

Ordinance amendment covers a moratorium
on. bicycle license .fees for a period .
two weeks so as _.' to , registration
and licensing -of bicycles in an effort to
reduce•bicycle•.thefts in the City. Ordi-

people'of the.community - .their feelings,
their attitudes,..theirr willingness to
help. given a direction in which to go.
"Lloyd Burlingham was a.good citizen of
Petaluma. He cared.about our community.
He liked it " and•liked people. He
cared about making -it always better..,
"In September;• -of•1 - 967, I asked.him to
serve as Chairman of'our Second Beauti-
fication Conference. He accepted, and•
with his "enthusiastic leadership, we had
