Council Meeting Regular,meeting of ;the Council of City
of P.etaluma.was called to*order.by Mayor
Putnam'at the hour of 7:30 o'clock p.m.
Attendance Present: Councilmen,.Brunner,- Cavanagh, Jr.,
Clecak, Daly, Mattei, Perry, Jr.,
and Mayor Putnam.
Absent: None.,
Invocation The.invocation was given by the Reverend
Julius Carriker,..First Church of God.
Approval of, The minutes of November 1, 1971, and Nov -
Minutes ember 8, 1971, were,approved as recorded.
Sewer Project. City. Manager Robe =rt Meyer reviewed the al- L18�
Financing ternative proposals explained at,the'Novem-
b'er 8,.1971,- Council meeting of financing
the City.'s share. (.$1,5 97,000) of the sewer
projl,ect. Considerable discussion followed
on the suggested plan of short. -term borrow-
ing from other City funds., which method',, Mr.
Meyer sta -ted,. would provide the, necessary.
cash flow on ,hand ,Marsh 1', 1972 -in order
to certify the.Federal and-.State-govern-
ments that sufficient funds -are available.
-Comments against.the proposed'sewer project
were heard from the following:,
Mr. E. Curtis of.the Irate Taxpayers Asso-
ciation of.Sonoma.County,_
Mr. Art Cerini, 1301 Schuman,Lane.
Upon completion of the del =iberation, a
motion was made by Councilman Mattei and
seconded.by Councilman Perry that the City's
share of the sewer- project_be financed by
the City itself.. Motion carried unanimously.
A:motion was then made by Councilman Mattei
and seconded by Councilman Perry.that the
cash flow procedure be to fund the
City's.share of the sewer project with a
reevaluation of the matter before March 31,
1972. Motion carried unanimously.

used in the delineation of Sub -State Reg-

California and that the Council will be

tion and to-consider possible revisions
of the existing -State Planning Districts

Mr. Meyer noted.that.Sonoma County is not
included in either :contiguous District 1

mental'Relations will make a decision on
the delineation after the hearing. -He

signature: The matter of submitting a

ber 10th .Water Comm- ission meeting, Mr. Allen
reported.that the-Free Water Users did',not
want :terminate -the agreements, and he
asked•that the- City.•consider purchasing
the_pipe.for..installation by the property
owners. -,The Water .Commission did not take
any and the :matter is still_ under
consideration..

ici.pal ..Water. Dis.t•ric:t has elected not . to
join-the Sonoma.Count.y Water Agency in the -
Sonoma -Marin Aqueduct explained in

Mayor Putnam.- reported on the'.first public
Systems
hearing,.conducted by.the subject Study
Committee
Committee.. This _was held in Fairfield
on November 15, 1971, and the,fi,rst of
a series of three hearings,scheduled.
The-Committee is comprised of elected
officials and airport.professionals re-
presenting. each 9f, the nine Bay Area,
Counties and .thr.eee major airports, and
the.Comm t was appointed to arrive at
final recommendations fora Regional,Air-
port System Plan. Mayor Putnam was-appoint-
