MINUTES OF MEETING
OF CITY COUNCIL
PETALUMA, CALIFORNIA
December 1, 1969
Council Meeting.
Regular meeting of the Council of the
City of Petaluma was called to order by
_
Mayor Putnam at the hour of 7,30 o'clock
p.m.
Attendance
Present: Councilmen Brainerd, Brunner,
Joerger, Mattei, and Mayor
Putnam.
Absent: Councilmen Battaglia and
Cavanagh, Jr.
Invocation
The invocation was given by Reverend
Donald Williams, St. Vincent's Church.
Approval of Minutes
The minutes of November 17. 1969 were
approved as recorded.
Precise Plan Lines -
This being the time set for hearing of

protests on establishing precise plan

declared the public hearing open. Notice
of public hearing was duly published and
posted in accordance with Sections 21.59
and: 21.62 of the City Code of Petaluma
1958. "Widening Study - Washington Street
from-Baylis -to Hopper Street, City of Peta-
luma, Plan- A -2. 1 , June 18 , 1969, Revised
November 20, 1969 ", submitted and filed.
For continuity purposes Director of
Public Works David Young reviewed the
background of East Washington Street
by discussing and presenting view foil
slides of the Petaluma Area General Plan
and of the 1965 Select Street System,
showing East Washington Street as a
future major four- -lane east /west arter-
ial. He also pointed out that the 1968
Faustman Traffic Report recommended East
Washington Street be widened to four
lanes contingent upon the development of
the Caulfield Lane Overcrossing and the
Lakeville Highway route, and if not deve
loped, then be made into six lanes. He
continued by saying that Consulting
Engineers Whitlow, Hoffman & Albritton
submitted five plans for review and study.
Two public hearings were held by the Plan -
ning Commission, and Plan A -2 - -1 was rec-
ommended to the Council for adoption.
Mr. Young then showed detailed engineer-
ing drawings of the proposed precise plan
lines.

The City Clerk announced that one written
communication was received. Letter, dated
November 2.8.: 1969 from William M. Jones.
Vice- President and General Manager of the
Northwestern Pacific Railroad Company,
stating that full market value and compen-
s.ation of their property needed for street
widening would be required by them read
and filed. .
After hearing and considering the oral
protests and comments presented to the
Council, the Mayor declared the public
hearing'closed; Ordinance
#961 N.C.S., establishing precise plan;,
lines over certain property hereinafter
described -for the reservation of a future
right= of --w:ay f or. the proposed realignment
of a portion of East Washington Street from
Baylis Street to Hopper Street, was intro-
duced by Councilman Brunner, seconded by.
Councilman Brainerd, and ordered published
by 5 affirmative votes, 2 absentees.-

was made by Councilman Mattei and seconded

Petaluma Marathon
Letter, dated November 6, 1969 from Ned
Davis, Manager, Chamber of Commerce, re-
questing Council authorization for the
Pacific Association of the Amateur Athlet
is Union to conduct the Second Annual
"Petaluma Marathon" on Sunday, December
14, 1969, read and filed. Report, dated
Novemb °er 24, 1969.from Chief of Police
Larry Higgins approving the request and
recommending that `the Council grant a
permit, submitted -and filed. Chief Hig-
gins reviewed the route of the race,
whereupon, Resolution #5373 N.C.S.; con --
senting to the "Petaluma Marathon" to be
held on December 14, 1969, was introduced
by Councilman Joerger, seconded by Coun-
cilman Mattei. and adopted by 5 affirma-

Letter, dated November 15, 1969 from Jack
Froom, M1D.,, Director of Coronary Care Unit,
H'illcrest Hospital, regarding progess on

defibrillator and recommending the Council
consider purchasing such equipment for the
ambulance, read and filed. Fire Chief Ben -
toh reported that upon checking into.-.

tus. He also pointed out the additional
responsibility involved for -the ambulance
operators. It was agreed by the Council
to: hold a session early in 1970
with Dr._Froom present to .further discuss
the subject.

Service, a C&rtifacate of Public Conven-
ience and.N.ecess.ty to operate a passenger
stage service between Petaluma and various
cities to the south and the Maintenance
Base at the San Francisco International Air-
port, submitted and filed.

Council Meeting
City Manager Robert Meyer recommended that
tonight's meeting be adjourned to December
8, 1969. and.then hold no further regular
meetings and study sessions for the remainder
of December.
Senator Collier
City Manager Robert Meyer reminded the
Council of the breakfast meeting to be
held at the Old- Adobe Room at the Petaluma
Inn at 8:00 a.m. on Monday, December 15,
1969, when Senator Collier will be present
to discuss current mutual issues.
East Washington
Director of Public Works David Young
Street'Interchange
reported that the preliminary plans to 3 �1.� v
reconstruct the East Washington Street
Interchange have been received. He stated
that these plans were sent by the District
Division of Highways to the Division of
,Highways in Sacramento. He suggested
that the Council examine the plans be-
fore review by the School Board on Decem-
ber 9, 1969. It was decided to study
the.plans after the Council meeting and
at the next meeting on December 8, 1969.

Proposed Bond
Briefly discussed was the matter of sub -
