MINUTES OF MEETING
OF CITY COUNCIL
PETALUMA, CALIFORNIA
October 7, 1968.
Council Meeting` Regular meeting'of'the Council of the City
o;f Petaluma called to order by Mayor Putnam
at the hour of 7:30 o'clock p.m.
Attendance Present: Councilmen Battaglia, Brainerd,
Cavanagh, Jr., Colin, Joerger,
Lipman and Mayor Putnam.
Absent: None.
Invocation The invocation was given by Reverend Albert
1 14 ". Foster, The Methodist Church.
Approval of Minutes The minutes of September 16.and September
3 °0,'1968, were approved as recorded.
Precise Plan Lines -
Magnolia Avenue
and Liberty Street

This being the time set for public hearing
on the proposed.establishment of precise plan
lines.for a portion of Magnolia Avenue and
the extension of Liberty Street, City Attorney
Robert briefly explained the purpose and
method.of` establishing precise lines. With
the assistance of Assistant City Engineer
H., E.'Wood, Director of Public Works David
Young presented and discussed various slides
of the general area involved. He then showed
engineering designating the future
right -of - way lines and explained details
regarding each property affected.
Letter, dated.October 7, 1968, from Charles
P. DeCarli and Victor L. DeCarli, owners of
property located'at.Petaluma Blvd. North and
Magnolia Avenue, protesting the City's plans
for widening Magnolia Avenue, read and filed.
Petition, signed by fifteen property owners
in the Magnolia Avenue- Cherry Street area
east of Keokuk.S'treet, protesting the pro -
posed plan lines for future street rights -of-
way and urging consideration of alternatives,
read and filed. Letter, dated September 30,
1968, from G. M. Stonitsch, President of the
Bars.tone Corporation, objecting to the pro -
posed plan lines and requesting reconsider -
ation °of the matter, read and filed.

something be-,done to control the flooding
problem in te area.

Arthur. 'Parent,;. 27-8th Street,, owner of Parent
Funeral.:Home on Magnolia Avenue and Keokuk
Street, addressed the Council and requested
consideration of immediately installing a'
temporary traffic signal at the Petaluma
Blvd. N orth- Magnolia. Avenue -West Payran
Street intersection.. He expressed great
concern_ of, the traffic and pedestrian
hazards at that pa intersection.
Mayor Putnam assured Mr. Parent that his re-
quest will be taken under advisement..
Planning Direc McGivern informed the
Council that the Planning Commission held
a- public..hearing on the subject matter. and
, approved.establishing the precise plan
lines.
Upon conclusion of the length,_y:discussion and
the hearing.of objections and,alternatives
suggested., the public.hearing was declared
closed. A motion was then made'by Council-
man.Cqlin, and 'seconded by Councilman•Cav-
anagh, Jr.,_to _�ab'le the proposed subject
.ordinance for further study. The motion
was.defeated by the following vote:
Ayes: Councilmen Jr., Colin and
. Lipman.
Noes; iCouncilmen Battaglia, Brainerd and
Mayor Putnam'.
Abstain.: Councilman Joerger.
Councilman Joerger -stated that he abstained
because of-ownng property in the area in
volved.
..Following failure of the motion to table the
ordinance,,Ordinance #913 N.C.S. establish-
ing, precise plan lines over certain property
hereinafter described for the reservation of
a future-right-of-way for the proposed realign -
ment of.a portion of Magnolia Avenue and the
extension w
of Liberty Street, as introduced
by Councilman .Battagjlia,.seco.nded by Council-
man Brainerd., and defeated by the following
vote.:
Ayes: Councilmen Battaglia, Brainerd and
Mayor Putnam,.
Noes: Councilmen Cavanagh, Jr., Colin and
Lipman.
'Abstain: Councilman Joerger.
Councilman Colin stated he voted "no" because
of. the dissension of the property owners in
the area. Councilman Lipman stated that'he
is not opposed to. the widening of Magnolia
Avenue but to the plan ,lines of the extension
of Liberty Street, pointing out that Faustman's
,recent report indicated such improvement to
be far away in, the future..
Councilman Cavanagh, Jr., stated that he
believes in plan lines, but in this instance
felt they free,ze,improvements, and adding
that there are no funds available at this
time. He,recogni•zed the petition filed by
fifteen property.owners urging alternatives
to the plan.. Abstention reason same as above.
As a point of information, the City Attorney
noted that the subject matter may be brought
before the Council at any future ,date.

by.Councilman Lipman, seconded by Councilman .
Brainerd, and adopted by 7 affirmative votes.

Manager of the Chamber of Commerce, requesting
•on behalf of the Retail Merchants Committee to
close Kentucky Street between Washington Street
and Western Avenue on Friday, October 18, 1968,
betWeen._8:00 o'clock a.m.. and 9:00 o'clock p.m.
in . connection with Butter and Egg Days, read and
filed. - Chief of Police Higgins' report approv-
ing the request with condition that a 12
foot lane be 'left open for emergency vehicles,
read and filed, whereupon Resolution #5093 N.C.S.
authorizing the Police Chief to close Kentucky
Street .as requestedi and with the condition as
required by the Police Chief, was introduced
by Councilman Brainerd, seconded by Councilman
Lipman, and adopted • by - 7 affirmative votes.
Greyhound Lines,
Copy letter from Ned Davis, Manager of the
Inc.
Chamber of Commerce, to M. W. Dunlop, Secretary
of the Public Utilities Commission, requesting
information on the rate increase in the Petaluma
area, read and - filed: City Manager Robert Meyer
reported that .the matter has been settled and
that the rate's have been equalized.

Air West, Inc. Responses from Congressman Clausen, Snator
Collier, and the Civil Aeronautics Board re-
garding termination -of air services by Air

and filed. Copy of resolution adopted by
Cres cent.City regarding the same matter, sub-

lean Field Service inviting the Council to an
informal reception on Wednesday, October 23,
1968, between 7:30 p.m and 8:30 p.m. at the

Presentation of Director of Public Works David Young presented
Certificate to Thomas Kotch, Sewer Plant Operator A, a
certificate for Grade'IV, Water Pollution
Control Operator, earned for successfully
completing a course sponsored by the
California Water Pollution Control Associa-
tion in Santa Rosa. Mr. Kotch was congratu-
lated by Mayor Putnam'on behalf of the City
Council for his accomplishment.
Annual Report Public Works Department Annual Report for
1966 -1967 submitted filed.
Industrial Tour City Manager Robert Meyer noted that a
letter received from the Chamber of Commerce
announced that the Industrial Committee is
planning a fall Industrial Tour on October
18, 1,968, commencing at 9:00 a.m. All Council
members were invited to attend.
Adjournment The meeting was adjourned to an executive
session, to 4:00 o'clock p.m. Tuesday, October
8, 1968, to complete the agenda, and in memory
of James Eaglin, the City's former Fire Chief,
who passed away on Saturday, October 5, 1968.
