HomeMy WebLinkAboutMinutes 12/23/1968MINUTES OF MEETING OF CITY COUNCIL P.ETAL:UMA, CALIFORNIA December 23, 1968 Council Meeting Special of the Council of the City of Petaluma.called to order by Mayor Putnam at 4:00 p.m. Attendance Present: Councilmen Cavanagh, Jr., Colin, Joerge'r and Mayor' Absent: Councilmen Battaglia, Brainerd and Lipman. Notice of the Call Notice of the Special Meeting called for December' 23, 1968, -the Certificate of the City Clerk of the delivery of said notice and the consent of the members present of the Council of the holding of said meeting, submitted and filed. Purpose of the Meeting The meeting was called for the purpose of estab_Bsl ing employees: '; salaries. Councilman Battaglia • Councilman Battaglia entered the-meeting; the time was approximately 4 :05 o'clock p.m. Employees' Salary City Manager Robert Meyer reviewed his proposal Increases' and Fringe dated December, 16, 1968- - for salary increases and Benefits fringe benefits to become effective January 1, Res. #5141 NCS 1969.. Proposal with letter, dated December 16, 1968, from the P'ers'onnel Board and letters from the following employee,group.s were submitted and - f•i- , 1ed the Co xricil meeting on December ,at 16',_1968: The National Fire Fighters' Associa- tion,,Local 1415, dated December 10, 1968; Petaluma Police Officers' Association, dated December 12, 1968; City Hall Miscellaneous Eri 2es ;.dated December 16, 19 and City Shop and Fi eld'Workers, dated December 16, 1968. These letters were read by Mr. Meyer as part of the presentation of :hi proposal to the Council. Mr. Don Turner, �YPresident of the National Fire Fighters' Association Local 1415, appeared before the Council regarding their request and compromise, dated December 10, 1968 with. a qualification that if other employee group's re- negotiate and receive any benefits in excess. of those proposed at this time, then a reevalu'aii.6r. of the Fire Fighters' Association position would become necessary.. Mr. Leo Hutchison, President of the Petaluma Police Officers' Association, addressed the Council and accepted Mr. Meyer's proposal - as stated in their letter of December 12, 1968 on the basis that the City grant another 5 per cent in July if a review of the City's finances at that time can provide for this . increase. Mr. Don Jensen, representing the Miscellaneous Employees Group, addressed the Council and stated that the City Hall miscellaneous employees accepted the recommendation with a further request -of 5 per cent July and holidays as set forth by the United States Government Code as stated in letter dated December 16, 1968. Mr. Jensen further stated that the miscellaneous .employees of the shop and field workers have reconsidered their reaffirmation, dated December 16,, and now acknowledge Mr. Meyer's recommendation with a qualification to negotiate for an increase and review of classifications in July. 150 December 23, 1968 Employees' .Salary In ,discussing the proposal„ Mr. Meyer reviewed Increases and Fringe the City-'s financial, c'apabilit:es for the Benefits fecommended increase and fringe benefits and Res. #5141 NCS doubt_ed.the availab- it -ity of funds for another 5 per cent i - July. However, he stated that he would 'be. willing' to study the City.'s: financial position to determine whether or not an increase j;zou d7- e. possible in July and that a report will be`made to the Council at the appropriate time. After consideration of the proposal and discussion with the various employee group representatives, Resolution. #5141 N.C..S. approving salary range and pay plan submitted by the Personnel-office and pursuant. 'to Rule V of the Personnel System Rules and Regulations of the City'of Petaluma, was introduced ;by Councilman :Colin, seconded by Councilman Joe:rger and adopted by 5 affirmative votes, 2 absentee. It was decided by the Council to consider salary increases for the City Nanag;er,.City° Attorney', , City Engineer and City Clerk at the January.6, 1 Council Meeting. Mayor Putnam commended the various employee groups,' the members of the Personnel Board and Mr. Meyer for the fine manner in whi -ch the negotiations were h „ andled and for presenting a proposal that could be supported by the C o unci -1.
