Absent: Councilman Battaglia. Invocation The invocation was given by Reverend Darold Retzer, Seventh Day Adventist Church. Approval of Minut -es The minutes of November 18 and November 20,. 1.96.8, were approved as recorded. Nella - Crinella This being the'time set for hearing of protests Annexation (Nelda on the Nella - Crinella Annexation ( Nella Annexation Annexation #2) #2), the City_Clerk announced that one written Ord. #917 NCS protest was received. Letter, dated December 1, 1968 from Mrs.. Hilda N. Johansson, 1505 McDowell Blvd. .South, Petaluma, stating that she did not want her property be annexed, read and filed. Planning Director Mc'G'ivern,, showed a map of the area indicating the various properties involved and pointed out that exclusion of the Johansson property would create an illegal island. For Council information, he reviewed a summary of the - ' acreage and assessed valuation of each-prop- erty. Copy of summary,.submitted and filed. As no oral protests were heard, public hearing was clared closed, ,whereupon Ordinance 4917 N.C.S. approving the annexation:of certain uninhabited territory designated " Nella Annexation #2 to the.City of Petaluma ", was introduced by Councilman Joerger, seconded by Councilman Brainerd, and ordered published by 6 affirmative votes, 1 absente,c Council Invitations Those present in response•to. the Council invita- tion to attend tonight's meeting were: Mr. and Mrs. Carl Armstrong and son, 319 Stuart Drive and Mr. and Mrs. Donald Hoard, 1617 Annetta Drive. Petaluma Senior High Mayor Putnam recognized the Petaluma Senior High School Students School students present in the audience. Petaluma Marathon Letter, dated November 25, 1968, from Mr. Ned Res. #5127 NCS Davis, Manager of the Chamber of Commerce, re- questing permission for the Pacific Association of the Amateur Athletic Union (AAU), to hold the "Petaluma Marathon" on December 15, 1968, submitted and filed.. Reading of,the letter was waived as a copy was furnished to- the. , Council last week. PolicE Chief Hig.gins-' re.por.t., dated November 26, 1968, approving;the request and.:recommending that the Council grant the.pe.rmit, submitted 'and filed. Chief Higgins was present and outlined the route of the race also requested that three or four spaces on ":D" Street fronting Walnut Park, .park.ing between Petaluma, Blvd. South and Fourth Street, be closed off for the safety, of the runners, whereupon Resolution #5127 N.C.S. consenting to the "Petaluma Marathon", ::to be held on December 15, 1968 was introduced by Councilman.Joerger, seconded by Councilman Lipman and adopted by 6 affirmative votes, 1-absentee. NCS Nos. 22.14 'to _2276 inclusive and Nos. 2177 to 2 191 inclusive, was,introduced by Councilman Colin,. : r•, s- econded,by Councilman Brainerd, and adopted by 6 affirmative votes, 1 absentee. Annual Report The Annual Report of the .Finance Department for 1967 -1968 was submitted and filed. Redwood Empire City .Manager Robert Meyer announced that the next Division - League of meeting of the Redwood Empire: Division of the. California Cities League of California Cities will be held in Vaca- Meeting ville on .January 11. 1969.. Downtown Committee-,., Councilman Colin read :a'report, dated, December 2, regaring,. Core Area - 1 d 968, from' the Council Downtown Committee on the Plan parking phase of the: Core Area Plan. Copy submitted and filed. Briefly, the report con- tained a• rev iew . of the results of the survey cards mailed with a 'le't:ter dated September 24, 1968 from the Downtown Committee to 120 property owners re- _. questing approval .or dsapprova'1 of the parking plan, the Comrnittee.'s comments on the parking assessments and on - t °he parking plan - the - Committee Is recommenda- _ .tiops for Council consideration 'and the Committee's conclusions`ind.cating that the study is not comple=te but to be considered as, an interim report,. Conference- Modernizing A joint report was given by Councilmen Colin,. State and Local Govern- Cavanagh, Jr. and City Manager Robert'Meyer on ments the State -wide Conference on 'Modernizing State and Local Governments which they attended on November 22, 196.8, in San Francisco. Mobile Home Parks Planning Commission Resolution #21 -68, recommending to the City Council that it take appropriate action to permit Mobile Home Parks as a conditional use in the M- L,Zone; read.and filed. Planning Director McGivern,reviewed the important features of his report, dated,November`19,_1968, to the Planning Commission., and outlined the action of the Planning' Commission as recorded in their minutes dated November 19_, 1968 as follows: 1. Recommend to the City Council to take ap- propriate action as stated in Resolution #21 2. Request the Council to direct the staff' to. prepare the necessary legislation to• enable_.'the Planning "Commission to add -permitted_or conditional uses to the Zoning ordinance subject to the Council's approval. 3. Direct the staff to ­ study the possibility of adding.a Mobile Home District to the Zoning Ordinance. L:uchessi.7Park Director of Parks -and Recreation Shollenberger Preliminary Plan appeared before the Council to obtain ideas to be incorporated in the Luchessi Park Preliminary _ Pian to be presented at a.public hearing at the Recreation Commission meeting on Wednesday night. After a brief.disczssion,.the Council concurred that-the lake.be included in the Plan, and gen- eral.ly agreed to relocate the bridge and relocate the tennis courts.close -r to the proposed school site. The Council also asked that the engineering department review the traffic pattern leading into the park. Washington Street At.the.request of Councilman Cavanagh, Jr., the Bridge Project City Manager was asked to check with the Director of'Publ-ic Works whether -or not alternate plans will.be_prepare.d on the Washington Street Bridge Project.
