Meeting Attendance Invocation Approval of Minutes 5 Cars - Police uj u Department, Res. #5974 NCS MINUTES OF.MEETING OF CITY COUNCIL PETALUMA, CALIFORNIA February .7, 1972 Regular meeting of-the Council of the City of Petaluma was called to order by yor Putnam.at 7:30 p.m. Present: Councilmen•Brunner,, Cavanagh, Jr., Clecak, Daly, Mattei, Perry, Jr., and Mayor Putnam. . Absent: None. The invocation was given.by the Reverend Charles O'Leary, St. James Church. i The-minutes of January 17, 1972 were ap- proved as recorded.' Notice to bidders,re subject vehicles was duly posted and published. Purchasing Officer.John.Nolan reported that the fol- lowing two bids were received at the bid opening February 2., 1972: Name Amount of Bid Jim Rose Chrysler-, $17,879.19 Plymouth Agency Less.Trade-in 5 units @.$1000 ea. 5,000. -00 $12,879-19 Sanderson Ford- Me,r`cury Sales $17,238.55 Less - Trade - in: 4 units @ $600 ea. $2400.• 1 unit @ $625 6-25 3,025.00 14,,213.55 Mr. Nolan informed the Council that the specifications provide for retention by the City for any,of the existing units.. He noted.that the low bid was submitted by the Jim Rose Agency.. The Police Chief, the.Fire Chief,•and the City Manager, for the Department.of Public Works, explained the need for a vehicle in each of the.respective.departments and requested the- Council to consider retaining three of the-existing units. The staff stated.-that funds are available to cover $1,000 expenditure in each departmental budget,. except additional is needed for the.Police.Department. The Council ap- proved.the.request and authorized trade -in ,of two units by.unanimously,adopting Resolu- tion #5974, N.�C.S•. awarding contract to Rose Chrysler- Plymouth Agency for.purchase of five (5) 1972 cars for the Police Depart- ment (for a total sum of $15,87:9.19). Said resolution was introduced by Councilman Mattel and seconded.by Councilman,Daly. Boy Scouts Mayor Putnam recognized the large representa- tion.of Boy Scouts present in the audience to observe the Council meeting in relation M 484 February 7,1972 to the Boy.- in Government Day tomorrow, February 8, 1972. Claims,Again Councilman Cavanagh, Jr., noted that' the.Ci'ty amount of each claim was listed on the agenda and asked - that ,such - infoxmation be included on the agenda in the.future. Population Signs - In'response to Councilman Cavanagh, Jr.,. the City Manager stated that an endeavor will be made to have the population signs changed to reflect the population estimate figure to :be verified by the State in April. J .ABAG Airport �� City.,Manager- Robert Meyer reported for Study Committee Council information that the.Subject Com -. mittee will-be holding -a- public hearing in-San Rafael at the City Hall Council Chambers on February 18, 1972, on the matter of the.Regional Airport System - -Mayor Putnam further- explained the pur- pose of.the,hearing. Merger -re Southern 35 CitN7 Manager Robert Meyer reported that Municipal Court Chief of Police Larry Higgins, Councilman Mattei and he attended a'meeting held to- day by the Sonoma County Board of Super- visors regarding consolidation of the. Southern "Mun:cipal Court District with the, Central District. The Board unanimously approved the consolidation. However, Mr. Meyer added.., the Board assured its action. does.not: alter the level of service for the citizens I in the -Southern and,' County area. 'Supervisor Joerger was -pre- sent and confirmed the.Board's intent. Labor Relations City .Manager Robert Meyer briefly reported Institute" on the.subject- Institute that Councilman Brunner, Assistant City Manager John Nolan, and he attended in Sari Diego February 2 -4, J 1972. , City Hall Addition 3561 City Manager-Robert Meyer reported to the Council the City departments (Public Works,.Planning and Building) completed mov =ing to the City Hall Addition today and that the County.will move to its offices after• installation of the court seating facilities. Official dedication M of the-addition will be held soon thereafter. Library Expansion, �0 In.response to -the City Manager's inquiry Program. C regarding procedure to be• followed with the Library Board'on the Library Expansion Program, the Mayor delegated Councilman Perry, Jr., Council representative on the Library .Board.,�:to�- repo_r-"t: to -.the Librarian and.- the.Lbrary Board at its meeting -to- morrow night'that the Council would like specific information on the current- status of some of the operational programs in the whole -- Sonoma County area, the bookmobile service, the regarding the closing of• the - Morigomery Village Branch Library, and any other related material. Perry, City Engineer..David Young and Assistant City Engineer Hal.Wood-- together."with Mr. Chapman of the City's Consulting Engineering firm, Kirker, Chapman & Associates, met with the Cherry Valley P.T.A: at the Cherry Valley School on January 20 to discuss the proposed Cherry Valley Assessment District ,Study. The discussion resulted in little support for any part of the proposal. The.. concluded w-ith.the possibility of the - Cherry Valley P.T.A. further exploring seg,- ments of the total study. Mayor Putnam. requested the Minutes to show that.there is nothing-before the Council on the matter of the proposed Cherry Valley,Assessment. District Study. Considerable discussion followed. Super- visor Joerg.er..spoke - for support of the Joint Agreement.. Mr. John .King of, - J. J. King Real-Estate Agency commented on proposed method -of financing. He asked,that the staff be prepared to answer his concerns before he'votes on the ordinance. He also'- re-quested the Planning Director to prepare a sample•PUD District by carrying out step -by -step exactly what,a developer has to do. The.City Attorney was also.asked to check into, all - the legal aspects. Some discussion was held : on the purpose of the, subject ordinance. C:, regarding the City's problems and asked for assistance by advancing the scheduled starting.time to permit the City to take advantage of the current availability of the spoils sites. Mr.'Young informed the Council that another site is available, known as the. "Roemer Site," but..pointed out the problems involved- -cost of the dikes and conflict with flood control recommendation by removing safety.valves by filling in the marshlands, as well as the possibility of becoming involved with B.C.D.C. An alternative was presented by Mr. Young for Council consideration. With assistance from the County of Sonoma,-the City could explore the possibility of purchasing or long -term leasing property from Mr. Cardona located on the'east side of Petaluma River. Because of -:the importance of the matter, it was.decided that members of Council will make -an immediate'trip to San Francisco to discuss the problem with Colonel Roberts for a possible solution. These improvements will do much.now and in time-to come to give joy and happiness. D,ck'.s recreation program is -and' was an .outstanding suc- cess and over the years many thousands have bene'fitted. All ages took full advantage .of a' multitude of .•choices ,covering ' such diverse fields as­-judo, guitar lessons- modern dancing, ballet, and golf. Special events such as Easter Egg Halloween Parades, and the like were' under*..Diek',s - direction, resounding.successes... This Council.and. its staff will sorely miss Dick, our loss is not as great .,:as the `1'os,s to be -felt by the youth- of this community. To their welfare and happiness he-devoted untold. - amounts,of.time planning, and effort, all'to the end of'-producing rounded.and.good citizens. At.the other end of the spectrum, the elderly were .given, equal attention, always with-solicitous concern. No. one was favored and all rece-ive'd...the same courteous treatment.. The young, the Golden Ager's , and .those in .:between were .ad'corded a smile and -Io.ve., and in return he was loved A man can.ask no.more`: Dick's management of 'the,swimming..pool is perhaps his major accomplishment. His assistance in organizing and overseeing swim -meets contributed greatly to their zuccess and.put`Petaluma on the '.'Map of the swimming world. 491 February, 7, , 1972 Resolution re Richard W. Shollenberger: For the reasons herein set forth and for.reasons that. are beyond the expression of mere words and because this Council is conscious .of "the great loss to' the City =and to its citizens; IT IS HEREBY RESOLVED that the Council adopt these resolutions as a tribute to the memory of,Richard W. Shollenberger,. its late Superintendent of Parks and.Recreation'Director, a re- spected citizen, an exemplary man, and a devoted husband and father.
