Council Meeting Adjourned meeting of the Council of the
City of Petaluma was called to order by
Mayor Putnam at the hour of 7:30 o'clock
p.m.
Attendance
Present: Councilmen Brainerd, Brunner,
Cavanagh, Jr., Joerger, Mattei,
and Mayor Putnam.

Petaluma City Manager Robert Meyer read a letter
Sky Ranch dated . December 2'6, 1969 from David L.
White.of Coldwell, Banker & Compan -y,
stating that the owners of Petaluma Sky
Ranch at 2210 East Washington Street are
looking for a.buyer of their property and
inquiring as to whether or not the future
plans of the City of Petaluma include the.
acquisition :of';a municipally- owned air-
port. Said letter .s.ubmitted and filed.
Mr. Meyer also read a copy of a letter
dated January-6, 1910 to the Planning
Commission.fr-om Vi Tufts of the Petaluma
Sky Ranch Airport advising that she does
not wish to se11 her undivided one -half
interest in the Petaluma Sky Ranch air-
port and does.not have the property leased
with Coldwe'll,:'Banker & Company or any
other real estate...company. Said letter
submitted and filed.

Sonoma County -Wide City"Manager Robert Meyer requested Coun-
Prayer Breakfast cil members to advise his secretary if
they "plan to attend the County -Wide Prayer
Breakfast being-sponsored by the Mayors
of Sonoma County cities, the Board of
Supervisors, Congressman Don Clausen, the
business community; churches and lay lead-
ers on Saturday,. January 17, 1970, 8 :30
a.m,., at the Flamingo Hotel in Santa Rosa.
Mayor Putnam and Vice Mayor"Cavanagh, Jr.,
indicated that they would be attending.
Employees' Health Councilman Brainerd reported the subject
Insurance Committee Council Committee held three meetings
and concluded to poll the employees on
the various health insurance plans pre-
sented. He stated that it was the em-
ployees'-unanimous expression to be in-
cluded in the County of Sonoma He.alth'Plan,
although they indicated satisfaction with
the present carrier and service. Council-
man Brainerd explained the basic differences
in the coverages of the County plan'and
the present -plan and added that the County
plan has the full support of the Council
Committee.
In line with the recommendation of the
Committee and to find out if the City of
Petaluma will be accepted into the County
plan, .a motion was made by Councilman
Brainerd and seconded by Councilman Brun-
ner asking the Sonoma County Board of
Supervisors to place the City of Petaluma
on the Board's January 19, 1970 agenda
for action to allow the -City of Petaluma
Petaluma to be-included with other cities
in Sonoma County to join the Sonoma Coun-
ty Health Insurance Plan. Motion carried
unanimously. City Manager Robert Meyer
stated that from the City
will be present-at the Board's meeting -and
a report thereon will be made at the Coun-
cil meeting on January 1.9 for further nec-
essary action on the matter.
Sonoma County- Mayor Putnam referred to a letter dated
Housing Committee December 20,,'1969 received from Mrs.
Shirley.Powell, member, Sonoma County
Housing Committee -, Santa Rosa, request -
ing time at the January 19, 1970 Council
meeting to present information regarding
the establishment of a Local Housing
Authority for Sonoma County. - Mayor
Putnam stated that she advised.Mrs.
Powell that it would be more favorable
to have.the. matter discussed at a study
session of the City Council instead of
at.a regular meeting. It was agreed by
the�Council to hold a study session for -
that purpose on Monday, January 26, -1970.
The City Clerk was asked to confirm the
study session date with Mr-,s. Powell. City
Manager Robert Meyer was directed to
furnish the Council with any available
pertinent material on the subject.

City Attorney Robert briefly summarized

matioxi._ He. noted that the proposed leg -
islation provides for the procedure to
establish no parking /tow away zones and
to authorize entering into a contract for
tow away.service. He stressed the point
that the Council then, by separate resolu-
tion, may designate streets wherein no
parking is permitted and declare said
to be located in a tow -away zone.

Following some discussion, the matter of
posting and publishing said Ordinance was
brought up,. City Manager Robert Meyer
recommended - posting; but suggested that
resolutions designating streets be pub-
lished. Ord'i- nance.No. 966 N.C.S., amend-
ing the Petaluma City Code of 1958 by
adding to,Chapter 15 thereof Article XVII,
Section 15.17 through 15.17.13, to provide
a procedure for the removal of and the
impounding of motor vehicles; to establish
no parking /tow away zones; and to authorize
the•e'xecution_ of a contract with indivi-
duals to tow and store vehicles., was
introduced by Councilman Joerger, seconded
by Brainerd, and ordered * pub-
lished by the following vote:

AND STREET IMPROVEMENTS AND OVERCROSS'ING; DECLARING
THE ESTIMATED COST` OF -SAID .MUNICIPAL IMPROVEMENTS, AND
EACH OF THEM, THE AMOUNT OF THE PRINCIPAL OF SAID IN-

WHEREAS, the Council of—the City of Petaluma by
resolution duly passed and adopted at a•meeting of the Council

pletion of the municipal improvements, and each of them, here-
inafter mentioned., and did further determine that the cost of

enue of said municipality and that each of said municipal im-
provements will require an expenditur-e'greater than the amount'
allowed therefor by the annual tax levy; and will require the
incurring of a bonded indebtedness therefor, which resolution
was duly entered on the minutes of said•meeting of the Council,
and is now on file and of r cord'in the Clerk'.s office of said
City; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL-.OF THE CITY OF PETALUMA
AS FOLLOWS•
Section 1 . A spe'cial,munic�ipal bond election shall be

(hereinafter called "the City ") on Tuesday; March 3, 1970,
at which election shall be submitted to the qualified electors
of the - City the question of incurring a bonded indebtedness - of'

The-estimated-'cost-of the municipal improvement as"
set forth in Measure (A) (Fire - - St'at ons)- is the sum of $2'00',000
and the amount-of the indebtedness proposed to be incurred for
said municipal improvement is the sum of; $200,000.
The estimated- cost -of the municipal improvement as
set forth in Measure (B,)'(Sttreet- Improvements.and Overcrossing)
is the sum of $ 'and the amount of - the indebtedness pro-
posed to be. incurred. for - maid - •municipal - , improvement is the sum'
of $800,000: _.
The estimated cost hereinabove stated of each such
municipal improvement includes legal and all other fees inci-
dental to or connected ,with the aut'hor issuance and
sale of the bonds evidencing; the. indebtedhe`ss iproposed to be
incurred for such municipal improvement and -the cost of print-
ing said bonds: and all other costs and expenses incidental to
or connected with - the authorization, issuance -and sale of said
bonds.

Said bonds shall be negotiable in form and -of the•
character known as serial, and shall bear interest at a rate
not to exceed seven percent (70) per annum, payable semiannually
(.except that interest for the first year after the.date of said
bonds may be ; made payable at, or before the end of said year.) .
Provision is hereby made .for'the payment of principal of
and 'interest on said bonds as , follows: At the time of. making.
the general tax levy after- incurring the bonded indebtedness,,.
and annually thereafter until the bonds are paid or until there
•
is a sum in the treasury set apart for that purpose :su'f'ficient
to meet all payments of - principal and - interest on.the bonds as
they become due, the Council'shall' levy and collect a tax suf-
ficient to pay the interest on the bonds and such part of, the
principal as will become due: before the proceeds of a tax levied
at the next general tax levy.will be available;. provided,, -how --
ever, that if said bonds are:authorized,,to be issued at said
election, and it is expected that all -or ,,any part of said. bonds
will be sold at such time that the or interest on
such bonds will become due before the proceeds of a tax levied
after such sale would be , ,available to pay such principal or in
terest, the Council,, at the time of *f,ixing the annual tax levy,
may levy a- tax in .an - amount clearly sufficient to pay that por-

directed, upon the passage and adoption of this ordinance, to
publish the same once .a day, for at 'least seven (7:). days in the
Petaluma° Argus - Courier which_is a, -newspaper of genera -1 circula-
tion published at least six (6) days, a week in the City; and
such pub_li- cation shall constitute notice. of said. election.. No
other notice of-the election hereby called need be given.
Section 5 . This ordinance shall be forthwith entered
upon the minutes of the Council and in the Ordinance Book of the
City. This- ordinance, being an ordinance calling and ordering
an election:, shall take ,effect from. after its final paasage
and approval.
