Absent: Councilman Cavanagh, Jr. Invocation The invocation was given by the Rev- erend Ray Reed, 'First Southern Baptist Church. Wightman, President, Library Board of Trustees, stating that now that the Library has been authorized by-Char- ter amendment to handle funds, the Board of Trustees requests that the Library be able to keep funds collected as f°nea and fees, which presently go to the City's General Fund, read and filed. City Manager Robert Meyer. pointed out that.fees and,fi.ne`s collected by other departments also are deposited in the General Fund. ,After reading the Char- ter amendment, it was deter-m•ined that no authority has been given to the Library Board to handle such funds. Upon con - clusion of the discussion, City, Attorney Robert was di °r,ected to write.to the Library Board and caarfy its position with regard to.hand'ling funds,. Cou.ncil- man Battaglia was asked' to relate the Council's discussion at the .next Library Board meeting. -It was agreed that the broad area of colle'ction' of fines and fees be considered at next fiscal year's budget session. Culvert City Manager:.Rob.ert Meyer stated that the Widening - complete project cost to widen the cul- 1440 East vert at the Standard Station, 1440 East Washington St. W:ashington;Street, proposed at last bud- .get consideration,, but not appropriated, was $30,000. (continued) Channel City Manager Robert Meyer referred to a r Obstruction Ordinance letter received from Carl R. Jackson, g:1 -As;sistant Chief Engineer, Sonoma County 'Water Agency, suggesting that the City of Petaluma adopt a channel obstruction ordinaft-ce similar to County of Sonoma Ordinance No. 1108, so that all streams within the County might be regulated in the same manner, -and pointing out that before adoption of'the County ordinance in 1968 comments on the proposed legis- lation were requested by the County from each Of the incorporated cities within the County. Said letter and copy of County-'Ordinance 1.10;8 submitted and filed. Mr. Meyer noted that no comment was made by Petaluma at that time as more information was desired. Mr. Meyer .referred -to Section 15 of Sonoma County Ordinance 11.08, and observed that the ordinance specifically covers the entire County in its regulations and enforce - ment. Institute on City Manager Robert Meyer stated that he Labor Relations received a bulletin from the League of California Cities announcing its fourth Institute on Labor Relations for City of- f;icials to - be held in Los Angeles on March 18 - 20, • 1970 -. Councilmen Mattei and Battaglia indicated- tentative attend- ance. The City Manager was asked to .`remind , the C_ouncilbf the Institute in his Genera -1 Report next Friday. Following a 'brief di- scussion, Res!o No. 53 =93 N.C.S., establishing the rates and charges for the collection of garbage and rubbish in�the City of' Petaluma -in accordance with provisions of Chap- ter 13 of the Petaluma City Code of 1958 and r.epea'li'ng Resolution No. 4767 N.C.S., was .introduced by Councilman Joerger,, .s,econded by Councilman Brainerd, and adopted.by'6 affirmative votes, 1 ab'sen- tee. Resolution #5394 N.C.S., authorizing the City Manager to execute the necessary. .documents to provide the inclusion of the employees „of the City of Petaluma Ma.orPutnam directed rec,ted that the Council. . Committee, eonsist-ing of Councilmen Joerge'r, Mattel, and Brainerd, continue to function and study the matter of com- mercial pick -up rate structure, explore the aspects- mandatory pick -up service, and consider related problems with fixed income groups. They were asked to meet with the Petaluma Sanitary Disposal Com- pany whenever necessary. Because the present life insurance plan expires February 1, 1970, it was agreed by the Council to adjourn to Ja <nuary -26, 1970 to consider a life insurance plan for the employees. Bocce Ball Councilman- Mattei reported that since Courts - the Parks and-Recreation Commission has I � Wickersham considered the possibility of establish- Park ing bocce ball courts at Wickersham Park, he has received numerous phone calls calling the Commission's attention to the fact that the park is not to be used for activities but only for aesthetic and _ relaxation purposes. In line with this request, City Attorney Robert was directed to prepare an opinion on the use of the Park for the Parks and Recreation Commis- sion with a. Copy thereof to the Council. Disclosure City Attorney Robert referred to an of Assets opinion received from Richard Carpenter r Law of the League "of California Cities re- garding disclosure of assets law. The law, Mr. Robert added, is confusing ands. ambiguous but.that some modifica- tion,and clarification is expected to be passed by the.State Legislature by April 15, 1970. He- recommended that individual.Counci.l members contact him . regarding problems in preparation of the statement .to be. on before April 14, 1970. Mayor Putnam requested' -Mr. Robert to.keep abreast with develop - ment - s concerning said law for Council information: ­Letter,:dated January 14, 1970 from Kenneth M. Parcel Map Statement in In line with suggestion from the City Compliance Clerk to'amend the subject statement by 41 with Elections adding to paragraph 1, "and improvement �;.�.. Code to the present fire station ", a motion was by Councilman Joerger and seconded by Councilman Brunner approving the State - ment in Compliance with Elections Code, Sections 5300 to 5304, as amended. Motion carried unanimously. ABAG Mayor Putnam explained that Councilman 'Brunner requested to have a representative. of'the, Association of Bay Area Governments (ABAG) meet with the Council at a study session but consented to have Mr. Baget appear at tonight'`s Council meeting. Mr. J. Julien Baget, Executive Director of ABAG, addressed. the Council and spoke - on :the establishment, operation, and principles of the Association and listed the many accomplishments under this Organ- ization. In discussing ABAG's relation January 19, 1970 ABAG with the Fedezral State, and local agen- (continued') ties, :he pointed out the Association's role to review Federal grant applications for recommendation to the Federal Granting Authority.* Upon conclusion of the dscu's- sion and at the request of several Counc,i.l members Mayor Putnam asked Mr. Baget to arrange to have Mayor Talbert Bean of Sonoma, a member of the Executive 'Board of ABAG, and Sonoma County Supervisor I. Vella, unopposed nominee for President of ABAG, meet • with. the Council in February to further discuss ABAG. He was also asked to communicate with, • Mayor Putnam regarding -the arrangements.
