MINUTES OF MEETING
OF' CITY COUNCIL
PETALUMA, CALIFORNIA
November 20, 1968
Adjourned meeting of the Council of the City of
Petaluma called to order by Mayor Putnam at the
hour of 4 :30 o'clock p.m.
Present: Councilmen Battaglia, Brainerd,
Cavanagh, Jr., Colin, Joerger,
Lipman and Mayor Putnam.
Absent: None.

Consideration of County Planning Commission .�
referral to the City Planning Commission of
the Aubrey Sanderson application for rezoning
19 'acres located in the Denman Interchange Area
from -M -1 (Light Industrial) to H -1 (Highway
Commercial) discussed at the November 18, 1968,.
Council meeting and acted upon by the City
Planning Commission at its meeting on November
19, 1968, was resumed by the Council at this
time.
Councilman Battaglia reported that the Planning
Commission at its meeting on November 19, 1968,
voted 4 to 1 in favor of the proposed Zoning
Plan of the Denman Interchange Area with the
exception that the entire 19 acres owned by
Aubrey Sanderson instead of the 7.9 acres be
rezoned to commercial (H -1) .
Mr. Aubrey Sanderson was present and spoke in
behalf of his application. He requested the
Council to.make a` favorable recommendation to

the County Planning Commission when the.matter
is to be heard on Thursday, November 21, 1968.
In answer to the Council, Planning Commissioner
Robert Koenitzer explained the reasons for
casting the one dissenting vote on the issue.
A lengthy discussion followed in which a com-
parison of the County and City industrial and'
commercial zones revealed that possibly there
would be no need to rezone the parcel as the
County's industrial use appeared to be parallel
to the City's commercial use and the County's
industrial use as presently zoned would permit
Mr. Sanderson's intended uses. Mr. Sanderson
indicated that a thorough review of the allow -
ab,le7 uses in the County's zones had not been
made, but apparently it was assumed that they
were closely similar to those allowed in the
City.
A motion was then made by Councilman Lipman
and seconded.by Councilman Joerger,, to reject
the recommendation of the Planning Commission
and reject without prejudice at this time the
proposed plan for further immediate study.
Motion carried unanimously. Mayor Putnam stated
that representatives from the Council and'staff
will be delegated to attend the County Planning
Commission meeting on Thursday to report on the
matter.

on November 29, 1968, to kick -off the Christmas
Season, submitted and filed. Letter, dated
November 2.0,`196,8, from Police Chief Higg.ins',
recommending that the City Council approve the
permit authorizing the,tparade, submitted and filed.
Police Lt. - Hank,Eslick appeared to discuss the
request, whereupon Resolution #5126 N.C.S." con -
senting to a parade to be held on November 29',;
1968, was intr'tce,d by Councilman Colin, seconded,
by Councilman Lipman, and adopted by 7 affirmative
votes.
Use of Fire
Fire Chief Benton addressed the Council in regard

to a request _r.ece ve'd from Mrs. Dan Montgomery for
use of . certain fire: apparatus in the parade "for 'the
Christmas Season Kick-off, noting that Santa Claus
and his family will. be riding on the equipment. A
motion was'made;by Councilman J`oerger, and seconded '
by Councilman Battaglia, granting the request for'
the use , of the fire apparatus. Motion carried
unanimously.
