HomeMy WebLinkAboutPCDC Resolution 17 07/12/1976,y. wi x; / ~,~, PETALUMA COMMUNITY DEVELOPMENT COMMISSION RESOLUTION NO. 7.7 RESOLUTION OF THE PETALUMA COMMUNITY DEVELOPMENT' COMMISSION CERTIFYING THE COMPLET-ION OF A FINAL ENVIRONMENTAL IMPACT REPORT FQR THE PETALUMA .CEN- TRAL, BUSINESS DTSTRICT REDEVELOPMENT PROJECT WHEREAS, an environmental impact report of the Petaluma Redevelopment Project was prepared by the Petaluma Community De- velopment Commiss-ion (hereafter the "Commission") pursuant to the Galifor.nia.Envronmental Quality Act- of 1970, Public Re- sources Code Section 21000 et seq., the Guidelines for Imple- mentation of. the California Environm`ent;al Quality Act promul- gated by the Secretary for Resources, State of California, 14 -. Cal. Adm. Code Section 150,0.0 `et, seg. (hereafter the "State Guide- lines."), and procedures aril guidelines adopted by the Commission for processing environmental impact reports; and, WHEREAS, a Notice of Completgn.of the draft environmental .impact report was duly filed with the Secretary for the Resources Agency, pursuant to Sections 15034 and 15085 of the State Guide- lines, on April 26, 1976; anal, WHEREAS, the Commi sign dis..tribu,ted copies of the draft environmental impact report to thgse agencies which have jurisdic- tion by law with respect to the.proj~eet, and to other interested persons and agencies, and sought the comments of such persons and agencies; and, ~, WHEREAS, the draft environmental impact .report was there- after reviewed and supplemented to °adopt changes suggested, to incorporate comments rece°.~ed, and the,_ Carn[nission's response to said commen.ts,. and as so revised and supplemented, a final Envir- onmental Impact Report was submitted by the Commission to the City Council of the City of Petaluma as a part of the report of Commis5,ion accompanying the Redevelopment-Plan; and, WHEREAS,,-.the Planning Commiss"'ion held a public hearing on said draft environmental impact report on June 2, 1976, and there Baas no negative comment heard; and, WHEREAS, a joint public hearing was held by the Commis- sion anal the City Council on July 12, 1976, on the Redevelop- ment Plan for the Petaluma Central Business District Redevelop- ment Project and the final Environmental Impact Report relating thereto, following notice duly and regularly given as required by law, and all interested persons expressing a desire to comment thereon or object thereto were heard, and said final Environmental Impact Report and all comments and responses thereto were con- sidered; and, WHEREAS, the final Env:irohmental Impact Report consists of the draft environmental impact report.,°as revised and supple- mented, made a part of the Commission Report on the Redevelopment Plan, and incorporates all comments received and the response of the Commission and the City Council~the.reto as of the date hereof; NOW, THEREFORE, BE I,T RESOLVED by the Petaluma Community Development Commission as, follows: 1. The Commission does hereby certify that the final En- vironmental Impact Report for the Pet.a1 uma Central Business Dis- trict- Redevelopment Project has been completed in compliance with the California Environmental Quality Act, the State. Guidelines, and local procedures adopted by the Commission as the lead agency, and that the Commission has reviewed and' considered the informa- tion contained in the final Environmental Impact Report. 2. The Commission hereby finds and determines that rede- velopment of the Redevelopment Project Area pursuant to the Rede- velopment Plan will not have an adverse effect on the environment. 3. Upon approval and adoption of the Redevelopment Plan by the City Council, the Secretary o`f the Commission is hereby directed to file, in conjunction with the City Clerk, a Notice of Determination with the County Clerk of the County of Sonoma pursuant to the provisions of Section 22152 of the Public Resources Code and the State Guidelines adopted. pursuant thereto. WHEREUPON, the foregoing reso'lut'ion was adopted on the 12th day of July, 1976, by the following vote: AYES: ,Commissioners.
