October 20, 1969
Council Meeting Regular meeting of the Council of the City
of Petaluma was called to order by Mayor
Putnam at the hour of 7 :30 o'clock p.m.
Attendance . .Present: Councilmen Battaglia, Brainerd,
Brunner, Cavanagh, Jr., Joerger,
M.attei, and Mayor Putnam.
Absent: None.
Invocation The-invocation October 20, 1969, was
given by the Reverend Fred Rusk, First
Presbyterian Church.
Approval of Minutes Councilman Joerger requested that the
following changes be made to Page 7
of the Minutes of October 6, 1969:
"Attorney Lafranchi: reported that the Am-
erican'Little_League.preferred the resolu-
t-on proposed by Councilman Joerger.
Councilman Brainerd felt that Councilman
Mattei's resolution was basically the same
but more clearly defined in its purpose;
whereas, Councilman Joerger agreed and
introduced Resolution. #5340 N.C.S." The
Minutes of October 6, 1969, were then
approved as amended. .
Liquid'Chlorine Report, dated October 17, 1969, from Pur-
ges. #5345 N.C.S'. chasing Officer John. 'Nolan on bid opening 3(�,
for Liquid Chlorine ,on October 16, 1969, /
noting that four bids were received and
recommending that the, low bid of Georgia-
Pac,f.c Corporation. be accepted, submitted
and filed. Resolution #5345 N.C.S., award-
ing contract_to Georgia Pacific Corporation
for the furnishing of Liquid Chlorine to
the City of Petaluma for November 1, 1969
to� Octo'ber 31 , 1970._, was introduced by
Councilman,Cavanagh., Jr., seconded by

affirmative votes.
Drug Control Letter, dated October. 8, 1969, from Don H.
Clausen, Representative in Congress, thank-
ing the Council for advising'him of the
recent action taken support of legisla-
tion•relating control and assuring
the Council of his intention to bring this
resolution to the attention of those con-
cerned, read and :filed.
AB 204 Letter, dated.October 10 196.9, from Senator
Randolph Collier informing the Council that
Assembly Bill 2057,.r.elating to the San Fran-
cisco Bay:_Cons:ervation Development Commission,
was passed in Legislature, signed,by the
Governor,..and now known as Chapter 713, read
and-filed.

Rock Company Francis J. Hayhurst, requesting -considera
ti.on of report attached concerning problems
relatin,g,to Hein Brothers'. Basalt Rock Com-
pany, read and filed. City Attorney Robert
pointed out that the Company involved is
located outside-.of the City Limits, and
therefore, out of. the.City's jurisdiction
unless said Company was declared by an ex-
tensive, documented.investigation_ and report
to be a:.public.naisance to the citizens of
Petaluma. City Manager Robert Meyer re-
ported that the matter was referred to the
County and "that he had talked to Supervisor
DeLong, who-stated he would follow -up on
the matter.

Veterans' Council
Policy -
Sewer Line
Extension
Mr. J. Forcucci of the Veterans' Council
addressed.the Council requesting $50
from the City to help defray expenses
to conyduct a special program to be held
on Tuesday,.November 11, 1969 at 8 :00
p..m. at the Veterans' Memorial Building
-in .observance.of Veterans' Day. Mr. For-
tucchi.explained. the costs involved and
the need for whereupon a
motion. to. •cbhtribu "te. $50 to the Veterans'
Council to help defray expenses for the
Veterans' Day program was introduced by
Councilman Joerger, seconded by Council -
man-Brunner, and adopted by 7 affirmative
votes.
City_Manager Robert .Meyer briefly reviewed
the . infor - mation discussed at the Study Ses-
sion on Sewer,Line Extensions. The policy
now on.sewer lines built by the City or pri-
Vate deve.lope'rs is to develop them accord -
ing.-to the City's ,Master Sewer Plan; like
w.ise,, sewer lines built under Assessment
Method are to be constructed according-to
the Master Sewer Plan. The problem occurs.,
Mr.•Meyer, pointed out., when sewer lines
built by the Assessment Method are not
developed according to the Master Sewer

No..9.., requested that the additional 27.81

Mr. William Lawrence was present and stated
that if his property now outside o'f' the Asses.s-
ment District coul,d*be sewered to this line,
he would agree to these conditions and would
accept the restriction of limiting his entire
property to residential us - e. After further
discussion, "the City Attorney was directed to
draft a Policy Statement for Council consider -
ation at a future study Session.
Annual Report Annual Report for the Petaluma Pol'

Council_- Meeting City Manager `Rober.t Meyer read a letter
November 3, 1969 from• Mr, .Robert W. requesting a. joint
study • : s e s s_i,on with the City Council and the
City P.lanring Commission regarding non-
conforming density development. It was
agreed upon' to invite" the Planning Commis-
sion to attend the regular Council meeting
of November 3, 1969 to jointly hear the
pre.sentati_on by Mr Hayes.
Improvement City'Manager'Robert Meyer suggested that the
Bonds Council again review the requ- irements of Im-
provement Bonds' for .curb, gutter and side-
walks - specifical'1''y, the refunding of money
to the.b'ond.h"older:s.. The Council agr.,eed,.and
,a tentat_ ive date f'or •review- was set for the
October 27th Study Session, if time allows.

Food Handling
Mr.- Lester N. Bennett, Jr., Director of
Establishments
Environmental Health, Sonoma County Depart-
ment of Health Services, presented to the
Council•a comprehensive report covering
health services, inspections, conditions,
and proposals for food handling establish -
ments'in Sonoma County, and more particu-
larly, in Petaluma: Mr. Bennett pointed
ou•t that Petaluma is.now receiving an
average of 1-1/2 of inspection per
- establ- ishment per year. The County pro-
poses the addition of .a full -time inspec-
tor to their staff permitting approximately
three inspection per establishment per
year inspection fee proposed in this
`ordinance�would:cover the cost of the added
inspector.
City Attorpey:Robert•.reported that he had
met with the.other City Attorneys in Sono -
ma.County to: d scus s the proposed ordinance
as prepared by the County. The Attorneys
agreed as-to the purpose and fees; however
they felt the language needed some clari-
,f =i and that some modifications should
be, made. •The Attorney recommended that
the Council take no action pending the; r.e
draft as prepared by the City Attorneys to
be preslented. in the - near future for consider-
ati:on.: The Council, agreed and delayed con-

City Engineer David Young reported on the
present status Qf the wall of the 88� Store

Weed Abatement

In' response to Council direction, � Fire

Chief'Benton reported that the weeds on

.the empty lot occupied by the
Continental Hotel at the corner of Kentucky
Street and Western-Avenue still had not
been taken care-of; however, Chief Ben -
ton contacted - the owner and was assured
that the abatement would be completed this
week. Chief Benton further stated the
Fire Department is presently making their
survey f_or the new Weed Abatement Program.
He explained that the Department abated -
for fire prevention in July only, and
therefore,`did not .go back to kill weeds
grown since that time. Under the program
this year, Chief Benton explained, the
Department will estimate a cost including
a second.abatement (an additional program)
at a later-time, where necessary, for the
abatement of noxious
Portable Fire Chief Benton reported on a meeting
Defibrillator held October 3, 1969.at the Hillcrest
Hospital regarding the purchase of a',por-
table defibrillator for the emergency ambu-
lance. After further discussion concerning
the use of. the defibrillator, Chief Benton
was directed to follow -up and report back
to the Council with further information on
the subject matter.
Obstructing Passage Ordinance #956 N.C.S., amending Petaluma
on Sidewalks, Etc. City Code of 1958 to prohibit sitting,
Ord. #'9'56 N -C.S, lying, sleeping on any street, sidewalk,
(second reading) or public place so as to obstruct -the
free passage or customary use thereof and
providing penalties for violation, was
introduced by Councilman Joerger, seconded
by Councilman Battaglia, and adopted by
7 affirmative votes.
Civil Anti - Trust City Attorney "Robert reported.that he
Suit, Smog Control attended a meeting of the City Attorneys
Devices of Sonoma County on October 20, 1969, and
several questions were raised regarding
the'Civil Anti -Trust Smog Control Devices
= Suit.. Santa Rosa City Attorney John D.
Flitter will contact the Deputy Attorney
General to obtain more details regarding
this suit and report back to the City Attor-
ney's in Sonoma County. The Council decided
to take no action pending a further report
on the subject from the City Attorney.
Vehicles - Resolution #5354 N.C..S., authorizing -the
Police purchase of four (4) 1970 police cars and 1.1te
Res. #5354 N.C.S. one (1)' 19.70 compact car, was introduced
by Councilman Joerger, seconded by Council -
man Cavanagh, Jr., and adopted by 7 affir-
