HomeMy WebLinkAboutMinutes 09/09/1968M MINUTES OF_:MEETING OF CIY COUNCIL PETALUMA,, CALIFORNIA September 9, 1968 Council Meeting Special meeting of the Council of the City of Petaluma called to order by Mayor Putnam at the hour of 7:30'o'clock p.m. Attendance Present: Councilmen Battaglia, Brainerd, Cavanagh, Jr., Colin, Joerger, Lipman and Mayor Putnam. Absent: None. Notice of the Notice of the Special Meeting called for Call September 9, 1968, the certificate of the City Clerk of the delivery of said notice and the consent of the members of the holding said meeting, submitted and filed. Purpose of the The meeting was called to consider and act Meeting upon the request of Mrs. Laila Schoenlein for closure of Halsey Avenue to conduct a Block Party on Sunday, September 15, 1968 and the Political Sign Ordinance. Halsey Avenue Letter from Mrs. Henry Schoenlein request - Closure ing the closure of Halsey Avenue from 3:00 Res. #5080 NCS p.m. to 9:00 p.m. on September 15, 1968., for a,block party read and filed. Chief of Police Higgins' approval of the request and recommendation that the Council grant the partial closure of the street with the stipulation that a 15 foot emergency vehicle lane be open at all times to the end of the street, read and filed, whereupon Resolution #5080 N.C.S. authorizing the closing of Halsey Avenue as requested, was 'introduced by Councilman Brainerd, seconded by Councilman Lipman, and adopted by 7 affirmative votes. Political Sign After review and consideration of the Ordinance proposed temporary and political sign Ord. #911 NCS ordinance, it was determined that the (First Reading) section pertaining to temporary signs be deleted and the ordinance include only political signs. It was further noted that in residential districts not more than one sign on any one parcel of land would be permitted while in agri- cultural and industrial districts one or more may be permitted. 4J_ In order to give candidates for public office or measures on an election ballot within the County similar "ground rules ", it was agreed that where possible the ordinance should coincide with that of Santa Rosa. Therefore, any such sign shall be erected not earlier than ninety (90) days and shall be removed within fifteen (15) days after such election. Also, the total area of such sign, or signs, on any one parcel shall not exceed fifty (50) square feet. In answer to City Manager, Mr. Meyer, the City Attorney stated that this ordinance would supersede the Zoning Ordinance where it pertains to political signs. Political Sign Ordinance Ord. #911 N.C.S. (First Reading) (Continued; Upon conclusion'of the discussion, Ordinance #911 N.C.S. amending the Petaluma City Code of 1958 by adding to Chapter 3 thereof Article III,.Section 3.24.to provide for political signs, was introduced by Council- man Battaglia, seconded by Councilman Colin, and ordered posted by 7 affirmative votes. Adjournment There being no further business to come before the Council., the meeting was adjourned at 8:20.o' clock p.m. to a study session to hear.petition of Madison Street area property owners for early completion of sewer project ,on Madison Street, now being conducted by McGuire and Hester Company, a report,on the Washington Street Bridge by' City Engineer, David A.
