June 2, 1969
Council Meeting Regular meeting of the Council of the City
of Petaluma was called to order by Mayor
Putnam at the hour of 7 :30 o'clock p.m.
Attendance Present; Councilmen Battaglia, Brainerd,
Cavanagh, Jr., Colin, Joerger,
Lipman, and Mayor Putnam.
Absent: None.
Invocation The invocation was given by the Reverend
Richard Wilcox, United Church of Christ.
Approval of Minutes The minutes of May 19, 1969 were approved
as recorded.
Assembly Bill 1356 Letter, dated.May 20, 1969, from Senator
Randolph Collier, acknowledging receipt
of Resolution #5223 N.C'.S., urging the
adoption of AB 1356 -- Placing Fire Fighters
in Cities under the Employer - Employee Rela-
tions Act, and that the matter will be given
consideration if presented to his legisla-
tive attention, read and filed.
California Marine Letter, dated May 2 -1, 1969, from Senator 0
Affairs- Conference Alan Cranston and.letter, dated May 20, 3V
1969, from Senator George Murphy, acknow

Protecting Home Rule Letter, May 1.6, 1969, from Donald J.
Ne >ary�; . :Mayor of Emeryville, with copy of
resolution adopted supporting legislation
protecting home rule, read and filed. Mr.
Neary explained that the State Legislature
is considering a number of Bills designed to
control filling:of.`the San Francisco Bay and
that the powers.of such control would violate
the principle.s7of Home Rule._ He urged that
legislation.`be supported to protect the San
Francisco Bay b.yropposing to State encroach-
ment upon the pri- nciples of Home Rule similar
to the resolution::adopted by the. City of
Emeryville, copy was .attached to
the. letter.. Following considerable discussion,
it decided tha.t_� the proposed legislation
patterned after Emeryville's resolution did
not express the Council's exact views regard-

facilities.. In line Mr. Meyer's request,

viewed by the Planning Commission at its
two meetings, month, and it is expected

will hold a joint study session during
this period to discuss the proposed changes.

Mrs..B Lac.oss appeared to request.that
the Council send a letter to the City of
Berkeley - . Council in support of their
request-to Governor Reagan for the with-
drawl of ,troops. in their city. Council-
man Ba,ttagli informed her that the
Council arid. City Manager of Berkeley
as -ked for aid -from the Governor and
that .the troops were withdrawn today.,.
