Council'Meeting Regular - meeting of the Council,of the.City

The minutes -of-July 21, -1969 and July 28,

Bazzano Annexation
This being the time set for public hearing

the City Clerk announced that no written
protests - had been received. Mr. Ron Simp-
kins of MacKay & Somps briefly reviewed
the loc ation of the-area Council infor-
mation: The-re. oral protests
whereupon the hearing was declared closed.
Ordinance 4948 N...C.S .,; - approming the annexa-
tion - of certain uninhabited territory desig-
nated "Baz Annexation" to the City of
.Petaluma,,was introduced. by - Brun-

Weed Abatement
This being the, time set -for public hearing -

Report of Costs ,, of' 'Weed_ Abatement, the City
Cle'rk'announced that a written pr-otes.t was
received from Jerome Norwitt, 5750 Roblar
Road. 'Said - protest, "objecting to the bill for
Weed.Abatemerit S.ervicesy was read and filed.
Fireman -Tim "-Edwards briefly reviewed the costs
involved in the progr`,am. Summary of costs;
dated August.4, 1969' from Assistant Fire
Ch=ief Joe" Ellwood=, - submitted and filed. Mr.
Ellwood also outlined the step-by-step pro -
cedure, of the 'Weed- Abatement program. The
following, were present -and objected to the
billsreceived for Weed Abatement services:

Mr.',Zanco also complained about the operations
of the Sonoma County Dumps, particularly wi.th
respect to. =the regul- ation'of segregating rub -

Upon conclusion of ,a thorough explanation of
the protests,and - considerable discussion on
the matter, Putnam appointed Councilman.
Matte 'as Chairman. , .and . Councilmen Brunner and
Battaglia to serve , on a Committee to work
.with the Fire Department by making a field
survey.of. the lots involved in the three
protests and to-consider the possibility of
a, policy'change,. change in the method.of per -.

Compensation Insurance Fund that the Insur 313

cent,�the lowest- rating ever assigned to the
city.
Special Census
City Manager Robert Meyer'reported that appli-

are now being recei•wed and that selections. will
be made from these-applications on file by the
State Supe -rvsor in charge of the program. He
added that the.Ce_ns. will officially start on
August U 1969.
Leave of -Absence

the Council meeting on August 18, 1969, due

National Little
Councilman Cavanagh,. Jr -., announced that on

a Legislative'Bulletin from the League of
California Cities recommending that telegrams
be sent - encouraging Governor Reagan to veto
the subject bill •which '•proposers. that ,public
officials, elected and; appointed, .disclose

financial `holdings . It was :zdecided to, take
no formal, action as a Council;, "but to send
telegrams on individual basis.

existing street improvements, future - improve=
ments that - ,are contemplfat ,d- by tentative maps
on file; and the unimproved areas in the vici-
nity. In discussing the appeal; Mr.- McGivern
referred 'to .a sidewalk, policy for rural areas .
approved - by the Planning Commission some years
ago. Mr. Ybung,-added that the policy was
amended_by'the Planning Commission to include
that sidewalks be' required on-'any collector
street, :pointing. out 'that Schuman Lane is a
collector `street.
Mr. Ron :Brazil'l, .0 vil Engineer representing
'his parents.; :Mr,. ` Mr . Joseph: Brazill
appeared before the-Council in support of the
appeal •claiming.th�at..improvements would depre-
.,ci and destroy the rural atmos-
.phere'of :the - neighborhodd. He read a petition
signe'd by-twelve `residenits in . the area stating
.obj,ection: to.-•street ,•mp;rovements ,on the south `
side. of Schumaft LDane because' of the desire
to retaixi the rural -char.acter;of the vicinity.
Mr. Braz2*_.l.1' ndicate.d that his - father did not
object -to' dedicating, the 10 -foot strip for
:sere _t ,widening :.purposes if' the City would
as sure ; that the strip would, be improved with-
n -a reasonable. :time. He presented a snap -
shot of. Schuman L ane=- to -illustrate the rural
environment.
