OF CITY COUNCIL PETALUMA,, CALIFO'RN.IA March 3, 1969 Council Meeting Regular meeting of the Council of the City of Peta luma was called to order by Mayor Putnam at the hour of 7:30 o'clock p.m. Attendance Present: Councilmen Battaglia, Brainerd, Cavanagh, Jr., Colin, Joerger, Lipman and Mayor Putnam. Approval of Minutes Washington Street Widening and Petaluma River Bridge Recon- struction Project - Project #GT -4, 5 -69 & WD6 -69' The minutes':'- February 17 and February 18, 1969 were approved as recorded. Notice to bidders on the subject project was duly published. Director of Public Works David Young reported that six bids were received on the subject project at the bid opening on February 1.8, 1969 as follows: Future Construction Co. $275,327.70 H.J. Olsen In;c. 315,265.00. .Westgate Construction Co. 324,000.00. 0. C., Jones and Sons 395,199.16 'McGuire: and. Hester 341,000:00 Willamette - Western Corporation 367,068.3.0 Mr. Young noted that Future Construction Company was.the. low bidder and within the area of the engineer',s estimate,. and added that the City has 3;0 days from February 18, 1969 in which to award the contract. It was pointed out that award of contract will be made when the U. S. Coast Guard notice of approval of the permit to construct a fixed level bridge across Petaluma River is re— ceived. Mayor Putnam reported that she checked on_ the) permit with Congressman cC] ausen- ,7an,d:.6thQlf�.U7 j , Coast Guard while in Wash - ington,. D. , C. ,.l,ds- ttWeek and that everything possible is being done to expedite the matter. She indicated that a special Council meeting will be called after receipt of the approval. Council Invitations There was-no-one present in response to the Counc :. invitation to attend tonight's meeting. Petition - Charter Notice of Intention to circulate petition regard- Amendment.to ..Establish ing.Charter amendment,filed by Donald Petro, 1300 Districts Glenwood Drive, submitted and filed. Mr. Petro appeared b.efo.re the Council in support of his proposal. to establish six districts for the election of Council members. He then requested the.Council to take the necessary action to initiate a charter amendment as petitioned on the June ballot. Boat Launching Ramp Letter, dated :Fehr -nary 17, 1969, from H. City Manager- Robert..:Meyer reported that the League of California is urging local officials - to' express 'an - opinion regarding Assembly Bill 325 -. .(Conflict of Ihterest) , which bill was in- troduced the . - ,State Legislature. City of • S;anta_ Ro p consequently, a sixth.. dra-ft..is being prepared. for Jitney Service At the request'of Councilman Joerger a re- Gravesen Bros. - port, Councilman Brainerd stated that the Traffic Committee notified.Gravesen Bros. -to discontinue using the non- parking zone in front the Bank of`.Marin at ' the corner of Washington and K'ent.ucky Streets as a bus stop, basically because the stop is illegal and it contributes to the con- ges,tion at.this intersection. The City Engineer also pointed ,out that parking will be banned on Washi gton Street when`it is widened to four lanes. in the near-, future. Councilman Brainerd continued by , saying that several alternate lo- cations Have; been' offered to the ope- rators of the Jitney service• but none seem to be acceptable . In a n effort to , solve the problem, Councilman Lipman. was asked- to ,attend the Chamber of Commerce Ret'ai - Merchants' . Meeting itte'e tomor row morning, with Mr. Gravesen to discuss an- appropriate, loading zone for , recommend•at bn to the 'Council. , The .City Clerk was directed to contact Mr, GraVOs`en, and ask him to attend the Me ch-,an-t- t ee;ttng tomorrow morning at 7:30 a.m. at Beasley's Restaurant. Chamber of Gommeree. y Counclman. Lipman , reported on the• highlights. = 'of `.the Chamber of Commerce Board of Directors'. meeting held to,day, He indicated that financing of the dowtown. Christmas holiday decoration. - program was the main topic ,discussed,. He`' also noted that the annual Chamber's dinner . has 'been set, -fo April 12, 196`9 at the VeteranL!�s�-� Memorial.Buildng. She related many interesting experiences and .problems facing,the areas. Parcels include acquisition of property from Myrtle McClintock for the access road to the boat launching facility and from Robert- -and Aileen Hune for the'McNear Water Pump station site. June Ballot - A,motion was made: by Councilman Joerger, and Capital.Improvemen.ts seconded by Councilman Lipman, that the Council Program is considering a capital improvement program for the June bal'lo't.
