Notice of the Call Notice of. the Special. called , for Sept - ember .8, 1969; the-Certificate of the City Clerk of Delivery of said'- notice; and, 'the Consent of the members: present of the holding . of said meeting, submitted and filed. Purpose -of the The meeting was called to consider and act -upon Meeting various financial reports presented by the - City Manager,. to review, the 10 -year budget projec- tion of revenues and "expenditures and to.re- view.projects- ahead and establishment of priority lists. Financial Reports The following reports were submitted and*filed:�, � 1. Unappropriated Surplus Balances and'Reserves After "Opening' Entries and Projected to June 30, 1970 . 2._. General Fund Funds Budgeted Remaining at June 30 , 19.69,: 3. Estimated Reve 1 -968 - -1969. 4.., Ten - .Yea r P:roj'eztion - Revenues and Expen.di t•ure s City manager- Robert Meyer and.Drector. Fin ance-Ceci1 -alt°a reviewed and discussed the four reports-i -n detail and - thoroughly explained the reasoning for assumptions made. Upon comple -' tion of the reports review, Mr. Gealta presented conclusions and recommendatidns of the 10 -year p.r-oj of revenues and expenditures which included opinion that a Citizen's Finance Committee be appointed to explore new sources . of revenue needed' to operate the City. Capital Outlay Referring to the- Unappropriated Surplus B,al- Projects ances and Reserves After Opening,Entries and Res. #5321 N.C.S. -Proje,cted to'June,30, 1970, City Manager Robert Meyer pointed out a surplus balance Wage Increase o,f, $' :Z60 ,000 in the General Fund (unrestricted) . Res. #5322 N.C.S. He proposed that $92,000 be set aside for capi- tal outlay projects and $1,67,500 be set'aside for 7 -1/2 percent.cost of living wage increase to all City-employe He added that the amount of $16`7;500 be' slufficient to carry normal step 'increases and the. 7-1/2 percent increase through June 3.0, 1971. 320 September 8, 1969' Capital Outlay Projects Res'. #5321 N.C.`S. Resol- ution' #5322 N,C.S. to grant cost, of livin.g• .increase. _and wage adj,ustment, to 'all employees' of the City of- Petaluma, (effe.ctive Oct ober.1 1969) was introduced by Councilman._Bra,inerd,, seconded by Councilman Matte•i , and, adopted by .6 of firm ati've _votes , 1 absentee`:, Councilman' Joerger requested the record to show that he voted "AYE" because:he wanted. to :see all. classified salaries '-inc. eas`ed ,. 7 -1/2 percent, but felt the Coun•icil should nego -- tiate separately on the. non- dlassified:salaries:- Mayor .Putnam -also asked . the record to show 'that considerable dis.cussi.on was held to the effect' that this approach was the first time it had been used.` Future Study, A review Future St was- made to update list, entitled,, Sessions and " _ udy S'as s ions •and 'Projects Ahead" . by Projects Ahead making the necess'ary.deletions_ and additions.
