authority of the land around the San Francisco

Letter dated` 27, 1969, ` from Melvin B.
Lane Chairman, San Francisco Bay Conservation
and Development Commission, pointing out that
the California Legislature is deciding the fu-
ture of San Francisco Bay and debating the pro -
posals made by BCDC with regard to the future
development of the shoreline and salt ponds.
The letter further stated that there is no.q,ues
tion as to the'need to control future filling
of of the Bay but.that the debate is whether BCDC
needs, or should ;have, any control of the devel-
opment of the salt ponds and the shoreline around
the San Francisco Bay. Detai of the proposals
were explained and.the letter concluded by stat-
ing that proper development can be achieved with
the very limited Bay -wide jurisdiction proposed
by BCDC and by cooperation with local govern -
ments. Said letter submitted and filed.
Letter from the Office of the Mayor of Oakland
a-nd signed- by Mayors of the following cities:
San Leandro, Emeryville Albany, Oakland and
Berkeley, stating that the Knox - Petris legis-
lation would dramatically expand powers to
allow BCDC to act in a regional.government
capacity in those areas which are traditionally
of home rule concern - zoning and,the issuance
of building permits,,, and further stating that
the cities in Alameda County are not against
continuation of the present structure of the
BCDC but are opposed to the mentioned bills
which would expand the State Agency power .
and all other Bills which would seriously
jeopardize the principle of home rule. The
letter contained a request for support by
communicating with the State's Finance Com-
mittee.

Special Meeting of,the Council of the City of
Petaluma called - to order by Mayor Putnam at the
hour of 2:00 o'clock p.m.
Attendance
Present: Councilmen Battaglia, Brainerd,
Brunner, Cavanagh, Jr., Joerger,
Mattei and Mayor Putnam.
Absent: None.

Letter, dated Juner19, 1969, from William E.
Siri, Chairman, Citizens' Alliance to Save
San Francisco Bay, requesting that all City
Councils fully investigate th.e various pro -'
posals•to weaken controls on..filling-of.the
San Francisco Bay,'concurring with BCDC's
proposals and pointing out that BCDC and
it =s control will expre.late this year unless
action is taken by the Legislature at the cur-
rent session. Attached to the letter was a
list--of-City-Councils and Boards of Supervisors
.who adopted formal resolutions supporting the
work of'the.San Francisco Bay Conservation and
Development Commission. Said letter submitted
:and filed.
Following consideration by the Council of the
various, positions presented in the communica-
tions and request for City Councils to take
action, -a mot , was made by Councilman Batta-
glia and seconded by Councilman Brainerd, to.-
support.the position as stated in the letter
di- rected to,th City Councils received from
the Citizens' Alliance to Save San Franci -sco
Bay. Motion•carried unanimously.
Adjournment There being no fLirther business to come before
the Council, the meeting was adjourned, at.. 2,; 40
p.m. to an Executive. Session to consider ;per -
'sonnel matters and 'litigation..
