MINUTES OF MEETING
OF CITY COUNCIL
PETALUMA, CALIFORNIA
July 8, 1968
Council Meeting Special meeting of the Council of the
City of Petaluma called to order by
Mayor Putnam at the hour of 7:30 o'clock
p.m.
Attendance Present: Councilmen Brainerd, Cavanagh, Jr.
Colin, Joerger, Lipman and Mayor
,Putnam.
Absent: Councilman Battaglia.
Arg;us- Courier Ma y Putnam introduced Steve Wynne of
Correspondent the Argus- Courier substituting for Corres-
pondent Dennis Pooler who is on military
leave.
Councilman Battaglia entered the meeting
at approximately 7:32 o'clock p.m.
Notice of the Call
Notice of the Special Meeting called for
July 8, 1968, the certificate of the City
Clerk of the delivery of said notice and the
consent of the members of the holding of
said meeting, submitted and filed.
Purpose of the Meeting
The meeting was called to consider and act
upon the bids received for the Washington
Street Bridge and Widening Project and the
Traffic Committee Report on Dr. Faustman's
Master Traffic..Study.

the subject project on July 2, 1968, submitted

Young reviewed the bids and read a letter
from Engineer of Work De Leuw, Cather and
Company analyzing factors attributing to the
unexpectedly high bids received, the lowest
of which was cent over the Engineer's
Estimate, and concludin g that the overall
interest of the City can best be served by
acceptance of the low bid received for Alter-
nate A from Ralph E. Palmberg, Inc., and
Sonoma Construction Company, J. V. Said letter
submitted and filed. Mr. Philip Virgil, re-
presenting the low bidder, was present to
discuss details of the project with the
Council. In answer to Councilman Joerger,
Mr. Young recommended that the project be re-
advertised in January for two new structures.
Upon conclusion of the Council's deliberation.
of all facts involved, Resolution #5041 NCS
rejecting all bids received and directing pre-
paration of plans and specifications for either
two new 2 -lane bridges or one new 4 -lane
bridge, was introduced by Councilman Battaglia,
seconded by Councilman Joerger, and adopted by
the following vote:
Ayes: Councilmen Battaglia, Cavanagh, Jr.,
Colin, Joerger and Lipman.
Noes: Councilman Brainerd and Mayor Putnam.
Mayor Putnam qualified her "no" vote by stat-
ing that her concern was for a bridge to be
properly and speedily constructed, adding that
she did not like to see a delay in terms of
plans for the community.

Washington Street Councilman Colin stated that he voted in favor

be more ;advantageous for the City;. and, that
there would be no problem next year- of coor-
dinating and phasing the subject project with
the Bank of America project presently under
construction on Washington Street. and scheduled
for completion early next year.
Councilman Lipman concurred with Councilman
Colin and also pointed out the importance
that the decision of the Council is not to
be misconstrued by the media as being con -,
nected with the Downtown Parking Assessment
District meeting on July 22nd, emphasizing
the fact that the bridge is to be built
strictly from a traffic standpoint.
Councilman Joerger stated that the reason
he voted "aye" was that he felt $90,000
between the low bid received and the Engineer':s
Estimate was too much of a difference to
ignore and that by waiting, the City of
Petaluma will`be getting a first -class pro -
ject.
Director of Public Works David `Young was
directed to contact the Engineer of'Work,
be Leuw, Lather and Company, to proceed
with the redesign of the bridge project
for readvertising of the bids.

Engineer, on Page 17 -20 of report entitled
"Traffic Analysis Central Business Di's-
trict, 1968'" and listed under Item 4 of
the Traffic Committee Report were briefly
reviewed by Councilman Brainerd for Coun-
cil consideration. The Council generally
approved Recommendations 4(a) through 4(i)
of the Traffic Committee; Report, specifying
that 4•.(h) and 4(i) be coordinated with the
County of Sonoma.
Adjournment There being no further business to come
`before the Council,, the meeting was adjourned
