Council Meeting Adjourned meeting of the Council of the City
of Petaluma was called to order by Mayor Putnam
at the hour of 4:"10 o'clock p.m.
Attendance
Present: Councilmen Brainerd, Cavanagh, Jr.,
Colin, Joerger, Lipman and Mayor Putnam.
Absent: Councilman Battaglia.

Director McGivern showed a map of the area which
included a school site. Resolution

was introduced,by Councilman Joerger, seconded
by Councilman Cavanagh, Jr., and adopted by 6
affirmative votes, 1 absentee.

Rohnert Park Letter inviting the Council to attend the .
annual dinner meeting of the Rohnert Park Chamber

asked those*Councilmen interested in attending
to contact the City Manager's secretary before
Wednesday, March 5,, 1969, to make the necessary
reservations.
Librarian Edna Bovett City Manager Robert.,Meyer announced that Miss
Edna Bovett, Ci.ty:of Petaluma Librarian, has
submitted her resignation to the Library Board
to become effective June 30, 1969. Mr. Meyer
added that the filling of the vacancy of the
the librarian is.the responsibility of the
Library Board but that his office will be glad
to assist in soliciting applicants.
San Leandro Trip City Manager Robert Meyer reminded the Council
of the trip planne.d.on February 25, 1969 to
inspect the San Leandro Downtown project for the
purpose of finding out. &yd and means of financing
the program with both public and private funds.
Members• of.the Planning Commission, the
two special committees of the Petaluma Core
.Area Plan. (Contact and Finance), the City
Council and members of the staff will partici-
pate.

City-Manager Rob.er't Meyer notified. the Council'
of the Statewide Conference on Housing "A
Joint Venture for'Pub'lic and Private Action"
to 'be held_ at the Beverly Hilton Hotel in Los
Angeles on March 4 and 5, 1969 conducted
by the.State of California Department of Housing
and Community Development. Those Councilmen_
inte- rested ; -n the program may contact the City
Manager's office for further details.
A motion was made by Councilman, Colin, and
- seconded by Councilman, Joerger,.authorizing

A motion was 'made by Councilman Joerger, and
seconded Cavanagh, Jr. , .approving,
out of the: contingency fund, the replacement of.the
radar set for the Po ice Department and the
purchase of one camera for.the Planning Depart-
ment. Motion carried by 6 affirmative votes,
1 absentee.
A motion was made by Councilman Lipman:,, and
seconded by Councilman Brainerd, authorizing
the call.for'bids on a gasoline portable booster
pump for the Water Department, using water re-
serve funds in the 1968- 1969 Budget. 'Motion
carried by affirmative votes, 1 absentee.
City. M'arager Robert Meyer. reviewed the January
24, 19,6.9 study : .session topics; Study of Bed-
room Tax Ordinance with members of the Planning
Commission and Recreation -and Parks Commission,
consideration of engineering fee's in connection
with the boat launching ramp project, capital
outlay items for the bond is,s,,ue and proposed
charter amendments for the. June ballot. Council-
man Cavanagh, Jr. was asked to discuss with
the Library Board the City Attorney '.s memo
regarding Charter amendments with respect
to the operation of the Li brary.

Director of Pub.l.ic Works_David Young reported.
on the bid opening today of the subject project.
Although the bids have not been reviewed by the
Public Works department for accuracy, it appears
that the .bid of $275,327 submitted by Future Construc-
tioi Company of Dublin '.is low and under the
engineer-'�s estimate.
The report on the readerboards for City entrance
signs and the letter from the Chamber` of Commerce
were delayed to the 'meet °ing of March 3, 1,969:

Foothill 'Mr: Ron Zimpki-ns, , - representing Condiotti Enter -
Subdivision #1 . prises and- Mr. Condiotti. were present. Mr.
(Continued) Simpkins. stated that. the subject tentative map
is part of the.packa,ge offered with the rezoning
matter and in view of the Council's action re-
jecting, the .rezon -ing ,application at last night's
meeting, it is not feasible for Mr. Condiotti
to dedicate the park site (Condition #9). He
then offered the land to the City for raw acreage
cost (,approximately-$40,000) plus the cost of
improvements fronting on the park site with the
opportunity -for the City to acquire the land
within a period of one year. Planning Director
McGvern pointed - out that the Commission approved
the tentative map with-.eleven conditi and if
any of.the conditions did not meet with the
deeloper's approval, an appeal must be filed
with the Council within days after the
Planning Commission's action. Such a procedure
has not been done, Mr'. McGivern added, and in
accordance with the State Map Act, if any changes
are made, a,revised tentative map is to be filed
with the.Planning C'ommiasion. However, upon
the developer.'s request for a legal opinion, Mr.
Robert seriously doubted if Condition #9 is
enforceable as the law stands today.
Mr.: .William Conners ,.. operator of the Petaluma
Sky.Ranch airport addressed the Council endorsing
the ,idea of . a= study - session with the home owners
to look into the many problems of concern.in the
area:
In -the discussion that followed, it was indicated
to.-Mr.-Condiotti that _the Council was not inter-
ested in the park-site-offer. Also, after con-
sidering all the facts.pre.sented regarding the
tentative map Mr. Condiotti was advised by the
Co;unc;l, to file a revised, tentative map with the
Planning Commission.-—

on facts and.findings,as ;acted upon February 17,
1969 by -the Council-regarding the Condiotti`re-
zoning matter and submit same to the Council for
