I have managed projects which rehabilitate and adaptively re -use significant structures and sites. I have also represented property owners who wish to demolish them. This has all given me perspective, and the ability to be objective with regard to cultural resources. I have learned the applicable rules and regulations, as well as the opportunities and benefits they afford to both communities and applicants. I also have experience with public policy, the review processes, and i understand the role of advisory committees. I served on Petaluma's Development Code Advisory Committee, Station Area Plan Committee, and SPARC. I also served on the committees that wrote Santa Rosa's Design Guidelines, as well as the Standard Urban Stormwater Management Plan and Water Efficient Landscape Ordinances that have been adopted by several Sonoma and Marin county communities. Most importantly, nearly everything i've worked on has been subjected to discretionary review and CEQA process. I know that in order to be effective, reviews need to be clear, objective and based on public policy and goals. I am equipped and prepared to be an effective member of Petaluma's Historic and Cultural Preservation Committee, and would appreciate the opportunity to serve. I'm a Registered Civil Engineer with over forty years of experience in Petaluma and elsewhere. I'm keenly aware of the connections between land -use patterns and community values such as housing affordability, mobility options, greenhouse gas reduction, and municipal finances. In my semi -retirement, I've become active in those fields, through membership and participation in national organizations and through local organizations which I've helped found. This background will be brought to any City body to which I might be appointed. I've also written extensively, both through my own blog and as a free-lance writer for the Petaluma Argus Courier on land -use concerns that often touch upon transit and senior living issues. Lastly, I've spoken at the national conference of StrongTowns about the integration of local mobility options with regional rail in Petaluma. College, Professional, Vocational Schools Attended (Major Subject, Dates, Degree/Date): University of California (Berkeley), 1971-1975, Bachelor of Science, Civil Engineering University of California (Berkeley), 1975-1976, Master of Science, Civil Engineering (Water resources) Special Awards of Recognition Received: Recognition from the Urban Land Institute for participation in UrbanPlan (2007-2014) City of Petaluma proclamation noting tenure as Board President of Rebuilding Together Petaluma (2009) Please state reasons why you want to become a member of this Board, Commission, or Committee, including what specific objectives you would be working toward as a member of this advisory body: I have a passion for land -use practices that will align cities for success in the 21st century. Regardless of the body to which I'm appointed, I'll bring that passion to bear on making Petaluma the best town possible. If I'm appointed to the Transit Advisory Committee, I'll continue to work for the improved integration of land use and transit, including the issues created by the new SMART station(s). If I'm appointed to the Senior Advisory Committee, I'll be cognizant of the how to make senior living more complete through land -use patterns, with the awareness that what works for seniors also works for all. Is there any other information that you feel would be useful to the City Council in reviewing your application? My top priority is the Transit Advisory Committee. I was recently termed out as a result of a resolution for which an update was planned, but is still pending. As a result of my long experience with and commitment to transit affairs, I was encouraged by many, on the Council and elsewhere, to submit for the committee regardless of term limits. Although my passion for my second option would be less, I'd also be willing to serve on the Senior Advisory Committee. As a member of the Age Friendly Sonoma County Task Force, I understand the challenges that our current land -use patterns impose on senior living and would be to eager to weigh in those issues. Nonetheless, if there are two other well-qualified candidates, I encourage you to appoint them. C22) Are you associated with any Organization/Employer that might be deemed a conflict of interest in performing your duties if appointed to this position? In my role with Petaluma Urban Chat and the Urban Community Partnership, along with my long history of blogging on land -use issues, I have taken and will likely take positions that will result in a perceived inability to judge an issue fairly. To the extent those issues arise, I'll recuse myself. 11111111 11,1111111111111111111111 111111 "v is ^. N1 If performingyour duties -if appod to this position? In my role with Petaluma Urban Chat and the Urban Community Partnership, along with my long history of blogging on land -use issues, I have taken and will likely take positions that will result in a perceived inability to judge an issue fairly. To the extent those issues arise, I'll recuse myself.
