HomeMy WebLinkAboutMinutes 09/01/197138 1 , MINUTES OF MEETING OF 1 CITY -.COUNCIL PETALUMA,,.CALIFORNIA September 1, 1971 Council Meeting Special Meeting of the .Council of the City of Petaluma was called to order by Mayor Putnam at the hour of 7:30 o'clock p.m. Attendance Present: Councilmen Brunner, Cavanagh, Jr., Clecak, Daly, Mattei, Perry, and Mayor Putnam. Absent: None. Notice of Notice of Special Meeting called.for the Call September 1, 1971, the certificate of the" City Clerk of the.delivery of said notice and the consent of the members of'the.City Council to the holding -of said meeting, submitted and filed. Purpose'of Mayor Putnam stated that.the meeting was the Meeting, called to discuss and act upon Senate Bill No. 920 by Councilmen Brunner, Cavanagh, Jr.,.Daly and Perry,, Jr.,, and explained that the City Chart er.provides - that either the Mayor or-.four Councilmen may ,call a special meeting of the City Council. t " SB 920 Being involved with a comparative report S , Res. #5858 N.C.S. (filed with the Council August 16, 1971) of AB 1057 (Senator Knox's Bill proposing a regional, government to include nine Bay Area.counties and .opposed by the Council on July, 19, 1971) and-SB 920 (Senator Collier's Bill proposing a North.Coast Regional Planning. and Development Agency and opposed by the.Council in its present form on August 16, 1971), both Bills being legislative and - non= voluntary, Councilman Clecak presented a substitute motion that the Council.consider joining -a voluntary planning and development agency.. The motion was seconded by Councilman,Mattei. Considerable discussion then followed. .Councilman Mattei expressed his objection to the B'kll and again referred to the County Board of Supervisors' ballot measure of April 20, 1971, proposi- ng'County withdrawal from - ABAG' and the. Board's arguments for a YES. vote mailed - with.the'sample ballot. Quoting the arguments,'one of'which stated "withdrawal direct removal of 'Sonoma .County from the, ominous threat of being included in a regional'governmenti .Coun- cilman Mattei claimed that the voters in. passing -the measure did not want a regional government. Speaking in,support of- SB 920; Councilman Brunner referred following commun- ications from James R. Hooper, Attorney from Crescent City who basically drafted SB 920: 362 September 1, 1971 / SB 920 Memorandum, dated April 5 .19'71, expl'ain- Res. #5858 N.C.-S ing the strategy of'the draft.. (continued) Memorandum,,date "d April 29, 1971, to the Board of ;Supervisors of the Counties: of - Del - Norte, .Humboldt, Lake and Mendocino. Letter; dated July 15, 1931, to Senator. Coll -ier Letter , , dated August 25 , .1971 , to -the 'Board of Supervisors'.of Del Norte County:_ A'copy of-each of the above submitted and filed. Also, copy of -: "Remarks of Harold Del Ponte" on a Reg ional-;Goverriment panel at F.ort.Bragg August 12, 1971, submitted and filed. Councilman Brunner pointed out strong arguments contained in the Hcoper,Re,port, for the proposed North Coast Regional Plan- ' ning_and Development Agency. However, Councilman Mattei debated that.the B'i11 was - designed for the four northern noun ties (Del.Norte, Humboldt, Lake and Men -. docino) and not with Sonoma.County in mind: Councilman Clecak's motion was defeated by the following - vote:. Ayes: Councilmen Clecak, Mattei and Mayor Putnam. Noes: Councilmen Brunner, Cavanagh, Jr., Daly and Perry,.Jr.. Councilman Cavanagh, Jr.,, qualified'his "no" vote, ,stating that 'in .his, opinion, there is no.choice - either. AB or SB•920. Discussion continued during which Council- man Mattei questioned whether'' -political pressure. caused Councilman Perry, Jr.,,. to•reve_rse his stand on SB 920 ,(previously voted against support,.). Councilman Perry, - Jr.,' stated that in his there was no 'political pressure.
