Vice -Mayor Jack W. Mayor Putnam asked that special thoughts

pitalized.
Approval of Minutes The minutes of November 3, 1969 were approved
as recorded.
Weed Abatement This - being the time set for hearing of pro -
Res. #5364 N.C.S. tests on weed abatement, the City Clerk
announced that no written protests were
received. Two oral protests were heard..
Mrs. Henry Chenault, 15 West Street, and
Mr. G: G. Brock, 101 Douglas Street, were
informed that Fire Inspector Clyde Thomas
will contact each of them in the morning

Petaluma, and ordering the Fire Chief to
remove said weeds, refuse, rubbish and
dint, was introduced by Councilman Mattei,
seconded by Councilman Brunner, and adopted
by 5 affirmative votes, 2 absentees.

what high, contact was made -with the State
General Service of,f,ces today regarding
the procedure of participating in the: ,State
bid.for police package vehicles. He added
that Mercury Monterey Fords, Mode -1 40, are
available through the State at $,,2,578.33
each, or a total of $10,313.32 (not.nclu'ding
air conditioner or transfer_ of equipment)',
and'if the'Counc "il decided to purchase these
vehicles, transfer of the necessary equip -
ment could be performed by City personnel
or outside help and sale of the existing
cars could be done by auction. He noted
that the City request must be made with
the State within `th -ree weeks. Because of
the questions raised by the Council regard-
ing the exact costs and savings involved,
Mr. Nolan and'Police Chief Larry Higgins
were directed to compile all the necessary
'information and costs for a report at the
next Council - meeting. The bids received
on the Police cars were held in abeyance.

present to review and discuss the report
with the' Council:
Letter -from the Chamber of Commerce on the
subject matter was 'held over. for the Coun-
cil meeting of December 1, 1969 because of
a change in the route involved.

Equipment Letter, dated November 13, 196'9, from Jim
Lutz, Chairman, - :Park and Recreation C'ommis-
si:on, recommending. : that consideration be
given to the purchase of a trencher for pro-
per and ef:ficien.t: operation of the Park De-
partment read and.filed. Recreation and
Park.Director _Richdrd Shollenberger proposed
that a used - trencher be purchased instead
of 'a '.hydrauli trailer appropriated in 'the
current Budget for .$500. He explained that
the $80`0`p;lus the amount paid for rental of
a trencher recently used at Lucchesi Park to
be applied :against the purchase price of the
trencher would cover the cost of the requested
equipment. A motion was made by Councilman
Brainerd and seconded by Councilman Mat:tei
approving the `purchase of a used trencher
instead of the hydraulic trailer. Motion
carried unani- mously.

Mayor Putnam appointed the following Council-
men to the committee to pursue an
intensive study of-the downtown parking pro -
blem: Councilmen Brainerd, Brunner and Mattei.
Counci.l-man -Brainerd was asked to serve as
Chairman.- She stated that the Citizen's
Contact- and* Finance Committee appointed
last year in- connection with the Core Area
=- Program are to work together with the Coun-
ci'l Committee.- Appropriate staff members
were directed to assist whenever needed.

City Attorneys' of. Sonoma County met and
prepared the propo's'ed ordinance which con-
tains certain revisions of Ordinance No.
955 N.C.S. recently introduced by the
Council. He outlined the revisions for
Council information. Following a brief
discuss on, Ordinance No. 960 N.C.S. of
the City of Petaluma, amending the Petaluma
City Code of 1958 to require local health
permits for food handling enterprises or
establishments,, providing.for inspections
by the Health O.fficer,'fixing annual in-
spection fees, providing penalties for
violations; and repealing Sections 12.1
through 12.12 of the Petaluma City Code
was introduced.by .Councilman Brainerd,
seconded by Councilman.Matte_-i, and ordered

Square'Balloon, Inc.
Because of inquiries received from property
owners; Councilman Brunner requested a staff
report on the proposed operations of the
Square'Bal'loon, Inc...,, at 31.3 East Washing-
ton Str'eet.'"City Manager Robert Meyer re-
plied that a request was received for use
of a warehouse b:uIlding (located in an M -L
Zone) as an,` instruct -ion, and recreation cen-
ter-for teen- agers. The City Attorney has
ruled the Use allowable. The building was
inspected•b_y the Building and Fire Depart -
ments,:an.d the group was notified that cer -
Lain conditions must be comp -lied with before
occu ancy.. _ The Police :Chief has issued cer -
tain requirements, and also has met with the
group giving them all "the necessary details.
A sugge�sltion was' made that the-group contact
the property owners 1n the area informing
them the intended use. Mr. Meyer added
that . an application-, for a business license
has been sent but not returned to date. He
noted that either forme -r. Councilman Lipman
or Ray B.occa,leon_i could be contacted if the
Council wishes further details of the pro-
posed center.
School Tax Rate
At the request of Councilman Joerger, Mayor
Putnam stated that she will contact the Sup -
erintendent of Schools to meet with the Coun-
cil and explain the increase in the school
tax rate.
