Council Meeting. Regular:meeting,of the Council-of the
City of Petaluma was called to order by
Mayor Putnam at the hour of 7:30 o'clock
p.m.
Attendance Present: Councilmen,Cavanagh, Jr., Clecak,
Daly,'Mattei, Perry, Jr., and-
Mayo.r.Putnam.
Absent: Councilman Brunner.
Invocation The invocation was given by the Reverend
Glenn W. Schaffer, Church.of•the'Nazarene.
Approval of Minutes The minutes of December 20, 1971, were
approved as recorded.,

Mayor declared the public..hearing open.
The City Clerk reported no written pro-
tests were filed, and as no oral protests
or comments were heard, the public hearing,
was closed. Director of Public Works David
Young presented a map of. area and out-
lined the easement to be abandoned; where-
upon; .Resolution. No. , 5956 N.C.S. , ordering.
the vacatio,n.and abandonment and closing
to.public drain.easement,
was.introduced by .Councilman Clecak, sec-
onded-by Councilmafi,Cavanagh, Jr., and

Southern Municipal Letter,, dated December 23, 1971, from Ralph
Court District N_ Kleps, Director, Judicial Council of Cal -
ifornia,,. acknowledging receipt of the City's.
Resolution No. 5954 N.C.S. opposing the mer-
ger of the Southern and Central-Municipal'
Court Districts, and that the Council's•re -_-'
port, dated May 17 -,' 1971, to the Sonoma
County Board of Supervisors' request for a
districting survey of Sonoma,County recom,

Supervisor Jo.erger.was present and informed

for'.the.purpose of clarifying a misunderstand-
ing r.elative.to the proposed merger and the
Board; :f.or. input from the cities on
the matter. Council members.were urged to
attend the-meeting.
Petaluma City.Jail. Copy,of letter, dated December, 17;.1971,
from Walter C. Clowers, M:D.,-Sonoma County
Public. Health Officer, to Police ,:Chief . Larry
Higgins submitting report of the.inspection
made -of the Petaluma,City Jail, read.and
filed. The following remark was noted on
the report: "The entire jail.appeared..very
clean at,the time of the inspection. ",
Undergrounding Letter, dated December 28, 1971, from.C.
Utilities Barttlett.,Jt.., Manager, Petaluma District;
Pacific Gas and,Electric Company, that the
1972 allocation for the conversion of over-
head .electric lines to.undergro.und in Petaluma
has been..i to $35,600, read and filed.
Mr. Bartlett was present and told the Coun-
cil that the total amount..available for
conversion projects in Petaluma is $77,691,
which is the total of the 1972 budgeted
amount plus the unexpended,carry= over.
amount of $4.2,&91 from previous years.
Director ,of Public Works-David Young stated
that these funds will be applied. to the two,
ton - McDowell Boulevard area, and Petaluma
Boulevard North - .Payran Street area.

ting the Ci -ty into two - Assembly Districts;
r.ecommend,ing.that.the Council consider fil-

entitled "Brown vs. Reagan ", was intro-

Clerk was directed to emphasize the Coun-
c-il's wishes that the City in one
