Absent: None. North Coast Agenda Item No. 1 regarding subject Planning & matter delayed to later in.the meeting Development pending arrival of Supervisor Henry Spomer. Commission Joint Study Session City-Manager.Robert Meyer - reminded the. Council.members,of the joint study session with the Planning Commission and Williams and Mocine, Planning,Consultants retained . by the.City, on.Tuesday, July 13, 1971, 7:30 p.m.. in the City Hall. ABAG - Citizens' City Manager 'Robert Meyer referred to a nt Task Force notice from ABAG regarding a policy to establish a mechanism for citizens' par - ticipation in all planning programs of the Association and related matters of regional,significance. Nominations for appointments to the Citizens' Task Force were_requested.to be submitted by July 28, 1971: Council members were .asked to sub - mit nominations to the City Manager for forwarding to ABAG. Acquisition of Resolution No. 5803 N.C.S.; repealing Property for Resolution No , .• 578.4 N.C.S. and declaring Street Widening public necessity,.directing the acquiring Purposes of easement and.fee title in real property Res. #5.803 N.C.S. for street:.widening purposes, and direct- ing Attorney to take -such proceed- ings as are necessary.to acquire the real property ( "East Washington__Street.Widen- ing Project .GT 11:-70"), wasl introduced by Councilman Mattei, seconded by Coun- cilman. North - Coast Planning Supervisor`Henry-:Spome.r and,Sonoma County & Development Counsel Richard Ramsey appeared before Commission the Council to discuss and present infor- mation . regar-.ding. - ' proposed North Coast Planning and Development,Commission, crea- tion of which- resulted from the, April 20, 1971 election when Sonoma•.County voters elected to- withdraw - from the-Association of_Bay_Are& Governments and join with the Northern Counties - in a Regional body. Supervisor Spomer'explained- that Senate Bill 920, sponsored by- Senator Collier, proposing the North - Coa -st Agency ha's been presented-to the State Senate and -will be heard soon before the State Finance Committee. Several amendments have been County which are' -now being considered by Senator Collier. Mr. Ri- chard- Ramsey reviewed the basic principles of the.Bill, particularly pointing out the _provisions relating to the structure of the- Organization,•i.ts powers and duties, and to the financial aspects involved. Supervisor - Philip Joerger was-present and offered comments during the presentation. The Council directed many questions to Supervisor Spomer and Mr. Ramsey concern - ing the proposed Agency in order to acquire and have availabel as much information as possible when considering an opinion on the proposal. .ti . July 12, 1971 North Coast Planning Mr .Ernest Curtis of the Irate Taxpayers and Development. Committee addressed the Council,-deminding Commission that ::action be taken in line -with'the man -• (continued) date', of- .the..people voting to-'withdraw from ABAG Mr. Bill Bettinelli, 607 Fourth Street, posed a question regarding Agency's taxing:powers. Upon conclusion of.the discussion, Mayor Putnam indicated that the matter will be further explored and studied by the Coun- cil for .a recommendation'thereon,to the Board-of Supervisors. Executive Session The Council retired at 9:45 o'clock p.m.'.. to an executive.session to„ consider further. appointments.
